1. THIS PLAN. SUPERSEDES ALL OTHER PLANS PREVIOUSLY APPROVED BY THE CITY
OF CARLSBAD REGARDING GRADING SHOWN ,ON THIS SET OF PLANS.
2. APPROVAL OF THIS PLAN DOES NOT LE:SSEN OR WAIVE ANY PORTION OF THE
CARLSBAD MUNICIPAL CODE, RESOLUTION .. OF CONDITIONAL APPROVAL, CITY
STANDARDS OR OTHER ADDITIONAL DOCUMENTS LISTED HEREON AS THEY MAY
PERTAIN TO THIS PROJECT. THE ENGINEER IN RESPONSIBLE CHARGE SHALL
REVISE THESE PLANS WHEN NON-CONFORMANCE JS DISCOVERED.

CERT/FICA TE OF INSURANCE AS WELL AS ADDITIONAL INSURED ENDORSEMENT MUST BE
FILED NAMING THE CITY OF CARLSBAD AS AN ADDITIONAL INSURED ON THE
PERMITTEE'S POLICY IN THE MINIMUM AMOUNT OF $1,000,000.00 FOR EACH
OCCURRANCE OF LIABILITY. THE INSURANCE COMPANY WRITING THE POLICY MUST
HAVE A RATING OF "A-" OR BETTER AND ASIZE CATEGORY OF CLASS V OR BETTER
AS ESTABLISHED BY "BESTS" KEY RA TING' GUIDE.
5. UNLESS EXEMPTED BY SECTION 301.(b)5 OF THE UNIFORM BUILDING CODE,
RETAINING WALLS OUTSIDE OF PUBLIC RIGHT OF WAY REQUIRE SEPARATE
PERMITS FROM THE BUILDING DEPARTMENT.
6. NO WORK SHALL BE COMMENCED UNTIL ALL PERMITS HA VE BEEN OBTAINED FROM
THE CITY AND OTHER APPROPR/A TE AGENCIES.
7. APPROVAL OF THESE PLANS BY THE CITY ENGINEER DOES NOT AUTHORIZE ANY
WORK OR GRADING TO BE PERFORMED UNTIL THE PROPERTY OWNER'S PERMISSION
HAS BEEN OBTAINED AND A VALID GRADING PERMIT HAS BEEN ISSUED.
8. NO REVISIONS W1LL BE MADE TO THESE PLANS W1THOUT THE WRITTEN APPROVAL
OF THE CITY ENGINEER, NOTED W1THIN THE REVISION BLOCK, ON THE

11. ACCESS FOR FIRE AND OTHER EMERGENCY VEHICLES SHALL BE MAINTAINED TO
THE PROJECT SITE AT ALL TIMES DURING CONSTRUCT/ON.
12. WHERE TRENCHES ARE W1THIN CITY EASEMENTS, A SOILS REPORT COMPRISED
OF: (A) SUMMARY SHEET, (B) LABORATORY WORK SHEETS AND (C) COMPACTION
CURVES, SHALL BE SUBMITTED BY A PROFESSIONAL ENGINEER OF THE STATE OF
CALIFORNIA, PR/NC/PALLY DOING BUSINESS IN THE FIELD OF APPLIED SOILS
MECHANICS. THE SOILS REPORT W1LL BE SUBMITTED TO THE CITY ENGINEER/NG
INSPECTOR WITHIN TWO WORKING DAYS OF THE COMPLETION OF FIELD TESTS.
13. A SOILS COMPACTION REPORT AND COMPLIANCE VERIFICATION REGARDING
ADHERENCE TO RECOMMENDATIONS OUTLINED IN THE SOILS REPORT JS REQUIRED
PRIOR TO THE ISSUANCE OF A BUILDING PERMIT. ALL CONTROLLED GRADING
SHALL BE DONE UNDER THE DIRECTION OF A PROFESSIONAL ENGINEER OF THE
STA TE OF CALIFORNIA PR/NC/PALLY DOING BUSINESS IN THE FJELD OF APPLIED
SOILS MECHANICS. ALL FILL OR FUTURE FILL AREAS SHALL BE CONSTRUCTED IN
ACCORDANCE W1TH THE CITY OF CARLSBAD STANDARD SPECIF/CATIONS AND THE
" EARTHWORK SPECIF/CATIONS " ATTACHED TO THE PRELIMINARY SOILS
JNV£$TIGA TION. DAILY FIELD COMPACTION REPORTS WILL BE SUBMITTED TO THE
PROJECT INSPECTOR.
14. A PRECONSTRUCTION MEETING SHALL BE HELD AT THE SITE PRIOR TO THE

RESPONSIBLE FOR CONSTRUCTION, INSPECTION, SUPERVISION, TESTING AND ALL OTHER
ASPECTS OF THE WORK. THE CONTRACTOR SHALL REQUEST A PRECONSTRUCTJON
MEETING BY CALLING THE INSPECTION LINE AT (760) 4JB-J891 AT LEAST FIVE(5)
WORKING DAYS PRIOR TO STARTING CONSTRUCTION. THE CONTRACTOR W1LL THEN BE
CONTACTED BY THE PROJECT INSPECTOR TO COORDINATE A DA TE AND TIME FOR THE
PRECONSTRUCTION MEETING. APPROVED DRA W1NGS MUST BE AVAILABLE PRIOR TO
SCHEDULING. THE GRADING PERMIT W1LL BE PROVIDED BY THE PROJECT INSPECTOR
AT THE MEETING.

16. THE OWNER ANO/OR APPLICANT THROUGH THE DEVELOPER AND/OR CONTRACTOR
SHALL DESIGN, CONSTRUCT AND MAINTAIN ALL SAFETY DEVICES, INCLUDING
SHORING, AND SHALL BE SOLELY RESPONSIBLE FOR CONFORMING TO ALL LOCAL,
STATE AND FEDERAL SAFETY AND HEALTH STANDARDS. LAWS AND REGULATIONS.
17. THE CONTRACTOR SHALL CONFORM TO LABOR CODE SECTION 6705 BY SUBMITTING
A . DETAIL PLAN TO THE CITY ENGINEER AND/OR CONCERNED AGENCY SHOW?NG
THE DESIGN DF SHORING, BRACING SLOPING OR OTHER PROVISIONS TO BE MADE
OF WORKER PROTECTION FROM THE HAZARD OF CAVING GROUND DURING THE
EXCAVATION OF SUCH TRENCH OR TRENCHES OR DURING THE PIPE INSTALLATION
THEREIN. THIS PLAN MUST BE PREPARED FOR ALL TRENCHES FIVE FEET (5') OR
MORE IN DEPTH AND APPROVED BY THE CITY ENGINEER AND/OR CONCERNED
AGENCY PRIOR TO EXCAVATION. IF THE PLAN VARIES FROM THE SHORING SYSTEM
STANDARDS ESTABLISHED BY THE CONSTRUCTION SAFETY ORDERS, TITLE 8
CALIFORNIA ADMINISTRATIVE CODE, THE PLAN SHALL BE PREPARED BY A
REG/STFRED ENGINEER AT THE CONTRACTORS EXPENSE. A COPY OF THE OSHA
EXCAVATION PERMIT MUST BE SUBMITTED TO THE INSPECTOR PRIOR TO
EXCA VAT/ON.
18. NO BLASTING SHALL BE PERFORMED UNTIL A VALID BLASTING PERMIT HAS BEEN
OBTAINED FROM THE CITY OF CARLSBAD. SUBMIT APPL/CATION FOR BLASTING
PERMIT WELL IN ADVANCE OF THE SCHEDULING OF BLASTING OPERATIONS.
19. IF ANY ARCHAEOLOGICAL OR PALEONTOLOGJCAL RESOURCES ARE DISCOVERED W1THIN
ANY WORK AREA DURING CONSTRUCTION. OPERATIONS W?LL CEASE IMMEDIATELY, AND
THE PERMITTEE W?LL NOTIFY THE CITY ENGINEER. OPERA T/ONS W?LL NOT RESTART UNTIL
THE PERMITTEE HAS RECEIVED WRITTEN AUTHORITY FROM THE CITY ENGINEER TO DO SO.
A. THE FOLLOW1NG PALEONTOLOGICAL MIT/GA TION MEASURES SHALL BE IMPLEMENTED:
1) THE DEVELOPER SHALL RETAIN A QUALIFIED PALEONTOLOGIST TO CARRY OUT THE
MIT/GA TION PROGRAM OUTLINED HERE. (A QUALIFIED PALEONTOLOGIST IS DEFINED
AS AN INDIVIDUAL W?TH A MS OR Ph.D IN PALEONTOLOGY OR GEOLOGY THAT IS
FAMILIAR WITH PALEONTOLOG/CAL PROCEDURES &: TECHNIQUES)
2) A QUALIFIED PALEONTOLOGIST SHALL BE AT THE PRE-CONSTRUCTION MEETING TO
CONSULT W?TH THE GRADING &: EXCAVATION CONTRACTORS.
J) A PALEONTOLOGICAL MONITOR SHALL BE ONSITE AT ALL TIMES DURING MASS
GRADING &: EXCAVATION ACTIVITIES, INCLUDING UTILITY TRENCHING, ETC. (A
PALEONTOLOGICAL MONITOR IS DEFJENED AS AN INDIVIDUAL WHO HAS EXPERIENCE
IN THE COLLECTION &: SALVAGE OF FOSSIL MATERIALS. THE PALEONTOLOGJCAL
MONITOR SHALL WORK UNDER THE DIRECTION OF A QUALIFIED PALEONTOLOGIST).
4) WHEN FOSSILS ARE DISCOVERED, THE PALEONTOLOGIST (OR PALEONTOLOGIST
MONITOR) SHALL RECOVER THEM. IN MOST CASES THIS FOSSIL SALVAGE CAN BE
COMPLETED IN A SHORT PERIOD OF TIME. HOWEVER, SOME FOSSIL SPECIMENS
(SUCH AS A COMPLETE LARGE MAMMAL SKELETON) MAY REQUIRE AN EXTENDED
SALVAGE PERIOD. IN THESE INSTANCES THE PALEONTOLOGIST (OR PALEONTOLOGIST
MONITOR) SHALL BE ALLOWED TO TEMPORARILY DIRECT, DIVERT OR HALT GRADING TO
ALLOW RECOVERY OF FOSSIL REMAINS IN A TIMELY MANNER. BECAUSE OF THE
POTENTIAL FOR THE RECOVERING OF SMALL FOSSIL REMAINS, SUCH AS /SOLA TED
MAMMAL TEETH, IT MAY BE NECESSARY TO SET UP A SCREEN-WASHING ON THE SITE.
5) FOSSIL REMAINS COLLECTED DURING THE MONITORING AND SALVAGE PORTION OF
THE MIT/GA TION PROGRAM SHALL BE CLEANED, REPAIRED, SORTED AND CATALOGED.
6) PREPARED FOSSILS, ALONG W?TH COPIES OF ALL PERTINENT FIELD NOTES, PHOTOS
AND MAPS SHALL BE DEPOSITED (A$ A DONATION) IN A SCIENTIFIC INSTITUTION
WITH PERMANENT PALEONTOLOGJCAL COLLECTIONS SUCH AS THE SAN DIEGO
NATURAL HISTORY MUSEUM. DONATION OF THE FOSSIL SHALL BE ACCOMPANIED BY
FINANCIAL SUPPORT FOR INITIAL SPECIMEN STORAGE.
7) A FINAL SUMMARY REPORT SHALL BE COMPLETED THAT OUTLINES THE RESULTS
OF THE MIT/GA TION PROGRAM. THIS REPORT SHALL INCLUDE DISCUSSIONS OF THE
METHODS USED, STRATIGRAPHIC SECTION(S) EXPOSED, FOSSILS COLLECTED, AND
SIGNIFICANCE OF RECOVERED FOSSIL.

B. ARCHEOLOGJCAL MIT/GA TION M[ASURES SHALL BE REFLECTED ON THE FINAL
GRADING PLANS AND IMPLEMENTED AS FOLLOWS :
1) PRIOR TO ISSUANCE OF GRADING PERMIT, THE PROJECT DEVELOPER SHALL RETAIN
A QUALIFIED ARCHEOLOGIST TO MONITOR ALL GROUND DISTURBING ACTIVITIES AND
. CARRY OUT THE MJTIGA TION PROGRAM OUTLINED HERE
2) A QUALIFIED ARCHEOLOGIST SHALL BE PRESENT AT THE PRE-CONSTRUCTION
MEETING TO CONSULT WITH THE GRADING AND EXCAVA T/ON CONTRACTORS.
3) IN THE EVENT THAT ANY CULTURAL RESOURCES, CONCENTRATION OF ARTIFACTS,
OR CULTURALLY MODIFIED SOIL DEPOSITS ARE DISCOVERED W?THIN THE PROJECT
AREA AT ANY TIME DURING CONSTRUCTION, ALL WORK SHALL BE HAL TED NEAR THE
DISCOVERY AND A QUALIFIED ARCHEOLOGIST SHALL RECORD AND EVALUATE THE
DISCOVERY UNDER CEQA.
4) THE DISCOVERY OF ANY RESOURCE SHALL BE REPORTED TO THE CITY OF CARLSBAD
PLANNING DIRECTOR PRIOR TO ANY EVALUATION TESTING.
5) IF ANY DEPOSITS ARE EVALUATED AS SIGNIFICANT, FURTHER MIT/GA TION MEASURES
SHALL BE REQUIRED AS RECOMMENDED BY THE QUALIFIED ARCHEOLOGJST.
20. MIT/GA TION FOR IMPACTS TO 0.06 AC OF GROUP-£ NON-NATIVE GRASSLAND, AND
0.20 AC OF GROUP-F DISTURBED HABITATS SHALL BE MITIGATED BY PAYMENT OF
AN IN-LIEU MIT/GA TION FEE.
21. ALL OPERATIONS CONDUCTED ON THE SITE OR ADJACENT THERETO, INCLUDING
WARMING UP, REPAIR, ARRIVAL, DEPARTURE OR OPERATION OF TRUCKS,
EARTHMOVING EQUIPMENT, CONSTRUCT/ON EQUIPMENT AND ANY OTHER ASSOC/A TED
GRADING EQUIPMENT SHALL BE LIMITED TO THE PERIOD BETWEEN 7: 00 A.M. ANO
SUNSET EACH DAY, MONDAY THRU FRIDAY AND NO EARTHMOVING OR GRADING
OPERATIONS SHALL BE CONDUCTED ON WEEKENDS OR HOLIDAYS. (A LIST OF CITY
HOLIDAYS IS AVAILABLE AT THE ENGINEERING DEPARTMENT COUNTER.)
22. ALL OFF-SITE HAUL ROUTES SHALL BE SUBMITTED BY THE CONTRACTOR TO THE CITY
ENGINEER FOR APPROVAL TWO FULL WORKING DAYS PRIOR TO BEGINNING OF WORK.
2J. IMPORT MATERIAL SHALL BE OBTAINED FROM, AND WASTE MATERIAL SHALL BE
DEPOSITED AT, A SITE APPROVED BY THE CITY ENGINEER. THE CONTRACTOR
SHALL BE RESPONSIBLE FOR ANY DEBRIS OR DAMAGE OCCURRING ALONG THE HAUL
ROUTES OR ADJACENT STREETS AS A RESULT OF THE GRADING OPERA /ION.
24. BRUSH SHALL BE REMOVED ONLY W?THIN THE AREA TO BE GRADED. NO TREES ARE
TO BE REMOVED UNLESS SPECIF/CALLY NOTED ON THE PLAN.
25. ALL AREAS SHALL BE GRADED TO DRAIN. GRADING RESULTING IN THE PONDING OF
WATER JS NOT PERMITTED. ALL EARTHEN SWALES AND DITCHES SHALL HA VE A
MINIMUM ONE PERCENT SLOPE.
26. THESE PLANS ARE SUBJECT TO A SIGNED AND APPROVED SET OF EROSION
CONTROL PLANS. EROSION CONTROL SHALL BE AS SHOWN AND AS APPROVED BY
THE CITY ENGINEER OR AS DIRECTED BY THE PROJECT INSPECTOR.
27. ALL SLOPES SHALL BE TRIMMED TO A FINISH GRADE TO PRODUCE A UNIFORM
SURFACE AND CROSS SECTION. THE SITE SHALL BE LEFT IN A NEAT AND
ORDERLY CONDITION. ALL STONES, ROOTS OR OTHER DEBRIS SHALL BE REMOVED
AND DISPOSED OF AT A SITE APPROVED OF BY THE CITY ENGINEER ..
28. ALL SLOPES SHALL BE IRRIGATED, STABILIZED, PLANTED AND/OR . HYDROSEEDED
W?THIN TEN (10) DAYS OF THE TIME WHEN EACH SLOPE IS BROUGHT TO GRADE
AS SHOWN ON THE APPROVED GRADING PLANS.
29. LANDSCAPING SHALL BE ACCOMPLISHED ON ALL SLOPES AND PADS AS REQUIRED
BY THE CITY OF CARLSBAD LANDSCAPE MANUAL, THE LANDSCAPING PLANS FOR
THIS PROJECT, DRAW?NG NO. 458-JL AND/OR AS DIRECTED BY THE CITY
ENGINEER OR PLANNING DIRECTOR.
JO. THE OWNER/APPLICANT SHALL INSURE THAT ALL CONTRACTORS SHALL COORDJNA TE
THE WORK OF THESE GRADING PLANS WITH THAT SHOWN ON BOTH THE LANDSCAPE
AND /RR/GA TION PLANS AND THE IMPROVEMENT PLANS AS REQUIRED FOR THIS
WORK IN ACCORDANCE W?TH THE LANDSCAPE MANUAL TIME REQUIREMENTS.
31. STORM DRAIN PIPE SHALL BE REINFORCED CONCRETE PIPE WITH A MINIMUM
D-LOAD OF 1,350. FOR PRIVATE STORM DRAIN PIPES, UP TO 15" PVC MAY BE
UTILIZED PROVIDED DEPTH IS LESS THAN 15 FEET AND BACKFILLED W?TH 3/4"
ROCK PER SDRSD S-4 TYPE "C" AND PIPE MEETS ASTM STANDARD 30J4 FOR
SOR 35 SOLID WALL PIPE.
J2. WHERE AN EXISTING PIPE LINE IS TO BE ABANDONED AS A RESULT OF THE
GRADING OPERATION, IT SHALL BE REMOVED WITHIN TWENTY FEET OF BUILDING
OR STREET AREAS AND REPLACED W?TH PROPERLY COMPACTED SOILS. IN OTHER
AREAS THE PIPE WILL BE PLUGGED W?TH CONCRETE OR REMOVED AS APPROVED BY
THE CITY ENGINEER.
JJ. THE CONTRACTOR SHALL VERIFY THE LOCA T/ON OF ALL EXISTING FACILITIES
( ABOVE GROUND AND UNDER GROUND ) W1THIN THE PROJECT SITE SUFFICIENTLY
AHEAD OF GRADING TO PERMIT THE REVISION OF THE GRADING PLANS IF IT IS
