Executive Summary/Discussion Carlsbad Tourism Business Improvement District Advisory Board Member Bill Canepa’s position expired in November 2021, leaving a scheduled vacancy with a term ending in November 2025. The City Clerk’s office has received an application from the following hotel manager wishing to be reappointed to serve on the Advisory Board: •Bill Canepa, Hilton Garden Inn & Cape Rey Hilton Exhibit 2 includes the application from the hotel manager. Resolution No. 2005-332 states that membership of the district’s Advisory Board shall contain members representing the largest hotel businesses within the City on a permanent basis and to have other members representing other beneficiaries within the district on a rotating basis. Next Steps Following the appointment of the members to the Carlsbad Tourism Business Improvement District Advisory Board, the City Clerk’s Office will update the commission roster and coordinate the oaths of office and the filing of the appointees’ statements of economic interest and ethics training certificates. Environmental Evaluation This action does not require environmental review because it does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Public Notification and Outreach This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date.
