FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plarf review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process. please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section. etc.
Be sure to enclose the marked up list when you submit the revised plans.

. PLANS
Please make all corrections on the original tracings and submit two new sets of
prints, to:
Esgil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, California 92123,
(619) 560-1468.
Plans, specifications and calculations shall be signed and sealed by the California
state licensed engineer or architect responsible for their preparation, for plans
deviating from conventional wood frame construction. Specify expiration date of
license. (California Business and Professions Code).
Provide a statement on the Title Sheet of the plans that this project shall comply
with Title 24 and the 1994 UBC, UMC and UPC and the 1993 NEC.
FIRE PROTECTION
When the valuation of a room addition or repair exceeds $1,000, or when sleeping
rooms are created, smoke detectors shall be provided per the above, except that
smoke detectors added at existing construction need only be battery powered.
Section 310.9.1.2. Note on the plans that battery operated smoke detectors will
be provided inside all existing bed rms and corridors that provide access to
the bed rms.
EXITS, STAIRWAYS, AND RAILINGS
Provide stairway and landing details. Sections 1006.3, 1006.15 and 1006.2.
A. Maximum rise is 7" and minimum run is 11". When the stairs serves less than 10
occupants, or serves an unoccupied roof, rise may be 8" maximum and run 9"
minimum.
Handrails:
Handrails and extensions shall be 34" to 38" above nosing of treads and be
continuous.
The handgrip portion of all handrails shall be not less than 1-1/4 inches nor more
than 2 inches in cross-sectional dimension. Handrails projecting from walls shall
have at least 1-1/2 inches between the wall and the handrail. Section 1006.9.
ROOFING
California law requires that on or after July 1, 1995, every new structure have a fire
retardant roof covering that is at least Class C. When 50% or more of the roof of an

existing structure is reroofed within a one-year period, the structure shall have a fire
retardant roof covering that is at least Class C. AB 3819.
FOUNDATION REQUIREMENTS
Provide a copy of the project soil report prepared by a California licensed architect
or civil engineer. The report shall include foundation design recommendations based
on the engineer's findings and shall comply with UBC Section 1804.
Provide a foundation plan. Show on the plan the thickness and reinforcing of the
slab and footing details.
Note on plans that wood shall be 6" minimum above finish grade. Section 1806.1.

plan. Section 106.3.3.
If hold downs are required, note on plan that hold down anchors must belied in
place prior to foundation inspection. Section 108.5.2.
. FRAMING
Show double top plate with minimum 48" lap splice. Section 2326.11.2.
Show nailing will be in compliance with Table 23-I-Q.
Show or note fire stops at the following locations per Section 708:
In concealed spaces of stud walls and partitions, including furred spaces, at the
ceiling and floor levels and at 10 foot intervals both vertical and horizontal; This
applies to the gable end studs greater than 10' high.

Show stud size and spacing. Maximum allowable stud heights: Bearing wall: 2 x4
and 2 x 6 max. 10'; Non-bearing: 2 x 4 max. 14', 2 x 6 max. 20'. Table 23-1-R-3.
Provide calculations for main vertical and horizontal framing members and footings.
Section 106.3.3. this applies to the ridge beam, floor joists and the garage door
header.
Provide calculations for lateral loads, shear panels, shear transfer and related.
Section 106.3.3. This applies to the /south Elevation of the building.
ELECTRICAL (NATIONAL ELECTRICAL CODE)
Show on the plan that ground-fault circuit-interrupter protection complies with 1993
NEC Art. 210-8, which reads as follows:
All 125-volt, single-phase, 15- and 20- ampere receptacles installed in bathrooms,
garages, basements, outdoors and within 6 feet of a kitchen sink.
PLUMBING (UNIFORM PLUMBING CODE)
Show that water heater is adequately braced to resist seismic forces. Provide two
straps (one strap at top 1/3 of the tank and one strap at bottom 1/3 of the tank).

. ENERGY CONSERVATION

CARLSBAD S.F.D. & DUPLEX SUPPLEMENT
All new residential buildings, including additions, require a soils report. Please submit
two copies. Exception: If a room addition is limited to one story and 1000 sq. ft. in
area, then a soils report is not required. Esgil Corporation will advise the City to place
their soils notice stamp on the plans.

NOTICE OF FOOTING EXCAVATION OBSERVATION
The footing excavations were saturated from the prolonged rain on January 12,
1997. The footings were subsequently deepened to remove saturated materials.
The continuous wall footing underpin excavation along the west side of the garage
and the column pad excavations (interior and exterior) have been observed by this
firm. The footing excavations are founded into terrace deposits, as recommended
in the above referenced report.

The footing excavations are approved by this firm provided al/ loose deposits are
removed from the base of the excavation prior to pouring concrete. The footing
excavations were not reviewed for compliance with structural plans and location.
No new utility lines are proposed in the garage footprint.
The two planter areas along the front of the garage should be sealed along the
base to prevent irrigation water from infiltrating into footing subsoils (see
referenced report).

This report presents the results of our supplemental exploration on the subject property.
Two areas of the concrete slab, adjacent to the garage foundation, were saw cut and
removed. The areas are located along the west, Test Pit 1-A and east, Test Pit 2-A, sides
of the garage.
EXISTING FOOTINGS
Test Pit 1-A suggests that the western garage footing is approximately 11 inches wide and
is founded approximately 5.5 inches below the base of the adjacent concrete slab, see

Plate A. The upper 5.5 inches of the earth materials encountered in Test Pit 1-A is
composed of brown silty sand in a loose condition. The base of the footing appears to
be resting on the surface of the underlying Terrace Deposits.
Test Pit 2-A suggests that the eastern garage footing is founded approximately 20 inches
below the base of the adjacent concrete slab. However, the upper 8.0 inches of the earth
materials is composed of loose silty sand deposits. The effective depth of embedment
of the footing is approximately 12 inches.
CONCLUSIONS AND RECOMMENDATIONS
Based on exposures in Test Pit 2-A, the eastern footing for the garage is founded
approximately 12 inches into moderately dense to dense sandy deposits. Based
on the assumption that the embedment depth is continuous and the width of the
footing is at least 11 inches, the eastern footing appears to be adequate from a
geotechnical viewpoint, for slight increases in loading as per our discussion with
Trang Huynh, project structural engineer.
The western footing should be underpinned as recommended in the referenced
report. However, the depth of embedment into competent terrace deposits may
be reduced to 12 inches.

INTRODUCTION
This report presents the results of our geotechnical engineering investigation on the
subject property. The purpose of this study is to evaluate the nature and characteristics
of the sedimentary units underlying a portion of the property, the engineering properties
of the surficial deposits and their influence on the construction of the proposed
residential addition over the detached garage.
SITE CONDITIONS
The subject property is located east of Pio Pico Drive, along the north side of Stratford
Lane, in the city of Carlsbad. The site includes a residence and detached garage situated
on gently sloping terrain. Except for two small planter areas, the garage perimeter is
surrounded by concrete. The two planter areas are located along the east and west
corners of the garage door opening.
Drainage is generally directed to the street. Vegetation consists of residential landscaping
including grass, shrubs and trees.
PROPOSED CONSTRUCTION
Plans for the second story addition were prepared by B Worthing Plan Service. The
proposed second story addition will be constructed over the existing garage. The existing
foundation in the planter area of the garage includes a stem wall footing and a slab on
grade (See enclosed Test Pit Log).

SITE INVESTIGATION
Two exploratory borings were drilled on the site with a 4.0 inch diameter auger to a
depth of 7.5 feet. Due to limited accessibility, only one test pit was excavated adjacent
to the foundation to evaluate footing embedment and the characteristics of the
supporting soils. Earth materials encountered were visually classified and logged by our
field geologist. Undisturbed, representative samples of earth materials were obtained at
selected intervals. Samples were obtained by driving a thin walled steel sampler into the
desired strata. The samples are retained in brass rings of 2.5 inches outside diameter and
1.0 inches in height. The central portion of the sample is retained in close fitting,
waterproof containers and transported to our laboratory for testing and analysis.
LABORATORY TESTING
Classification
The field classification was verified through laboratory examination, in accordance with
the Unified Soil Classification System. The final classification is shown on the enclosed
exploratory Logs.
Moisture/Density
The field moisture content and dry unit weight were determined for each of the
undisturbed soil samples. The dry unit weight was determined in pounds per cubic foot.
The field moisture content was determined as a percentage of the dry unit weight. Both

are shown on the enclosed Exploratory Logs. This information is useful in providing a
gross picture of the soil consistency between exploratory excavations and any local
variations.
GEOTECHNICAL CONDITIONS
The subject property is underlain at shallow depths by Pleistocene terrace deposits. Soil
and minor fill deposits cover the sedimentary unit. A brief description of the earth
materials encountered on the Site is discussed below.
Artificial Fill
Minor amounts of fill, up to 1.0 foot, are present along the rear of the existing garage.
The minor fill deposits were probably generated during finish grading and landscaping,
and are composed of organic tan to brown silty and fine-grained sand. In the planter
area along the front of the garage, approximately 2.0 feet of organic fill and soil was
encountered. These deposits are in a saturated condition.
Terrace Deposits
The site is underlain by Pleistocene terrace deposits composed of reddish grey brown silty
and fine-grained sand. Locally these sedimentary deposits are very moist to wet and
weathered. The weathered zone along the surface of the terrace deposits varies in depth
from approximately 3.75 to 5.5 feet. Below this zone, the terrace deposits become
increasingly dense with depth.

Expansive Soils
The soil and terrace deposits encountered on the site are predominantly granular
deposits which exhibit a potential expansion in the low range.
Existing Footing
As previously indicated, the perimeter of the garage is bounded by concrete. One test
pit was excavated along the southwestern portion of the exterior foundation. The footing
encountered at this location appears to be a column pad adjacent to the garage opening.
Apparently, an auxiliary driveway was constructed adjacent to and 1.5 feet below the
western side of the garage and original driveway. The depth of the existing garage
column pad footing below the top of the auxiliary driveway appears to be limited to
approximately 7.5 inches (See Test Pit Log).
Groundwater
Based on the exploratory borings drilled to a depth of 7.0 feet, no evidence of perched
or shallow groundwater tables was encountered at the time of this study. However, very
high moisture contents were encountered in the fill/soil and the upper few feet of the
terrace deposits. These high moisture contents appear to be the result of over irrigation
and lack of weep holes in planters. It is possible that minor seepage problems may occur
after the proposed construction. These are usually minor phenomena, often associated
with over-irrigation and poor drainage control. In the event that seepage or saturated

ground does occur, it has been our experience that they are most effectively handled on
an individual basis.
Faults/Seismicity
Based on a review of published geologic maps, no faults are located on or in the
immediate vicinity of the site. The nearest active fault is the Rose Canyon Fault Zone
located approximately 4 miles southwest of the site. Other active faults which could
affect the site include the Coronado Bank, Elsinore, San Jacinto and San Andreas Faults.
These faults are located 15 to 71 miles from the site.
Although the likelihood of ground rupture on the site is remote, it is almost a certainty
the property will be exposed to moderate to high levels of ground motion resulting from
the release of energy, should an earthquake occur along the numerous known and
unknown faults in the region.
CONCLUSIONS AND RECOMMENDATIONS
General
Due to limited access and exposure of the garage foundation at this stage, the existing
perimeter footing should be reviewed by a representative of this firm during construction.
However, for design purposes the footing, where exposed, is not suitable for the support
of second story loads. The existing footing should be underpinned with a new

continuous wall footing or new loads transferred to column pads as recommended by the
project structural engineer. Should more favorable foundation conditions be revealed
during construction, additional recommendations will be presented.
Foundations
The following parameters may be used in analysis of existing foundations and in the
design of new foundations.
New underpinned footings or column pads for the proposed two-story addition should
be a minimum of 12 inches wide and founded a minimum of 18 inches below the
existing footing into competent terrace deposits. Proposed footings should extend below
weathered and saturated zones which may be encountered. Additional depth may be
required in this regard. New continuous footings designed as underpins may be
constructed in alternate sections. However, undermining of the existing footing should
not exceed 5.0 lateral feet for each alternate underpinned section constructed. If the
existing footing is undermined for greater than 5.0 lateral feet, the existing footing should
be shored.
Footings founded into competent terrace deposits, as recommended above, may be
designed for a bearing value of 1500 pounds per square foot.
The bearing value indicated above is for the total dead and frequently applied live loads.

This value may be increased by 33 percent for short durations of loading, including the
effects of wind and seismic forces.
Resistance to lateral load may be provided by friction acting at the base of foundations
and by passive earth pressure. A coefficient of friction of 0.35 may be used with dead-
load forces. A passive earth pressure. of 250 pounds per square foot, per foot of depth
of terrace deposits penetrated to a maximum of 1500 pounds may be used
Drainage
Specific drainage patterns should be recommended by the project civil engineer or
architect. However, in general, pad water should be directed away from foundations and
around the structure to the street or driveway. Roof water should be collected and
