CALL TO ORDER: 4:00 p.m.

PUBLIC COMMENTS: None.
DEPARTMENTAL REPORTS:
1. MONTHLY LIBRARY REPORTS: The board received the monthly library report for August
2021 and September 2021.
2. NOMINATE A PRIMARY AND ALTERNATE MEMBER TO THE GROWTH MANAGEMENT
COMMITTEE: The board received a presentation from Principal Planner Eric Lardy on
the Growth Management Update Advisory Committee. Trustee William Sheffler was
elected primary member and Trustee Art Larson was elected alternate member
unanimously, 5/0/0/0

3. LIBRARY SERVICES DURING COVID-19: The board received an update and presentation
from Deputy Library Directors Sheila Crosby and Katie Nye on library services during
COVID-19. This included mask guidelines for staff and the public; continuation of
curbside services and virtual programs; community rentals now allowed; limited in-
person programming; re-opening of the Carlsbad Friends of the Library book store at the
Carlsbad City Library and the future re-opening of the Friends' book store at the
Georgina Cole Library; inviting more volunteers back to the library; and some study
rooms to re-open.
4. SUMMER READING ADVENTURE FINAL REPORT: The board received an update and
presentation from Interim Senior Librarians for Children's Services Allyson Goodwin and
Andrea Hilliard.
5. FY 2020 -21 CALIFORNIA PUBLIC LIBRARY SURVEY: Associate Analyst Debbie Jo McCool
presented to the board the FY 2020-21 California Public Library Survey data and
responded to questions. The board voted to approve the survey for submittal to the
California State Library. Approved, 5/0/0/0
6. DISCUSS FY 2021-22 WORK PLAN: The board discussed and voted on the FY 2021-22
Work Plan. Motion by Trustee Sheffler, seconded by Trustee Larson to approve the
Library Board of Trustees 2021-22 Workplan as presented. Approved, 5/0/0/0
DIRECTOR'S REPORT: Director Smithson updated the board on a variety of topics: results of the
library as a mail ballot drop off location; patron suspensions involving inability to follow rules of
conduct; in person events including live concerts and International Film Friday; library staff
visiting the Carlsbad farmers market; graduation event for the career on line high school
program and a total of 9 graduates with 5 in attendance; update on hiring and recruitment;
fiber network upgrade is complete; integrated library system {ILS) upgrade is complete;
Exploration HUB technology challenges; upcoming staff development week; and the Carlsbad
Friends of the Library book store will re-open at the Georgina Cole Library on Dec. 1.
FOUNDATION REPORT: Representative Schatt reported the Carlsbad Library & Arts Foundation
have two concert events planned_ for Nov. 6 and Dec. 11.
FRIENDS OF THE LIBRARY REPORT: Library & Cultural Arts Director Suzanne Smithson reported that
the Friend's bookstore will re-open at the Georgina Cole Library on Dec. 1, from Tuesday to Friday.
Online sales are currently suspended.
NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT: Board Liaison Mary Millet
reported on a successful Fall Seminar; officer elections and committee leadership is underway

and leadership will be in installed at their December 7 annual meeting; the society will vote in
November to continue Spring programs virtually, in person, or a hybrid; the April seminar will
be held virtually with members of the society presenting; a scholarship from the Shirley Borden
Estate was presented to a North San Diego Genealogical Society member to attend the Salt
Lake Institute of Genealogy and be a future presenter to the society; and membership is
currently at 340 members.
LIBRARY BOARD COMMENTS/ANNOUNCEMENTS: No comments/announcements.
ADJOURNMENT: Chair McBride adjourned the meeting at 5:44 p.m.
