This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Code sections cited are based on the 1994 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

correction list. Submit three sets of plans for commercial/industrial projects (two
sets of plans for residential projects). For expeditious processing, corrected sets
can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009,
(760) 438-1161. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning,
Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Please show on the crossed referenced foundation the soils' report
recommendation for the minimum depth.
3. Please show the size of the pad footings on the plan.

Carlsbad Transportation Improvement Program, 1998-98
The following transportation improvement
projects are included in the city's $42 million
budget for the 1998-99 fiscal year. Project num-
bers correspond to numbers on map:
1 . CAHHON ROAD REACH 1 - LEGO Drive to
Foraday Avenue. The project taken with the
extension of Faraday Avenue through
Veteran's Memorial Park will provide
alternative freeway access into the industrial
area, providing relief for Palomar Airport
Rood (PAR). The interchange of Cannon
Road and Interstate 5 (1-5) is currently under
construction and will be complete in early
1999. The Reach 1 project is out to bid
with construction complete by the end of
1999.
2. CANNON ROAD REACH 2 - Faraday Avenue to
El Camino Real (ECR). This project extends
Cannon Road through the Kelly Ranch. City
is working cooperatively with the developer
to hopefully complete this link by late 1999
or early 2000.
3. FARADAT AVEHUf EXTENSION - This is the
companion project to Reach 1 of Cannon
Road. This project will complete the missing
piece of Faraday through Veteran's
Memorial Park providing a continuous link
from Cannon Road to El Comino Real. The
project is in design and is planned to be
completed with Cannon Road at the end
of 1999.
4. FARADAT AND El CAHINO REAl 1NTEKSKTION
• A project to widen this intersection by the
addition of turn lanes is currently under
development. This project is required to
maintain growth management standards.
Construction should begin in late 1999.
5. FARADAY AVENUE - Orion to El Fuerte.
Design studies will be completed this year.
This link is vital to maintain future capacity
on Palomar Airport Road east of 61 Camino
Real. This project will also facilitate
development of the Carlsbad Oaks North
Industrial park.
6. PA10MAR AIRPORT ROAD - Airport frontage
will be widened to six lanes this year. Project
will be under construction in three to four
months.
7. PALOMAR AIRPORT ROAD - El Camino Real
to Melrose Drive - Widened to six lanes with
Y, 1998
double left turn lanes at 8 Fuerte. Beginning
construction early 1999. This project is
required to maintain growth management
standards.
ft. POMSETTIA1ANE - Avioro Parkway to Black
Rail Road - This project is being developed
in conjunction with the Oceanbluff
residential project. Construction will begin
in the late summer and should be complete
early 1999.
9. POINSETTIA LANE - Black Roil Road to
Ambrosia Lane. This project will be
designed this year with a goal for
completion in late summer 1999. This link
will complete a connection from 1-5 to El
Camino Real via connection with Cassia
Rood on the easterly end.
10. AVIARA PARKWAY COMPLETION - Aviara
Parkway is complete from Palomar Airport
Road to El Comino Real except for a
segment in Zone 20 fronting the Mariano
subdivision. This development is currently
in plan check with the City and could begin
construction this summer. Aviara Parkway
joins Palomar Airport Road opposite
College Boulevard. Completion of the link
will open a linkage from the industrial
corridor to the Poinsettia Lane/1-5
Interchange. This could occur as early as
mid 1999.
11. PA10MAI AIRPORT ROAD AT 1-5 - The
northbound ramp approach will be widened
by the addition of a turn lane to facilitate
turning movements. This is a growth
management compliance project.
12. U COSTA AVENUE -1-5 to El Camino Real -
Widening to four lanes is under
construction. Should be complete within 6
months.
13. RANCHO SANTA FE ROAD - La Costa Avenue
to Melrose Drive Widening to six lanes and
realignment. Currently under design. Phase
construction could fcjegin in late 1999.
Project complete within 3 to 4 years.
14. MEUtOSE DRIVE - Alga Rood to Polomar
Airport Road. Project under construction;
should be open to traffic in next three
months.
15. MELROSE DRIVE • Polo mo r Airport Road to
Vista City Limit - Design studies and traffic
impacts under analysis. Construction is
indeterminate at this time.

Dear Ms. Whitcomb,
Pacific Soils Engineering, Inc. (PSE) has reviewed the foundation plans prepared by
Wimberly, Allison, long and Goo (WATG) dated January, 1991 for the Agua Hediondia
Lagoon Foundation/California Department of Fish and Game Nature Center building
that will be sited on Area F of the Kelley Ranch. It is proposed to move the existing
Aviara Information Center from its current location to Area F. It is also understood that
the building will be moved in three sections onto a new slab and foundation at Area F.
Site grading will be necessary to create the pad area for the nature center. Once the
site grading is complete and the structure has been relocated, it will ultimately serve as
the nature center for the Agua Hediondia Lagoon Foundation.
In preparing this update: 1) PSE has reviewed our preliminary geotechnical report
dated October 17, 1997 (reference); and 2) conducted a site visit. Furthermore, PSE
has reviewed the foundation plans for the information center that were prepared by
Wimberly, Allison, long and Goo for compatability to the new site geotechnical
condition.

Based upon our review, 24 inch deep footings reinforced with two (2) No. 5 rebars, one
on top and one on the bottom, are recommended to mitigate potential expansive soil
condition. Otherwise the proposed site and foundation plans are considered
compatible from a geotechnical viewpoint.

As per the soils report reccomcndations by Pacific Soils Engineering, Inc., footings are to be 24" deep with #5
rebars continuous top and bottom. This recommendation is to adress possible expansive soil at the project
location, The bottom of footing elevation shown on structural drawing S-2.Q, near grid lines J and 9 indicates
that the bottom of footing to be at 97-6", or 2-6" below finished floor. This depth of footing exceeds the
minimum recommended by the soils report. The depth of embedment shown on sheet S-1,0 in the general notes
indicate that the footings extend at least 18" below finish grade. The "depth" recommeded in the soils report
adresses the size of the footing and not the depth of embedment into the ground. Irregardless of the intent, the
depth of embedment indicated on S-2.0 reflects the incresed depth of embedment to be at least 2'-6" below
finished floor. It is acceptable that the depth of embedment shown on S-1.0, be changed to read 24" minimum if
there should be any further concerns about conformance with the soils report, "

SUBJECT: KELLY RANCH VILLAGE "F" INFORMATION CENTER
BUILDING, WATER, SEWER, AND RECYCLED WATER FACILITIES
Dear Pam:
Reference is made to our conversation on December 22,1998, regarding your
request for a letter on water, recycled water, and sewer service for the subject
project. These services will not be available until the improvements for Cannon
Road are constructed and accepted. However, the District has no objections to
relocating a building to the Village "F" site. Occupancy for the building will not be
allowed until the subject facilities become available.
This matter was discussed with Mike Peterson of Building Permits at the City of
Carlsbad on December 23, 1998.

No foundation only permits. This is an administrative headache for staff already overburdened. I
recommend they be issued all of the permit or none of the permit depndingf upon whether they have met
project conditions. Is the road an all weather access road and fire protection on site or not....if not, then
they shouldn't get a building permit. Keep it simple.

Mike, Joe F. is not comfortable making the decision on release of this particular lot due to his concerns
regarding all weather access and available water source. We request that a meeting be set with you or
one of your inspectors, Joe and our inspector, andMr. Richards to make sure you guys are satisfied with
the jobsite conditions. If you are, we will release the lot for building permits. I'm not sure if Pat K. will
issue footing only permits.

Fire has no objection to issuance of a foundation permit for the building at this time, or with the relocation
of the building to the site, so long as a defensible space conforming to the city landscape guidelines is
provided on al! sides of the building for fire protection purposes.
I have spoken to Mr. Richards regarding our concerns and he states that they understand the building
cannot be occupied until all conditions are satisfied.
Mr. Richards also understands that due to the remote location and non-conforming access, the Fire
Department's ability to protect the building is compromised.
