Discussion In recent years, the City Council has changed its approach to goal setting in four main ways: 1. Focus on longer-term strategic priorities more than projects and initiatives 2. Increase opportunities for community input 3. Set goals every other year to allow more time for implementation 4. Identify goals in the fall to more closely align with the city’s annual budget process In 2021, the City Council is making one additional change: Goals will be developed in the context of a strategic plan. Developing a strategic plan will provide several immediate benefits: • Establish a common vision that will help align policies, day-to-day operations and resources with the community’s most important values, needs and aspirations. • Build momentum for major goals by maintaining a focused effort over multiple years. • Identify clear priorities, timelines and performance measures. Consultant selection City staff issued a request for proposals to firms with expertise in developing strategic plans and selected The Centre for Organization Effectiveness.
