Block Grant Citizen Advisory Committee

Recommended Action
Adopt a resolution appointing one member to the Community Development Block Grant Citizen
Advisory Committee representing District 1.
Executive Summary/Discussion
One position representing District 1 has been vacant since May 2019 as no applications were
received after advertising the position several times, including in April, May and August of 2021.
If filled, this position will be for a two-year term ending in May 2023.
The CDBG Citizen Advisory Committee is also comprised of a representative from the Housing
Commission, Planning Commission and Senior Commission. These commissions have
nominated the following commissioners to serve two-year terms on the committee:
•Housing Commission – Allen Manzano
•Planning Commission – William Kamenjarin
•Senior Commission – will be named once the commission has a quorum
At the Dec. 14, 2021 City Council Meeting, three members were appointed representing
Districts 2, 3 and 4. The remaining three applicants were evaluated by the District 1
representative and have again advanced in the process to interview with the full City Council.
Those residents are:
•David Barnett - District 1
•John Allen May – District 1
•Terence Green – District 2
Exhibit 2 includes applications submitted from residents wishing to serve on the CDBG Citizen
Advisory Committee.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a local appointments list
containing the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office

accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

In accordance with the Citizens Participation Plan, which was amended by the City Council on
Feb. 19, 2019, the CDBG Citizen Advisory Committee shall consist of seven members
representing the Housing, Planning and Senior Commissions and resident representatives from
each of the four City Council Districts.
Members of the CDBG Citizen Advisory Committee are each appointed for two years of service,
are subject to the provisions of the California Political Reform Act and must file statements of
economic interest each year and complete two hours of ethics training every two years.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of the District 1 member to the CDGB Citizen Advisory Committee,
the City Clerk’s Office will update the committee roster and coordinate the oaths of office and
filing of the appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

I earned my Master's in Public Policy and Administration from Northwestern University. I received my
Bachelor's in Political Science from California State University San Marcos where I served as Vice

I am currently Director of Research at JU. a commercial real estate services firm. I advise companies and local governments in
portfolio planning and workplace strategy. and help them understand economic and policy environments. Prior to JLL, I seived as
a Research Assistant at the Illinois Consortium on Drug Policy, Roosevelt University, where I conducted research on substance
use treatment and public health policies to mitigate substance abuse. I also worked as a Policy Intern at the National University
System Institute for Policy Research where I assisted research examining economic impacts of niche industries in San Diego.

I most recently served as a representative on the Housing Element Advisory Committee for the City of

The COVID pandemic has changed the work environment of many hospital employees, including
myself. I am working full-time from my Carlsbad office, encouraing philanthropy from h spital friends
and donors in the San Diego, Orange County and Coachella Valley areas. I am lookint to become
more involved in issues related to the quality of life in the greater Carlsbad area.
