HomeMy WebLinkAbout2022-01-11; City Council; ; Reorganization of the City Council, Election of Mayor Pro Tempore, Regional Committee Assignments and Subcommittee Assignments Meeting Date: Jan. 11, 2022 To: Mayor and City Council From: Scott Chadwick, City Manager Staff Contact: Faviola Medina, City Clerk Services Manager faviola.medina@carlsbadca.gov, 760-434-5989 Subject: Reorganization of the City Council, Election of Mayor Pro Tempore, Regional Committee Assignments and Subcommittee Assignments Districts: All Recommended Actions The following actions are recommended: • Adopt a resolution appointing one member of the City Council to serve as Mayor Pro Tempore for a term ending in December 2022, or until a replacement is appointed • Adopt a resolution appointing members of the City Council to the San Diego Association of Governments Board of Directors • Adopt a resolution appointing members of the City Council to the North County Transit District Board of Directors • Adopt a resolution confirming the mayoral appointment to the San Diego County Water Authority Board of Directors • Adopt a resolution appointing members of the City Council to the Clean Energy Alliance Joint Powers Authority Board of Directors • Adopt a resolution confirming the mayoral appointments to the regional committee assignments, as reflected in Attachment A to the resolution • Adopt a resolution confirming the mayoral appointments to the subcommittee assignments as reflected in Attachment A to the resolution1 Executive Summary/Discussion Carlsbad Municipal Code Section 2.08.010 requires the council select a mayor pro tempore after a general municipal election. This council member, nominated by the mayor and approved by a vote of the council, temporarily serves as the mayor if the Mayor is absent or unable to act. In addition, in keeping with Carlsbad Municipal Code Section 2.04.050 and California Government Code Section 40605, part of the City Council’s reorganization includes meeting for the purpose of appointing individual members of the City Council to committees or other 1 Beginning with this reorganization, Resolution No. 2019-137, which created the Legislative Subcommittee, provides for the subcommittee members to serve for two-year terms. Jan. 11, 2022 Item #15 Page 1 of 15 bodies as the council may find necessary for its reorganization and effective functioning. This includes the City Council’s regional committee and subcommittee assignments. Exhibit 9 is a list of the City Council regional committee assignments, as confirmed by the City Council on Jan. 12, 2021. The list does not include those committees on which various City Council members serve as a result of their appointments by other agencies. Fiscal Analysis There is no fiscal impact associated with the recommended action. Next Steps The City Clerk will update the city’s website and City Council meeting agenda template to reflect the new committee assignments. Environmental Evaluation This action does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1.
