Subject: Mayoral Appointment of Three Members to the Senior Commission

Recommended Action
Adopt resolutions appointing three members to the Senior Commission.
Executive Summary/Discussion
Commissioner John Rodenhausen was initially appointed to the Senior Commission in March
2018 to fill the unexpired term of Commissioner Diana LaMar. Commissioner Rodenhausen
does not wish to be reappointed, leaving a scheduled vacancy with a term ending in September
2025.
Commissioner Sheri Sachs was initially appointed to the Senior Commission in December 2013
to fill the expired term of Commissioner Peggy Savary. Commissioner Sachs was reappointed in
September 2017, and resigned in August 2021. There is now a scheduled vacancy with a term
ending in September 2025.
Commissioner Karen Wilson was initially appointed to the Senior Commission in September
2019 to fill the expired term of Commissioner David Tweedy. Commissioner Wilson resigned in
August 2021, leaving an unscheduled vacancy with a term ending in September 2023.
The City Clerk’s Office received eight applications from residents wishing to serve on the Senior
Commission. In keeping with City Council Policy No. 88, Mayor Hall has recommended the
following six residents wishing to serve on the Senior Commission to advance in the process
and interview with the full City Council.

Carlsbad Municipal Code Section 2.38.020 states that the Senior Commission shall consist of
five members, advises and makes recommendations to the City Council on the special needs
and concerns of senior citizens, including the creation, operation, maintenance, management
and control of senior citizen programs, activities and facilities.

Members of the Senior Commission are subject to the provisions of the California Political
Reform Act and must file statements of economic interest each year, and complete two hours
of ethics training every two years.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a local appointments list which
contains the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of the members to the Senior Commission, the City Clerk’s Office
will update the commission roster and coordinate the oaths of office and the filing of the
appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation (CEQA)
This action does not require environmental review because it does not constitute a “project”
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

I have been an educator for 35 years teaching a variety of activity and health related subjects. I have
worked with a wide range of students from 10-90 years old.
I have taught senior fitness classes at the community college for the last 15 years. Live and via Zoom

I have always worked with the community. When working with K-12 and College athletes you deal with
not only the student but the parents, the PTA and the Boosters all the time.
Working with seniors in the community involves working the the facilities so the school can offer free
classes through the college. Many components to get this done.

I have lived in Carlsbad since 1987. My children completed their entire education here in Carlsbad and
my husband taught in Carlsbad schools for over 30 years and as a retired Carlsbad teacher continues
to tutor and substitute in the district. My business, CASE, Inc. was in the Village 1999-2016 and I love
this city. As I move into semi-retirement I want to participate and give back to this city.

My BS is in psychology from UC Davis (1983), Masters in Counseling at SDSU (1987)
intern and school psychologist in Carlsbad Unified 1987-1992. PhD in Educational
Psychology from University of Santa Barbara 1999.
Please describe relevant experience
My area of specialty is persons with autism but also other disabilities. I managed a
company for 17 years of 65 employees in 4 different offices across CA, Hawaii and in
Canada.

I've participated in the Juvenile Justice Program (1992-1995), been a Carlsbad Village business member, Member of the Carlsbad
Chamber of Commerce, held positions while my children were in school and high school (donated to the Carlsbad High Water
Polo scoreboard at Monroe Pool) and continue to support in volunteer work with the CA Retired Teacher's Association
Scholarship Foundation. My company supported the Carlsbad Street Faires and vadous foundations from 1999-2016.

My professional background includes many and varied experiences as a teacher, teacher educator, and
university lecturer. Community-related responsibilities are embedded in those positions such as with
school programs for youth, parents, and mentorships as well as in the coordination of university-based
professional development for practicing teachers. Personal family responsibilities have given me
insight into Veteran's Assisted Living Options, Hospice, Social Security, Medicare, MediCal, and a

Carlsbad City Council Members:
I will be away for a holiday retreat in the mountains with my family during the scheduled City
Council Meeting on December 7, 2021 and submit the following statement on my behalf as a
finalist for a position on the Senior Commission.
I am a constituent living independently in the 92010 zip code at the Northeast corner of
District 2 since 2007 and have a vested interest in decisions made that will affect me since I
hope to remain in my home for the remainder of my life.
I represent one of the 20,785 seniors over the age of 65 in the City of Carlsbad (County of San
Diego Live Well, 2016) who may not always be responsive for a variety of reasons but who
need a voice within the Senior Commission as their needs change.
As a former teacher and educator I bring many and varied experiences that include working
with students, parents, teams of teachers, and administrators. As Director of the San Diego
Area Writing Project 50l(c)(3) based at the University of California, San Diego, I was tasked
with providing professional development opportunities for teachers and to building leadership
capacity among practicing teachers.
Prior work and educational experiences have taught me to recognize the value of collective
wisdom, to be a problem-solver, and to appreciate the many challenges in developing and
sustaining a quality community. In that spirit I submit these comments for your consideration.
