In accordance with your request, we have prepared this final, as-graded soi l report for the La
Costa Bluffs Apartment project at the subject site.
Based on our field observations and referenced Reports of Field Density Tests (References 1-4,
6, 7, 9, 10, 12 and 13), it is our opinion that the soil engineering and engineering geologic
aspects of the site grading were performed in accordance with the referenced limited
geotechnical investigation and updates (References 17, 19 and 23), local grading ordinances and
the project grading plans. In addition, footing excavations, soil expansion characteristics and soil
bearing capacity are all in conformance with the approved plans and specifications.

This is to present the results of field density tests performed on the building pad for the proposed
t\vo-story, apartment building on Lot No. 407 at the subject site.
ln accordance '\>vith your request, in-place field densiiy tests were perfo1111ed in accordance with
ASTM D1556 (Sand Cone Method). Grading was co11duc,tcd between December 23, 2011 and
February 16, 2012 under the observation and testing of a representitive of East County Soil
Consultation & Engineering Inc.
The results of the field density tests are presented on Page T-1 under "Table of Test Results''. The
laboratory determinations of the maximum dry densities and optimum moistme contents of the
fill soils as well as the expansion index test results are set fo1th on Page L~ 1 under "Laboratory
Test Results". Direct shear and consolidation tests results are also attached, The approximate
test locations are shown on Plate No. 1.
Following clearing and grubbing, i.e. the removal of vegetation and deleterious materials,
suhgrade soils were overexcavated to depths ranging between approximately 10 and 37 feet
below existing grade into the dense sandstone of the Santiago Formation. Prior to the placement
of new fill, the bottom of the excavation was scarified to a depth of approximately 12 inches,
moisture conditioned and compacted.
On-site fill soils consisting of clayey sand were placed in thin lifts, moisture conditioned
generally above optimum and compacted to a minimum of 90 percent relative compaction.
Compaction was achieved with the use of a Caterpillar 950G loader, a Caterpillar 963
trackloader, a Caterpillar 977 trnckloader and a sheepsfoot roiler.

Based on our field observations and density test results, it is our opinion that the grading
operation for the proposed residential project was performed in accordance vvith the referenced
geotechnical report (Reference No. 9) and local grading ordinances.
Furthermore, we have reviewed the referenced reports and evaluated the new soil conditions
following the grading operation on Lot 407. Based upon the "medium" expansion potential of
the surfical fill soils, the depths of fill and the adjacent slope to the north, the foundation and slab
recommendations are updated as follows:
a. Continuous footings are suitable for use and should extend to a minimum depth of 24 inches
below the lowest adjacent grade for the proposed two-story structure into the properly compacted
fill soils. These footings should be at least 15 inches in width and reinforced with four #5 steel
bars; two bars placed near the top of the footings and the other two bars placed near the bottom
of the footings. In addition, bearing wall footings that are to be located near the top of the atijacent
slope should be deepened to allow a minimum daylight distance of 10 feet laterally from the outside
edge of the footing to the slope foce.
b. Interior concrete floor slabs should be a minimum 4 inches thick. Reinforcement should
consist of #3 bm·s placed at 12 inches on center each way within the middle third of the slabs by
supporting the steel on chairs or concrete blocks "clobies". The slabs should be underlain by 2
inches of clean sand over a 10-mil visqueen moisture ba1Ticr and a capillary break at least 4
inches thick, consisting of coarse sand, gravel or crushed rock not exceeding 3/4 inch in size with
no more than 5 percent passing the #200 sieve.
c. An allowable soil bearing value of2,000 pounds per square foot may be used for the design of
the above footings founded into the compacted fill soils. This value may be increased by 700 psf
and 300 psf for each additional foot of depth and width respectively to a maximum of 3,000 psf
due to settlement limitations. The allowable bearing value may be also increaded by one-third
for transient loading, such as wind or seismic load.
d. Lateral resistance to horizontal movement may be provided by the soil passive pressure and
the friction of concrete to soil. An allowable passive pressure of 250 psf/ft of depth may be used.
A coefficient of friction of 0.35 is recommended. The soils passive prcssui-e may be increased by
1/3 fo r wind and seismic loading.
c. Pedmeter fr>ttndations and interior slabs should be thoroughly saturated for at least 24 hours
prior to placement.

In accordance with your request, we have observed the foundation excavations for the proposed
two-story, apartment building on Lot No. 407 of the La Costa Bluffs Apartments project.
The footings have been excavated to the proper depth and width into competent bearing soils and
are in compliance with the approved building plans. Foundation excavations, soil expansion
characteristics and soil bearing capacity are in accordance with the referenced soils report
(Reference No. 2).

This is to present the results of our field observations and density testing performed during the
constrnction of the proposed retaining wall between Lots 406 and 407 at the subject site.
In accordance with your request, in-place field density tests were performed in accordance with
ASTM D l 556 (Sand Cone M.ethod). The retaining wall construction and backfill were
conducted between Februmy 23 and l\farch 2, 2012 under the observation and testing of a
representative of East Co~mty Soil Consultation and Engineering, Inc.
The results of the field density tests are presented on Page T-1 under "Table of Test Results".
The laboratory determinations of the maximum dry densities and optimum moisture contents of
the backfill and foundation materials arc set forth on Page L-1 under "Laboratory Test Results".
The approximate test locations are presented on Plate No. 1.
Backfill and foundation materials consisting of on-site soils and aggregate base were placed in
thin lifts and compacted in excess of 90 percent relative compaction while maintaining a
moisture content over optimum. Compaction was achieved with the use of a sheepsfoot roller.
In addition~ we observed the construction of the retaining wall includilig the foundation
excavation, the placement of the leveling pad. pavestone units, geogrids and subdrains.
