HomeMy WebLinkAbout2021-12-14; City Council; ; Appoint Four Members to the Community Development Block Grant Citizen Advisory CommitteeMeeting Date: Dec. 14, 2021 To: Mayor and City Council From: Scott Chadwick, City Manager Staff Contact: Tammy McMinn, Senior Deputy City Clerk tammy.mcminn@carlsbadca.gov, 760-434-2953 Subject: Appoint Four Members to the Community Development Block Grant Citizen Advisory Committee District: All Recommended Action Adopt resolutions appointing four members to the Community Development Block Grant Citizen Advisory Committee representing districts 1, 2, 3 and 4. Executive Summary/Discussion Committee Member John Davis was initially appointed to the Community Development Block Grant Citizen Advisory Committee in January 2020 to fill the expired term of Committee Member Sobieraj with a term ending May 2021. Committee Member Davis does not wish to be reappointed leaving a scheduled District 2 vacancy for a two-year term ending in May 2023. Committee Member Rebecca Tam was initially appointed to the Citizen Advisory Committee in March 2019 to fill a new position with a term ending in May 2021. Committee Member Tam does not wish to be reappointed leaving a scheduled District 3 vacancy for a two-year term ending in May 2023. Two additional positions representing District 1 and District 4 have been vacant since May 2019 as no applications were received after advertising the positions several times, including April, May and August of 2021. If filled, these positions will be for a two-year term ending in May 2023. The CDBG Citizen Advisory Committee is also comprised of a representative from the Housing Commission, Planning Commission and Senior Commission. These commissions have nominated the following commissioners to serve two year terms on the Citizen Advisory Committee: •Housing Commission – Allen Manzano •Planning Commission – William Kamenjarin •Senior Commission – will be named once the commission has a quorum Six applications were received by the City Clerk’s Office. Since only six applications were received, in accordance with City Council Policy No. 88, the council members representing districts 1, 2, 3 and 4 have recommended that all six residents wishing to serve on the Citizen Advisory Committee advance in the process and interview with the full City Council. The Maddy Act (California Government Code sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a local appointments list that contains the appointive terms of board and commission members which will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Other members of the Community Development Block Grant Citizen Advisory Committee are: Commission member District Patricia Mehan – Senior Commissioner 2 Peter Merz – Planning Commissioner 4 Shirley Cole – Housing Commissioner 1 In accordance with the Citizens Participation Plan, which was amended by the City Council on Feb. 19, 2019, the CDBG Citizen Advisory Committee shall consist of seven members representing the Housing, Planning and Senior Commissions and resident representatives from each of the four City Council Districts. Members of the Citizen Advisory Committee are each appointed for two years of service, are subject to the provisions of the California Political Reform Act and must file statements of economic interest each year and complete two hours of ethics training every two years. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of four members to the Community Development Block Grant Citizen Advisory Committee, the City Clerk’s Office will update the commission roster, coordinate the oaths of office and filing of the appointees’ statements of economic interest and ethics training certificates. Environmental Evaluation This action does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
