INSPECTOR WITHIN TWO WORKING DAYS OF THE COMPLETION OF FIELD TESTS.
13. A SOILS COMPACTION REPORT AND COMPLIANCE VER/FICA TION REGARDING

A DETAIL PLAN TO THE CITY ENG/NfER AND/OR CONCERNED AGENCY SHOWING
THE DESIGN OF SHORING, BRACING SLOPING OR OTHER PROVISIONS TO 8£ MADE
OF WORKER PROTECTION FROM THE HAZARD OF CAVING GROUND DURING THE
EXCAVATION OF SUCH TR[NCH OR TRENCHES OR DURING THE PIPE INSTALLATION
THEREIN. THIS PLAN MUST BE PREPARED FOR ALL TRENCHES FIVE FEET (5') OR
MORE IN DEPTH ANO APPROVED BY THE CITY ENGINEER AND/OR CONCERNED
AGENCY PRIOR TO EXCAVATION. IF 11-iE PLAN VARIES FROM THE SHORING SYSTEM

PERMIT WELL IN ADVANCE OF THE SCHEDULING OF BLASTING OPERATIONS.
19. IF ANY ARCHAEOLOGICAL RESOURCES ARE DISCOVERED WITHIN ANY WORK AREA
DURING CONSTRUCTION, OPERATIONS WILL CEASE IMMEDIATELY, AND TH£
PERMITTEE WILL NOTIFY THE CITY ENGINEER. OPERATIONS WILL NOT RESTART
UNTIL THE PERMITTEE HAS RECEIVED WRITTEN AUTHORITY FROM THE CITY
ENGINEER TO DO SO.
20. ALL OPERATIONS CONDUCTED ON 11-IE SITE OR ADJACENT THERETO, INCLUDING
WARMING UP, REPAIR, ARRIVAL, DEPARTURE OR OPERATION OF TRUCKS,
EARTHMOVING EQUIPMENT, CONSTRUCTION EQUIPMENT ANO ANY OTHER ASSOC/A TED
GRADING EQUIPM[NT SHALL BE LIMITED TO 11-1£ PERIOD BETWEEN 7: 00 A.I.I. AND
SUNSET EACH DAY. MONDAY THRU FRIDAY AND NO EARTHMOVING OR GRADING
OPERATIONS SHALL BE CONDUCTED ON WEEKENDS OR HOLIDAYS. (A LIST OF CITY
HOLIDAYS IS AVAILABLE AT THE ENGINEERING DEPARTMENT COUNTER.)
21. ALL OFF-SITE HAUL ROUTES SHALL BE SUBMITTED BY 11-iE CONTRACTOR TO THE CITY
ENGINEER FOR APPROVAL TWO FULL WORKING DAYS PRIOR TO BEGINNING OF WORK.
22. IMPORT MATERIAL SHALL BE OBTAINED FROM, AND WASTE MATERIAL SHALL BE
DEPOSITED AT, A SITE APPROVED BY THE CITY ENGINEER. THE CONTRACTOR
SHALL BE RE5PONSIBLE FOR ANY DEBRIS OR DAMAGE OCCURRING ALONG THE HAUL
ROUTES OR ADJACENT STREETS AS A RESULT OF THE GRADING OPERATION.
23. BRUSH SHALL BE REMOVED ONLY WITHIN THE AREA TO BE GRADED. NO TREES AR£
TO BE REMOVED UNLESS SPECIFICALLY NOTED ON 11-IE PLAN.
24. ALL AREAS SHALL BE GRADED TO DRAIN. GRADING RESULTING IN THE PONDING OF
WATER IS NOT PERMITTED. ALL EARIHEN SWALES AND DITCHES SHALL HA VE A
MINIMUM ONE PERCENT SLOPE.
25. THESE PLANS ARE SUBJfCT TO A SIGNED AND APPROVfD SET OF EROSION
CONTROL PLANS. EROSION CONTROL SHALL BE AS SHOWN AND AS APPROVED BY
THE CITY ENGINEER OR AS DIRECTED BY THE PROJfCT INSPECTOR.
26. ALL SLOPES SHALL BE TRIMMED TO A FINISH GRADE TO PRODUC[ A UNIFORM
SURFACE AND CROSS SECTION. THE SITE SHALL BE LEFT IN A NEAT AND
ORDERLY CONDJnON. ALL STONES, ROOTS OR OTHER DEBRIS SHALL BE REMOVED
AND DISPOSED OF AT A SITE APPROVED OF BY THE CITY ENG/N[[R.
27. ALL SLOPES SHALL BE /RR/GA TED, STABILIZED, PLANTED AND/OR HYDROSEEDED
WITHIN TEN (10) DAYS OF THE TIME WHEN EACH SLOP[ JS BROUGHT TO GRADE
AS SHOWN ON THE APPROVED GRADING PLANS.
28. LANDSCAPING SHALL BE ACCOMPLISHED ON ALL SLOPES AND PADS AS REQUIRED
BY THE Cl TY OF CARLSBAD LANDSCAPE MANUAL, THE LANDSCAPING PLANS FOR
THIS PROJECT, DRAWING NO. JJ4-9L, AND/OR AS DIRECTED BY TH[ CITY
ENGINEER OR PLANNING DIRECTOR. LANDSCAPE & /RR/GA TION TO BE REPLACED IN
ACCORDANCE WITH ORIGINAL DRAWINGS.
29. THE OWNER/APPLICANT SHALL INSURE THAT ALL CONTRACTORS SHALL COQRDINA TE
THE WORK OF THESE GRADING PLANS WITH THAT SHOWN ON BOTH 11-IE LANDSCAPE
AND /RR/GA TION PLANS AND THE IMPROVEMENT PLANS AS REQUIRED FOR THIS

OR STREET AREAS AND R[PLACED WIIH PROPERLY COMPACTED SOILS. IN OTHER
AREAS THE PIPE WILL BE PLUGGED WITH CONCRETE OR REMOVED AS APPROVED BY
THE Cl TY ENGINEER.
32. THE CONTRACTOR SHALL VERIFY THE LOCATION OF ALL EXISTING FACILJTIES

1. THESE GUIDELINES PRESENT THE USUAL AND MINIMUM REQUIREMENTS FOR GRADING
OPERATIONS OBSERVED BY STONEY-MILLER CONSULTANTS INC., (SMC) OR ITS DES!GNA TED
REPRESENTATIVE. NO DEV/A TION FROM THESE GUIDELINE,S WILL BE ALLOWED, EXCEPT
WHERE SPECIF/CALLY SUPERSEDED IN THE GEO TECHNICAL REPORT SIGNED BY A
REGISTERED GEOTECHNICAL ENGINEER.
2. THE PLACEMENT, SPREADING, MIXING, WATERING AND COMPACTION OF THE FILLS IN STRICT
ACCORDANCE WITH THESE GUIDELINES SHALL BE THE SOLE RESPONSIBILITY OF THE
CONTRACTOR. THE CONSTRUCTION, EXCAVATION, AND PLACEMENT OF FILL SHALL BE
UNDER THE DIRECT OBSERVATION OF THE GEO TECHNICAL ENGINEER OR ANY PERSON OR
PERSONS EMPLOYED BY THE LICENSED GEOTECHNICAL ENGINEER SIGNING THE SOILS
REPORT. IF UNSATISFACTORY SOIL-RELATED CONDITIONS EXIST, THE GEO TECHNICAL
ENGINEER SHALL HAVE THE AUTHORITY TO REJECT THE COMPACTED FILL GROUND AND,
IF NECESSARY, EXCAVATION EQUIPMENT WILL BE SHUT DOWN TO PERMIT COMPLETION OF
COMPACTION. CONFORMANCE WITH THESE SPECIF/CATIONS WILL BE DISCUSSED IN Tl1E
FINAL REPORT ISSUED BY THE GEOTECHNICAL ENGINEER.
SITE PREPARATION:
1. ALL BRUSH, VEGETATION AND OTHER DELETERIOUS MATERIAL SUCH AS RUBBISH SHALL BE
COLLECTED, PILED AND REMOVED FROM T/1E SITE PRIOR TO PLACING FILL, LEAVING THE
SITE CLEAR AND FREE FROM OBJECTIONABLE MATERIAL.
2. SOIL, ALLUVIUM, OR ROCK MATERIALS DETERMINED BY T/1E GEO TECHNICAL ENGINEER AS
BEING UNSUITABLE FOR PLACEMENT IN COMPACTED FILLS SHALL BE REMOVED FROM T/1E
SITE. ANY MATERIAL INCORPORATED AS PART OF A COMPACTED FILL MUST BE APPROVED
BY T/1E GEOTECHNICAL ENGINEER. THE SURFACE SHALL THEN BE PLOWED OR SCARIFIED
TO A MINIMUM DEPT/1 OF 6 INCHES UNTIL THE SURFACE JS FREE FROM UNEVEN FEATURES
THAT WOULD TEND TO PREVENT UNIFORM COMPACTION BY T/1E EQUIPMENT USED. AFTER
THE AREA TO RECEIVE FILL HAS BEEN CLEARED AND SCARIFIED. IT SHALL BE DISCED OR
BLADED BY THE CONTRACTOR UNTIL IT IS UNIFORM AND FREE FROM LARGE CLODS,
BROUGHT TO THE PROPER MOISTURE CONTENT AND COMPACTED TO MINIMUM
REQUIREMENTS. IF THE SCARIFIED ZONE IS CREA TERTHAN 12 /NCHESIN DEPTH, THE
EXCESS SHALL BE REMOVED AND PLACED IN LIFTS RESTRICTED TO 6 INCHES.
3. ANY UNDERGROUND STRUCTURES SUCH AS CESSPOLLS, CISTERNS, MINING SHAFTS,
TUNNELS, SEPTIC TANKS, WELLS, PIPE LINES OR OT/1ERS NOT LOCATED PRIOR TO GRADING
ARE TO BE REMOVED OR TREATED IN A MANNER PRESCRIBED BY THE GEO TECHNICAL
ENGINEER.
MATERIALS:
1. MATERIALS FOR COMPACTED FILL SHALL CONSIST OF MATERIALS APPROVED BY THE
GEO TECHNICAL ENGINEER. THESE MATERIALS MAYBE EXCAVATED FROM THE CUT AREA OR
IMPORTED FROM OTHER APPROVED SOURCES, AND SOILS FROM ONE OR MORE SOURCES
MAY BE BLENDED. FILL SOILS SHALL BE FREE FROM ORGANIC VEGETABLE MA TTER AND
OTHER UNSUITABLE SUBSTANCES. NORMALLY, THE MATERIAL SHALL CONTAIN NO ROCKS
OR HARD LUMPS CREA TER THEN 6 INCHES IN SIZE AND SHALL CONTAIN AT LEAST 50
PERCENT OF MATERIAL SMALLER THAN 1/4-INCH IN SIZE. MATERIALS CREA TER THAN 4
INCHES IN SIZE SHALL BE PLACED SO T/1A T THEY ARE COMPLETELY SURROUNDED BY
COMPACTED FINES: NO NESTING OF ROCKS SHALL BE PERMITTED. NO MATERIAL OF A
PERISHABLE, SPONGY, OR OTHERWISE OF AN UNSUITABLE NATURE SHALL BE USED IN THE
FILL SOILS.
2. REPRESENTATIVE SAMPLES OR MATERIALS TO BE UTILIZED, AS COMPACTED FILL SHALL BE
ANALYZED IN THE LABORATORY BY THE GEO TECHNICAL ENGINEER TO DETERMINE THEIR
PHYSICAL PROPERTIES. IF ANY MATERIAL OTHER T/1AN THAT PREVIOUSLY TESTED IS
ENCOUNTERED DURING GRADING. THE APPROPRIATE ANALYSIS OF THIS MATERIAL SHALL
BE CONDUCTED BY THE GEOTECHNICAL ENGINEER AS SOON AS POSSIBLE.
PLACING, SPREADING, AND COMPACTING FILL MATERIAL:
1. THE MATERIAL USED IN THE COMPACTING PROCESS SHALL BE EVENLY SPREAD, WATERED,
PROCESSED AND COMPACTED IN T/1/N LIFTS NOT TO EXCEED 6 INCHES IN THICKNESS TO
OBTAIN A UNIFORMLY DENSE LA YER.
2. WHEN THE MOISTURE CONTENT OF THE FILL MATERIAL IS BELOW THAT SPECIFIED BY THE
GEOTECHNICAL ENGINEER, WATER SHALL BE ADDED BY THE CONTRACTOR UNTIL THE
MOISTURE CONTENT IS NEAR OPTIMUM AS SPECIFIED.
3. WHEN THE MOISTURE CONTENT OF THE FILL MATERIAL IS ABOVE THAT SPECIFIED BY THE
GEO TECHNICAL ENGINEER. THE FILL MATERIAL SHALL BE AERATED BY THE CONTRACTOR
BY BLADING, MIXING, OR OTHER SATISFACTORY METHODS UNTIL THE MOISTURE CONTENT IS
NEAR OPTIMUM AS SPECIFIED.
4. AFTER EACH LAYER HAS BEEN PLACED, MIXED, AND SPREAD EVENLY, IT SHALL BE
THOROUGHLY COMPACTED TO 90 PERCENT OF THE MAXIMUM LABORATORY DENSITY IN
COMPLIANCE WITH ASTM D: 1557-70 {FIVE LAYERS). COMPACTION SHALL BE
ACCOMPLISHED BY SHEEPSFOOT ROLLERS, VIBRATORY ROLLERS, MULTIPLE-WHEEL
PNEUMATIC-TIRED ROLLERS, OR OTHER TYPES OF ACCEPTABLE COMPACTING EQUIPMENT.
EQUIPMENT SHALL BE OF SUCH DESIGN THAT IT WILL BE ABLE TO COMPACT THE FILL TO
THE SPECIFIED DENSITY. COMPACTION SHALL BE CONTINUOUS OVER THE ENTIRE AREA AND
THE EQUIPMENT SHALL MAKE SUFFICIENT PASSES TO OBTAIN THE DESIRED DENSITY
UNIFORMLY.
5. A MINIMUM RELATIVE COMPACTION OF 90 PERCENT OUT TO THE FINISHED SLOPE FACE OF
ALL FILL SLOPES WILL BE REQUIRED. COMPACTING OF T/1E SLOPES SHALL BE
ACCOMPLISHED BY BACKROLLING THE SLOPES IN INCREMENTS OF 2 TO 5 FEET IN
ELEVATION GAIN OR BY OVERBUILDING AND CUTTING BACK TO THE COMPACTED INNER
CORE, OR BY AND OTHER PROCEDURE, WHICH PRODUCES THE REQUIRED COMPACTION.
GRADING OBSERVATIONS:
1. THE GEOTECHNICAL ENGINEER SHALL OBSERVE THE PLACEMENT OF FILL DURING THE
GRADING PROCESS AND WILL FILE A WRITTEN REPORT UPON COMPLETION OF GRADING
STA TING HIS OBSERVATIONS AS TO COMPLIANCE WITH THESE SPECIF/CA 770NS.
2. ONE DENSITY TEST SHALL BE REQUIRED FOR EACH 2 VERTICAL FEET OF FILL PLACED, OR
ONE FOR EACH 1,000 CUBIC YARDS OF FILL, WHICHEVER REQUIRES THE CREA TER NUMBER
OF TESTS. .
3. ANY CLEANOUTS AND PROCESSED GROUND TO RECEIVE FILL MUST BE OBSERVED BY THE
GEOTECHNICAL ENGINEER AND/OR ENGINEERING GEOLOGIST PRIOR TO ANY FILL PLACEMENT.
THE CONTRACTOR SHALL N077FY THE GEOTECHNICAL ENGINEER WHEN THESE AREAS ARE
READY FOR OBSERVATION.
PROTECTION OF WORK:
1. DURING THE GRADING PROCESS AND PRIOR TO T/1E COMPLETE CONSTRUCTION OF
PERMANENT DRAINAGE CONTROLS. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR
TO PROVIDE GOOD DRAINAGE AND PREVENT PONDING OF WATER AND DAMAGE TO
ADJOINING PROPER TIES OR TO FINISHED WORK ON THE SI TE.
2. AFTER T/1E GEO TECHNICAL ENGINEER HAS TERM/NA TED HIS OBSERVATIONS OF THE
COMPLETED GRADING. NO FURTHER EXCAVATIONS AND/OR FILLING SHALL BE PERFORMED
WITHOUT THE APPROVAL OF T/1E GEOTECHNICAL ENGINEER, IF IT IS TO BE SUBJECT TO
THE RECOMMENDATIONS OF THIS REPORT.
