Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 303 (c),
1991 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
A. Please make all corrections on the original tracings and submit two new sets of prints to:
ESGIL CORPORATION.
B. To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
C. The following items have not been resolved from the previous plan reviews. The original

I1. The truss web layout in Section B on Sheet 4 of 9 do not match the truss
calculations and drawings. It looks as if the HVAC unit will not fit into the truss
space between webs. Please correct.

shown, and the method used does not follow UPC, Appendix A or Table 10-2.

3. The total vent areas are undersized as per UPC, Section 504. Please
correct drain, waste, and vent plans.
7. The drain from P & T valve can not run up into the ceiling space. The
drain line must slope down to drain from the P & T valve to discharge point, (do

II. In Section B on sheet 4 of 9 detail 30 x 30 inch access clearance through
the truss webs. UMC, Section 708. Correct the truss web design in section to
match the engineered truss design provided. The required access clearances

• EXITS
10. In areas where the occupant load exceeds 30, two exits are required. See the
retail space. Table 33-A.
11. Exits should have a minimum separation of one-half the maximum overall
diagonal dimension of the building or area served. Section 3303 (c).
12. Exit doors should swing in the direction of egress when serving an occupant load
of 50 or more or when serving any hazardous area. Section 3304 (b). EACH
LEAF AT THE 6' DOOR MUST SWING OUTWARD.
13. Note on the plans: "All exits are to be openable from inside without the use of a
key or special knowledge." In lieu of the above, in a Group B occupancy, you
may note "Provide a sign on or near the exit doors reading THIS DOOR TO
REMAIN UNLOCKED DURING BUSINESS HOURS." This signage is only
allowed at the main exit. Section 3304(c).
14. Exit signs are required whenever two exits are required. Show all required exit

19. Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC
Section 2905. PROVIDE A COMPLETE COPY OF THE SOILS REPORT, NOT
JUST THE EXCERPT ON THE PLANS.
20. Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soil report are properly incorporated

21. The soils engineer recommended that he/she review the foundation excavations.
Note on the foundation plan that "Prior to the contractor requesting a Building

DEPARTMENT OF STATE ARCHITECTURE-NON RESIDENTIAL
TITLE 24 DISABLED ACCESS REQUIREMENTS
SCOPE:
The following disabled access items are taken from the 1991 edition of California
Administrative Code Title 24, applicable as of April 1,1994. Per section 110 B, all publicly
and privately funded public accommodations and commercial facilities shall be accessible
to persons with physical disabilities as follows:
(1) Any building, structure, facility, complex, or improved area, or portions
thereof, which are used by the general public.
(2) Any sanitary facilities which are made available for the public, clients, or
employees in such accommodations or facilities.
(3) Any curb or sidewalk intended for public use that is constructed with private
funds.
(4) All existing accommodations when alterations, structural repairs or additions
are made to such accommodations.
GENERAL: To assure that barrier-free design is incorporated in alt buildings, facilities,
site work and other improvements, these standards apply to all additions, alterations and
structural repairs. These standards incorporate the requirements covered in Title II and III
of the Americans with Disabilities Act of 1990. Items preceded with an asterisk (*) are
examples of changes that have occurred since the previous regulations.
NOTE: All Figures and Tables referenced in this checklist are printed in California
Administrative Code, Title 24.
• SITE ACCESSIBILITY
1. At every primary public entrance and at every major function along or leading to an
accessible route of travel, there shall be a sign displaying the international symbol
of accessibility. Signs shall indicate the direction to accessible building entrances
and facilities.
• DISABLED ACCESS PARKING SPACES
2. *Accessible spaces shall be located as follows, per section 3107A(a)1:
a) On the shortest possible route to an accessible entrance when
serving a particular building.
b) On the shortest route of travel to an accessible entrance of a parking
facility.
c) Dispersed and located closest to accessible entrances where buildings
have multiple accessible entrances with adjacent parking.
3. Parking spaces shall be identified by a reflectorized sign permanently posted
immediately adjacent to and visible from each space, consisting of a profile view of

a wheelchair with occupant in white on dark blue background. The sign shall not
be smaller than 70 square inches in area and, when in a path of travel, shall be
posted at a minimum height of 80" from the bottom of the sign to parking space
finished grade. Signs may also be centered on the wall of the interior end of the
parking space at a minimum height of 36" from the parking space finished grade,
ground or sidewalk. Spaces complying with section 3107A(b)2 shall have an
additional sign 'Van-Accessible" mounted below the symbol of accessibility per
section 3107A(c). In addition, each accessible space is required to be marked with
the international symbol of accessibility.
4. An additional sign shall also be posted in a conspicuous place at each entrance to
off street parking facilities, or immediately adjacent to and visible from each stall or
space. The sign shall be not less than 17" by 22" with lettering not less than 1" in
height. Per section 3107A(c) required wording is as follows:
"Unauthorized vehicles parked in designated accessible spaces not
displaying distinguishing placards or license plates issued for
persons with disabilities may be towed away at owner's expense.
Towed vehicles may be reclaimed at or by
telephoning "
5. Space(s) shall be located so that disabled persons are not compelled to wheel or
walk behind parked cars other than their own per section 3107A(b)3.
6. *A minimum of one in every 8 accessible spaces shall be served by an access
aisle 96" minimum width and shall be designated van accessible per section
3107A(b)2. All such spaces may be grouped on one level of a parking structure.

4. Per section 3307(e.1), handrails shall meet the following requirements:
a) Be continuous.
b) *Located 34" to 38" in height above the ramp surface.
c) Have 12" extensions beyond the top and bottom.
d) Ends shall be returned.
5. If ramp exceeds 10'0" in length (and ramp is not bounded by walls, curbs or wheel
guides shall be provided, per section 3307(h.1).
6. *Wall surfaces, adjacent to handrails, shall be free of sharp or abrasive elements,
(i.e., no stucco), per section 3307(e.1).
• DOORS
7. Door hardware shall be of the lever or push type and mounted 30" to 44" above
the floor, per section 3304(c.1).
• SANITARY FACILITIES
8. Doorways leading to men's sanitary facilities shall be identified by an equilateral
triangle 1/4" thick with edges 12" long and a vortex pointing upward. Women's
facilities shall be identified by a circle, 1/4" thick, 12" in diameter. Unisex facilities
shall be identified by a circle with a triangle superimposed on the circle and
within the 12" diameter. The required symbols shall be centered on the door at a
height of 60". *See section 3105A(b)1.D. See 3105A(e)10 for additional signage.
9. *As per section 3105A(b)3.B., there shall be a sufficient space in the toilet room for
a wheelchair measuring 30" x 48" to enter the room and permit the door to close.
No door shall be permitted to encroach into this space. There shall be a clear floor
space at least 60" in diameter, or a T-shaped space as shown in Figure 31-12 (a)
and (b). Doors are not permitted to encroach into this space.
• RESTROOM FIXTURES AND ACCESSORIES
10. In new construction, water closets in accessible restrooms shall meet the following
requirements per section 5-1502:
a) The height of the water closet seat shall be between 17" and 19".
b) The controls shall be operable with one hand and shall not require tight
grasping, pinching or twisting of the wrist.
c) The controls for flush valves shall be mounted on the side of the toilet area
and be no more than 44" above the floor.
d) The force required to activate the controls shall be no greater than 5
pounds of force.
e) In alterations where the existing fixture is less than 15" high, a 3" seat shall
be permitted.

11. Lavatories shall comply with the following requirements per section 3105A(b)4A,
3105A(h)4.and5-1504:
a) A minimum of 30" x 48" clear space shall be provided in front of the lavatory
for forward approach. The clear space may include knee and toe space
beneath the fixture.
b) The clear space beneath lavatories shall be a minimum of 29" high x 30"
wide x 8" deep at the top and 9" high x 30" wide and 17" deep at the bottom
from the front of the fixture. The maximum height of the counter top shall be
34"
c) All hot water and drain pipes under the lavatory shall be insulated.
d) The faucet controls and operating mechanism shall be of the type not
requiring tight grasping, pinching or twisting of the wrist and have an
operating force of not greater than 5 pounds.
e) If self-closing valves are used, they shall remain open for at least 10
seconds.
12. Grab bars shall comply with the following per section 3105A(b)3.C.:
a) Grab bars shall be located on each side or one side and the back of the
physically disabled accessible toilet stall or compartment. They shall be
securely attached 33" above the floor and parallel except where a tank-type
toilet is used which obstructs placement at 33", the grab bar may be
installed as high as 36".
b) Grab bars at the side shall be located 15" to 161/2" (+/.1n) from the center
line of the water closet stool and be at least 42" long with the front end
positioned 24" in front of the stool. Total length of bars at the back shall not
be less than 36".
c) The diameter or width of the grab bar gripping surface shall be 11/4" to 11/2"
or the shape shall provide an equivalent gripping surface. If mounted
adjacent to a wall, the space between the wall and the grab bar shall be
11/2".
d) See section 3105A(b)3.C.(iii) for structural strength requirements.
NOTE: See Figures 31-1A, 311B, 31-1C, 31-2A, 31-9A and 31-9B.
13. Where towel, sanitary napkins, waste disposal and other similar dispensing and
disposal fixtures are provided, at least one of each type shall be located with all
operable parts within 40" of the floor. Mirrors shall be mounted with the bottom
edge no higher than 40" above the floor.
14. Toilet tissue dispensers shall be located on the wall within 12" of the front edge of
the toilet seat per section 3105A(b)4.C.

In accordance with your request, this report has been prepared to summarize the results of field
observations and tests for relative compaction performed at the subject site by Southern California
Soil and Testing, Inc. These services were performed between September 29 and November 22,
1994.
SITE DESCRIPTION
The project site is an irregular shaped parcel of land located near the cul-de-sac terminus of
Haymar Drive in Carlsbad, California. The eastern property line is located approximately 200 feet
west of the center of the cul-de-sac. Haymar Drive borders along the north property line.
Undeveloped property exists to the west and east of the subject site. Residential property exists
to the distant south of the subject property. Topographically, most of the property is relatively
level. Moderately steep to steep hillslope terrain comprise the western and southern portion of the
property. The majority of the property is flat-lying terrain located within a 100-year flood plain.
PROPOSED CONSTRUCTION
It is our understanding that the proposed improvements will consist of a golf shop/snack bar
structure, a maintenance shed and associated paved parking. The structures will be of wood-frame
construction. Shallow foundations and conventional slab-on-grade floor systems are anticipated.

AVAILABLE PLANS
To assist in determining the locations and elevations of our field density tests and to define the
general extent of the site grading for this phase of work, we were provided with an undated
grading plan prepared by Alba Engineering.
SITE PREPARATION
Site preparation began with the removal of existing alluvial deposits underlying the proposed pro
shop and storage shed structures to a depth of nine feet and seven feet below finish pad grade,
respectively. The bottom of the excavation was overlain by stabilizing fabric (Amoco 2002). A
1.5 foot thick blanket of crushed rock was placed over the stabilizing fabric. The rock was
wrapped on the sides and top with filter fabric (Supac 6NP). Fill derived from on-site stockpiles
were placed over the filter fabric in thin compacted layers until finish pad grades were achieved.
In proposed parking areas removal depth extended to a depth ranging from one foot to 1.5 feet
from original grades. The bottom of the excavation was scarified to a depth of about 12 inches,
moisture conditioned and compacted. The excavation was then covered with stabilizing fabric.
Fill was then placed in thin layers until finish grade elevations was achieved. The fill was derived
from the material previously excavated as well as cut from the hillside area west of the driving
range. The 1.5:1 (horizontal to vertical) fill slope along the eastern portion of the proposed
parking lot was overfilled and cut back to finish contours.
Site preparation for the proposed tee area consisted of the scarification, moisture conditioning and
compaction of the upper 12 inches of the existing surficial soils. Fill was then placed in thin layers
until finish grade elevations was achieved.
During grading operations a storm drain was placed north of the proposed pro shop. Site
preparation for the storm drain consisted of undercutting the existing alluvium to a depth of about
two feet below the bottom of the storm drain. The bottom of the undercut was covered with filter
fabric, one foot of crushed rock wrapped in filter fabric and one foot of compacted fill.
Construction of the proposed drainage channel surrounding the driving range entailed the removal
of saturated alluvial deposits to a depth of three feet below the proposed channel bottom. A one-
foot thick layer of two-foot-minus rock enveloped with stabilizing fabric was placed at the bottom

of the excavation. Fill consisting of a blend of the excavated clayey alluvium and sandy soils
obtained from the hillside cut area, was placed over the rock. The thickness of the initial lift
ranged from one foot to 1.5 feet. The excavation was entirely filled with compacted fill and the
channel was then cut to its final configuration. The width of the channel excavation extended to
approximately five feet horizontally beyond the top of the channel slopes.
The limits of removal operations and stabilizing fabric placement for the proposed building pads
and parking areas are shown on Plate Number 1 of this report.
FIELD OBSERVATION AND TESTING
Field observation and density tests were performed by a representative of Southern California Soil
and Testing, Inc. during the mass grading operations. The density tests were taken according to
ASTM D1556-82 (sand cone) and D2922-81 (nuclear gauge). The results of those tests are shown
on the attached plates. The accuracy of the in-situ density test locations and elevations is a function
of the accuracy of the survey control provided by other than Southern California Soil and Testing,
Inc. representatives. Unless otherwise noted, their locations and elevations were determined by
pacing and hand level methods and should be considered accurate only to the degree implied by
the method used.
As used herein, the term "observation" implies only that we observed the progress of work we
agreed to be involved with, and performed tests, on which, together, we based our opinion as to
whether the work essentially complies with the job requirements, local grading ordinances and the
Uniform Building Code.
LABORATORY TESTS
Maximum dry density determinations were performed on representative samples of the soils used
in the compacted fills according to ASTM D1557-78, Method A. This method specifies that a four
(4) inch diameter cylindrical mold of 1/30 cubic foot volume be used and that the soil tested be
placed in five (5) equal layers with each layer compacted by twenty-five (25) blows of a 10-pound
hammer with an 18-inch drop. The results of these tests, as presented on Plate Number 3, were
used in conjunction with the field density tests to determine the degree of relative compaction of
the compacted fill.

AS-BUILT GEOLOGY
Based on the results of on-site observations by representatives of Southern California Soil and
Testing, Inc., the following conclusions are presented,
1) The geologic conditions exposed at the site are similar to those described in the
referenced geotechnical report. These conditions consisted of loose to medium dense,
wet to saturated alluvium and colluvium. In addition, soils were removed from the
hillside portion of the site and placed as compacted fill on the lower portion of the
subject site. The soils observed in the cut slope consisted of dense and hard,
interbedded, fine to coarse sand and expansive, plastic silty clay and clayey silt. The
contacts between the sands and clays were noted to dip a few degrees in both a westerly
and easterly direction.
2) The grading operations presented in the referenced reports and those recommended
during grading appear to have been followed. In addition, due to borrowing soils from
the western hillside the resulting slope was flattened to an inclination of approximately
4 to 1, horizontal to vertical, from the original inclination.
3) The grading performed at the site to date has been detailed in the grading and
compaction section of this report and appears to have been done in conformance with
the referenced report.
4) AH cut slopes and areas which were filled were observed and all adverse geologic
conditions were mitigated to that extent defined in the referenced geotechnical report.
The possible adverse geologic conditions consisted of potential liquefaction, flooding and
slope instability. Both liquefaction and flooding were addressed in the referenced
geotechnical report. Although the hillside west of the alluvial valley was not originally
anticipated to be involved in the mass grading, the hillside was utilized as a borrow area
so as to generate fill soils for the lower portion of the site. The resulting hillside
inclination was flattened to 4 to 1, horizontal to vertical, while borrowing soils.
Although the hillside is underlain by interbedded sand and clay, it is our opinion that
the hillside stability has been increased over that of the natural slope by reducing the
slope inclination to 4 to 1, horizontal to vertical.

5) In our professional opinion and to the best of our knowledge, the site appears to be
geologically suitable and safe for construction of the proposed improvements.
REMAINING WORK
Additional grading and backfill operations will be required for the backfilling of utility trenches
and the preparation of the subgrade and base material placement in the parking areas. It is
recommended that field observations and relative compaction tests be performed during these
operations to verify that these operations are performed in accordance with job requirements and
local grading ordinances.
CONCLUSIONS
GENERAL: Based on our field observations and the in-place density test results, it is the opinion
of Southern California Soil and Testing, Inc. that the grading work was performed substantially
in accordance with the recommendations contained in the referenced geotechnical report, the City
of Carlsbad grading ordinance, and the Uniform Building Code. Recommendations for the
minimum design of foundations, as presented in the referenced report, remain applicable.
EXPANSIVE CHARACTERISTICS: The prevailing foundation soils were found to be
nondetrimentally expansive. Therefore, the foundation recommendations provided in the
referenced report remain applicable and should be implemented.
SETTLEMENT MONUMENTS: Settlement monuments recommended in the referenced report
were not installed. However, it is our opinion that since the proposed building pad areas were
essentially brought to grade by October 10, 1994, any detrimental settlements anticipated due to
the fill placement are likely to have already occurred. Therefore, construction of the proposed
improvements may be placed as recommended in the referenced report.
LIMITATIONS
This report covers only the services performed between October 3 and November 22, 1994. As
limited by the scope of the services which we agreed to perform, our opinion presented herein is
based on our observations and the relative compaction test results. Our service was performed in
accordance with the currently accepted standard of practice and in such a manner as to provide a

reasonable measure of the compliance of the grading operations with the job requirements. No
warranty, express or implied, is given or intended with respect to the services which we have
performed, and neither the performance of those services nor the submittal of this report should
be construed as relieving the contractor of his responsibility to conform with the job requirements.
