Executive Summary/Discussion Commissioner Mona Gocan was initially appointed to the Traffic & Mobility Commission in October 2016 to fill the expired term of Commissioner Mychal Dourson. Commissioner Gocan was reappointed in July 2020. Commissioner Gocan resigned in September 2021, leaving an unscheduled vacancy with a term ending in December 2022. Commissioner Gilbert Alvarado was initially appointed to the Traffic & Mobility Commission in September 2021 to fill the unexpired term of Commissioner Allan Wanamaker. Commissioner Alvarado resigned in October 2021, leaving an unscheduled vacancy with a term ending in December 2022. The City Clerk’s Office received 21 applications from residents wishing to serve on the Traffic & Mobility Commission. In keeping with City Council Policy No. 88, Mayor Hall has recommended the following five residents wishing to serve on the Traffic & Mobility Commission to advance in the process and interview with the full City Council. Typically, only two names per open position are selected as finalists, however, since one of the finalists was also chosen as a finalist for the Senior Commission vacancy, the Mayor has brought forward one additional name. •Cynthia Norall – District 2 •Diane Proulx – District 2 •Dominic Peterson – District 3 •Joe Whitaker – District 1 •Pamela Walls – District 2 Exhibit 3 includes the applications from these residents. Carlsbad Municipal Code Section 2.15.050(2), which covers the general functions, powers, and duties of boards and commissions, states, “Although each member of the City Council elected by a district shall use his or her best efforts to appoint individuals residing in that district to these commissions, members of the City Council may appoint individuals not residing in their Dec. 7, 2021 Item #14 Page 1 of 14 districts in their discretion in order to assure that the most interested and qualified individuals serve on the commissions.” According to City Council Resolution No. 2018-178, nominees to these scheduled vacancies on the Traffic & Mobility Commission shall be appointed by the Mayor with the approval of the City Council. The Traffic & Mobility Commission shall consist of seven members Current members of the Traffic & Mobility Commission are: Member District Bill Fowler 2 Brandon Perez 2 Josh Coelho 2 Peter Penseyres 1 Steve Linke 4 Members of the Traffic & Mobility Commission are subject to the provisions of the California Political Reform Act and must file statements of economic interest each year, and complete two hours of ethics training every two years. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a local appointments list which contains the appointive terms of board and commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of the members to the Traffic & Mobility Commission, the City Clerk’s Office will update the commission roster and coordinate the oaths of office and the filing of the appointees’ statements of economic interest and ethics training certificates. Environmental Evaluation This action does not require environmental review because it does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Public Notification and Outreach This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. I'm licensed as an Educational Psychologist, have worked in school districts, including Carlsbad, as a school psychologist and am also Board Certified as a Behavior Analyst. I've been working in Education since 1987. Currently I am consutling and provide expert testimony both in family court and in educational law. Please describe relevant experience I have lived in Carlsbad since 1984. I had a practice in the Village from 1999-2016 and have been active in many city events, including the Carlsbad Village Association. I would like to be more involved in my city as I'm now semi-retired. My children both graduated from Carlsbad schools (all the way through) and my husband is a retired CUSD teacher (after over 30 years). We both continue to give back to the community in non-profit work. Please describe your current or past community involvement I've worked with the Carlsbad Police Dept. Juvenile Justice program, have volunteered with city events (including the marathon), participated in both police and Carlsbad Village Association meetings and events. Currently I am the board chairperson of the CA Retired Teacher's Association Scholarship Foundation (awarding scholarships to high school graduates to attend public colleges).
