Subject: Adoption of Ordinance No. CS-412 – Restrict Overnight Parking on
Armada Drive
Districts: All
Recommended Action
Adopt Ordinance No. CS-412 adding Section 10.40.301 of the Carlsbad Municipal Code to
establish no parking zones along both sides of Armada Drive between Palomar Airport Road
and Legoland Drive between the hours of 11 p.m. and 5 a.m.
Executive Summary/Discussion
Ordinance No. CS-412 was introduced and first read at the City Council meeting held on
Dec. 14, 2021. On a motion by Mayor Pro Tem Blackburn, seconded by Council Member Bhat-
Patel, the City Council voted 5-0 to introduce Ordinance No. CS-412. The second reading allows
the City Council to adopt the ordinance, which will become effective 30 days after its adoption.
Fiscal Analysis
The preliminary cost estimate accounts for producing and installing signs with the new
restrictions along the west curb line of Armada Drive between Palomar Airport Road and
Legoland Drive. Traffic engineering staff determined 19 signs will be needed for the project.
Each sign costs $300, which makes for a total of $5,700.
There are sufficient funds in the Police Department’s Fiscal Year 2021-22 operating budget to
cover the cost of this signs.
Next Steps
The City Clerk will have the ordinance, or a summary of the ordinance, published in a
newspaper of general circulation within 15 days following adoption of the ordinance.
Environmental Evaluation
The project is exempt from the California Environmental Quality Act under CEQA Guidelines
Section 15301(c), which covers the minor alteration of existing facilities, including streets,
involving negligible or no expansion of use.
