Overview of Police Activities During the Month of November
Recommended Action
Receive a presentation from City of Carlsbad Police Department overviewing the police
activities related to traffic and mobility during the month of November.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment. Therefore, it does not require
environmental review.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

Fatal Collision At Cannon Rd @ El Camino
Real
•Nov. 01, 2021 @ 11:18 p.m. Case #21-07329
•At fault driver (deceased) was travelling eastbound on Cannon Rd and ran the red-
light at El Camino Real.
•The driver who was travelling northbound on El Camino Real at Cannon Rd was
proceeding straight with a green-light.
•The collision caused the at fault driver’s vehicle to overturn at least once.
•The at fault driver was not wearing a seatbelt and was partially ejected.
•The at fault driver had a recent history of substance abuse.
•The other driver was evaluated at the scene and was not impaired.

•No witnesses to the collision
•The person struck is believed to be unsheltered and
wheelchair bound

Sheriff’s Department Railway Team
