In the first half of a two-year legislative session, appropriations committees can designate "two-year bills." These proposals as well as ones that did not advance out of the second house will have until Jan. 31, 2022 to fully advance to the Governor's desk. In Sacramento, lawmakers and their staff have been moving out of their existing offices located in the State Capitol Annex to the temporary swing space which will be home to legislative offices and committee hearings for the next five years. The Annex will undergo a significant renovation that will exceed over $1 billion dollars to address deficiencies outlined in 2008 when Arnold Schwarzenegger was Governor. UPCOMING LEGISLATIVE DEADLINES •Jan. 1: All laws passed in 2021 by majority vote take effect •Jan. 3: Legislature reconvenes for 2022 Session •Jan. 10: Governor must introduce budget by this date •Feb. 18: Last day for bills to be introduced for 2022 Session ASSEMBLY COMMITTEE CHANGES On Dec. 7, Speaker Rendon officially announced several changes to policy committee leaderships. Oakland Assemblywoman Buffy Wicks was officially announced as the new chair to Assembly Housing Committee, a position that had been held by San Francisco Democrat David Chiu for the past five years. Chiu resigned his seat in the Assembly when he was appointed as the San Francisco City Attorney. Dec. 14, 2021 Item #4 Page 2 of 3 RPPG Renne Public Poiicy Group A The committee has ascended to political importance in recent years as the state's housing crisis continues and homelessness numbers increase. During the 2021 legislative session, its eight members weighed in on significant bills related to zoning, construction costs, development incentives, the environmental review process and homeless services. Also announced was the appointment of Assemblymember Chris Ward who will now serve as Assistant Majority leader, replacing Assemblymember Ed Chau. The assistant majority leader works with the majority leader to develop and implement an agenda for the majority party. On November 30, Governor Newsom took the rare step of appointing Assemblymember Ed Chau, a sitting Assemblymember to fill the vacancy created by the retirement of Los Angeles County Superior Court Judge Robert J. Perry. Chau has represented the San Gabriel Valley's 49th Assembly District since his election in 2012. REDISTRICTING and ELECTION YEAR The 2022 legislative session will likely resemble a revolving door. Change is coming to the Legislature, with a combination of term limits and redistricting set to reshape the body's makeup. As the results of redistricting come to light, election season is in full swing with announcements, resignations, and endorsements. As expected, Assemblymember Kevin Mullin from San Mateo County announced he is running for the CA-14 district seat, which is being vacated by his former boss, Representative Jackie Speier. Assemblymember Rudy Sa las of Bakersfield announced his intention to run for the highly competitive CA-21 district currently held by Representative David Valadao. State Senator Sydney Kamlager of Los Angeles is also eyeing a U.S. House seat after winning her current seat in a special election in March of 2021. California Republicans will have another seat to defend in 2022 after Representative Devin Nunes, announced he was stepping down on Dec. 6 to join the Trump Media Group. Depending on how redistricting maps are finalized, Democrats could have a serious chance at winning the seat. Nunes has represented the San Joaquin Valley, which includes Tulare and Fresno Counties, in Congress for the past 18 years. Several members of the legislature, both Republican and Democrat are waiting for maps to be adopted but are expected to run for this seat. Assemblymember Marc Levine of Mann County is running for insurance commissioner and fellow Democratic Assemblymember Richard Bloom of Santa Monica is running for Los Angeles County supervisor. On Dec. 7, 2021 Assemblymember Jim Frazier, a Fairfield Democrat, announced that he is stepping down on Dec. 31, 2021 to seek a transportation job in the private sector which will likely result in a special election. As redistricting maps are finalized more announcements that will further restructure the makeup of the legislature are expected. ### Dec. 14, 2021 Item #4 Page 3 of 3
