A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE
CITY CLERK TO ADVERTISE FOR BIDS, AND AUTHORIZING ADDITIONAL
APPROPRIATION OF $113,700 FOR THE CARLSBAD BOULEVARD
PEDESTRIAN IMPROVEMENTS PROJECT
Exhibit:..
WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary and
in the public interest to approve the plans and specifications for the Carlsbad Boulevard Pedestrian
Improvements Project, Capital Improvement Program, or CIP, Project No. 6097 (Project); and
WHEREAS, the plans and specifications for the Project have been prepared and are on file at
the City Clerk's office; and
WHEREAS, the Project proposes to enhance pedestrian safety at six existing uncontrolled
crosswalks along Carlsbad Boulevard at Oak Avenue, Sycamore Avenue, Maple Avenue, Cherry Avenue,
Hemlock Avenue and at Army and Navy Academy (between Mountain View Drive and Cypress Avenue);
and
WHEREAS, the proposed improvements include pedestrian-activated in-pavement flashing
lights, curb extensions, high visibility crosswalk markings and green bicycle lane treatments in conflict
areas; and
WHEREAS, Carlsbad Municipal Code Section 3.28.080(E) requires the City Council to approve
plans and specifications for all construction projects that are to be formally bid upon when the value
exceeds the $200,000 limit established by the California Public Contract Code; and
WHEREAS, the Project is estimated to cost $813,644, including construction contingency and
construction management costs, so the Project is subject to the requirement; and
WHEREAS, staff have determined that an additional appropriation of $113,700 from the Gas
Tax Fund is required to complete the Project; and
WHEREAS, the California Department of Transportation, or Caltrans, has awarded the City of
Carlsbad the Local Highway Safety Improvement Project funding of $591,600 to offset the cost of the
construction of the Project; and
