Recommended Action
Receive and file the Boards, Commissions and Committees Local Appointments List for 2022
and adopt resolutions modifying commissioner terms to coincide with the transition plan
established by City Council Resolution No. 2018-178.
Executive Summary/Discussion
The Maddy Act (California Government Code Sections 54970-54974) takes into consideration
that there is a vast and largely untapped reservoir of talent among the citizenry that all too
frequently is unaware of the opportunities for participation on local advisory boards,
committees and commissions. The Maddy Act requires that on or before Dec. 31 of each year,
each legislative body shall prepare a local appointments list that contains the following:
•The appointive terms that will be expiring during the next calendar year
•The name of the incumbent appointee
•The date of appointment and the term expiration date
The Maddy Act only requires that the list be made available to the public by posting a copy on
the city’s website or at local libraries. The City Clerk’s Office will post copies in these locations
as well as at City Hall and will also publish the list twice in the San Diego Union-Tribune
newspaper before the Dec. 31, 2021, deadline.
In addition to receiving and filing the Boards, Commissions and Committees Local
Appointments List for 2022, staff recommend the City Council approve the modification of
three commissioners’ terms to realign and coincide with the transition plan established on
Sept. 25, 2018, by City Council Resolution No. 2018-178.
The following table details the current term end dates that were initially adopted and the
proposed term end dates in accordance with the approved boards and commissions transition
plan.

To ensure the accuracy of the Boards, Commissions and Committees Local Appointments List,
and consistency with City Council Resolution No. 2018-178, staff recommend the City Council
adopt the resolutions to modify the commissioners’ terms to coincide with the transition plan
established by City Council Resolution No. 2018-178.
Fiscal Analysis
The costs associated with publishing the notice in the Union-Tribune were budgeted in the City
Clerks’ Office fiscal year 2021-22 Operating Budget.
Next Steps
The City Clerk’s Office has prepared the annual list, which includes all board, commission and
committee terms scheduled to expire during 2022.
The list will be published twice in the Union-Tribune and posted at City Hall, city libraries, and
on the city’s website before Dec. 31, 2021, in accordance with California Government Code
Section 54973.
The City Clerk’s Office will accept applications for the listed appointments during 2022. These
applications are available on the city’s website and in the City Clerk’s Office. The City Council
will review the applications and make appointments as vacancies occur.
Members of boards, commissions and committees are subject to the provisions of the
California Political Reform Act and must file a statement of economic interests and complete
ethics training, as required by state law (Cal. Gov. Code, §§ 53234-53235.2).
Environmental Evaluation
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

The City of Carlsbad is inviting applications from Carlsbad residents who are interested in serving

RESOLUTION NO. 2018-178
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ESTABLISHING A TRANSITION PLAN FOR THE APPOINTMENT
OF NEW MEMBERS TO THE PLANNING COMMISSION, PARKS AND
RECREATION COMMISSION AND TRAFFIC SAFETY COMMISSION
WHEREAS, on May 23, 2017 the City Council of the City of Carlsbad, California determined that
the Carlsbad Municipal Code requires revisions and amendments and that a comprehensive update to
the Carlsbad Municipal Code is necessary to improve clarity and consistency as well as to reflect current
legal and professional best practices; and
WHEREAS, on May 23, 2017 the City Council of the City of Carlsbad adopted Resolution 2017-
095 authorizing the Carlsbad Municipal Code update; and
WHEREAS, on July 24, 2018 the City Council adopted an ordinance adding Chapter 2.15 to the
Carlsbad Municipal Code which provides a uniform set of rules and procedures that apply to all city
boards and commissions; and
WHEREAS, section 2.15.050 establishes a new procedure for appointing members to the
Planning Commission, Parks and Recreation Commission and Traffic Safety Commission; and
WHEREAS, the City Council needs to establish a system for transitioning to the new
appointment process for members of the Planning Commission, Parks and Recreation Commission and
Traffic Safety Commission; and
WHEREAS, the City Council wishes to establish a transition plan which will allow for continuity,
a smooth transition for new members to commissions and help to retain institutional knowledge on
the commissions; and
WHEREAS, the City Council wishes to have all Planning Commission transition terms begin in
the month February so that new Commission members will be able to attend the League of California
Cities Planning Commissioners Academy shortly after being appointed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. As the terms expire for members of the Planning Commission, Parks and Recreation
Commission and Traffic Safety Commission, the most recently elected district
councilperson or mayor will nominate a new member. The term ofthe newly
nominated member will be set to begin in February and expire at the time the
nominating councilperson's term expires. Each subsequent term for the commission
member will be set to coincide with the nominating councilperson's term.

3. All current Planning Commission members' terms will be shortened by three months so that
the next term begins in the month of February.
4. The terms of two members of the Parks and Recreation Commission will also need to be
lengthened by four months.
