CALL TO ORDER: 6:30 p.m.
ROLL CALL: Fabian°, Stanley, Ashton, Harris, Sardina, Cadwallader.
Absent: Arndt.
PLEDGE OF ALLEGIANCE: City Clerk Services Manager Medina led the Pledge of Allegiance.
APPROVAL OF MINUTES: None.
PUBLIC COMMENT ON AGENDA ITEMS: (taken during the items)
NEW BUSINESS:
1.CHAIR AND VICE CHAIR SELECTION —Accept nominations from the floor and adopt resolutions
selecting the Chair and Vice Chair of the Independent Redistricting Commission. (Staff
Contact: Faviola Medina, City Clerk's Department)
City Clerk Services Manager Faviola Medina and Assistant City Attorney Cindie McMahon
introduced the item.
Motion by Commissioner Fabian() to nominate himself for Chair of the Independent
Redistricting Commission adopting Resolution No. 2021-001. Motion carried, 6/0/1 (Arndt —
Absent).
Motion by Commissioner Stanley to nominate herself for Vice Chair of the Independent
Redistricting Commission adopting Resolution No. 2021-002. Motion carried, 6/0/1 (Arndt —
Absent).
2.RALPH M. BROWN ACT AND CALIFORNIA PUBLIC RECORDS ACT PRESENTATION — Receive a
presentation and training from the City Attorney's Office regarding the Ralph M. Brown Act
and the California Public Records Act. (Staff Contact: Cindie McMahon, City Attorney's Office
and Faviola Medina, City Clerk's Office)
Assistant City Attorney Cindie McMahon presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
Commissioner Fabian() declared .a recess at 6:40 p.m. and reconvened the meeting at 6:52
p.m.

Commission discussion and questions ensued regarding the Ralph M. Brown Act and Public
Records Act.
3.MEETING PROCEDURES — Review and discuss the pertinent meeting procedures in Carlsbad
Municipal Code Chapters 110— Meetings and 2.15 — Boards and Commissions. (Staff Contact:
Faviola Medina, City Clerk's Office and Cindie McMahon, City Attorney's Office)

introduced the item.
Commission discussion and questions ensued regarding commission meeting procedures.
4.OVERVIEW OF THE INDEPENDENT REDISTRICTING COMMISSION — Receive a presentation
from National Demographics Corporation Senior Consultant Shalice Tilton regarding an
overview of the Independent Redistricting Commission including the role of the
commissioners, the timeline and outreach plan. (Staff Contact: Faviola Medina, City Clerk's
Department)
National Demographics Corporation Senior Consultant Shalice Tilton presented the report
and reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
Arnie Cohen provided a brief history on the previous redistricting process and explained why
the map was designed the way it was.
Commission discussion and questions ensued regarding the commission overview.
The Commission requested information about the cost of the redistricting process, the
contract with National Demographics Corporation and the city resolutions forming the
commission and outreach program.
5.DISCUSSION OF INDEPENDENT REDISTRICTING COMMISSION MEETING SCHEDULE - Review
and adopt Resolution No. 2021-003 approving the meeting schedule as proposed by National
Demographics Corporation Senior Consultant Shalice Tilton. (Staff Contact: Faviola Medina,
City Clerk's Department)
City Clerk Services Faviola Medina and City Attorney Cindie McMahon introduced the item.
Commission discussion and questions ensued regarding the commission meeting schedule.
Motion by Commissioner Cadwallader, second by Commissioner Sardina to adopt Resolution
No. 2021-003 approving a regular meeting schedule_ Motion carried, 6/0/1 (Arndt — Absent).

6. NEXT STEPS
City Clerk Services Manager Faviola Medina provided a brief summary of items outstanding
for the commission.
STAFF AND COMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS:
Assistant City Attorney Cindie McMahon provided a summary of items that will be presented as
future agenda items which include the results of the four workshops and an item on the public
engagement process.
ANNOUNCEMENTS:
Commissioners made announcements to advise the community regarding events and
information that relate to the Independent Redistricting Commission.
CITY ATTORNEY COMMENTS: None.
ADJOURNMENT: Chair Fabian() adjourned the duly noticed meeting at 9:344am.
