Dear Mr. Hubbard:
In accordance with your request, Ninyo & Moore has provided geotechnical observation and
testing services during earthwork operations for the New and Remodeled Operations and
Administration Facilities project located at 1966 Olivenhain Road in Encinitas, California
(Figure 1). SCST, Inc. performed a geotechnical evaluation for the Building D project dated
March 3, 2016. Subsequently, we performed additional borings and geotechnical laboratory
testing to evaluate the suitability of the soil in the upper 5 feet of the building pad for reuse as
engineered fill. (Ninyo & Moore, 2017) Additionally, a separate building pad preparation summary
letter was prepared for the project (Ninyo & Moore, 2019). This report provides a summary of our
services during remedial grading, building pad preparation, utility installation, and pavement
section construction for the subject project.
SITE AND PROJECT DESCRIPTION
The project consisted of the construction two structural additions to the existing Olivenhain
Municipal Water District Operations and Administrations Buildings. The construction was
performed in two phases, Schedule A and Schedule B. Schedule A included the construction of
an approximately 6,800 square foot structure and Schedule B included an approximately
4,000 square-foot structural addition. The proposed additions are wood framed structures with
steel columns supporting a wood joist system, with stucco and masonry stone exterior finishes.
The foundations consist of a mat slab and individual shallow footings for the columns. Additional
exterior improvements included permeable pavers, concrete flatwork, asphalt concrete
pavement, striping, landscaping, and storm water detention systems.

GEOLOGY AND SUBSURFACE CONDITIONS
Geologic units encountered during grading operations included fill and alluvium. The referenced
geotechnical evaluation also indicates that Santiago Formation underlies the fill and alluvium at the
site (SCST, Inc., 2016). The subsurface conditions encountered during grading were generally
consistent with the geology described in the referenced geotechnical evaluation (SCST, Inc., 2016).
As encountered, the fill materials generally consisted of brown, moist, loose to medium dense, silty
sand with scattered gravel, cobbles, and boulders. The alluvium generally consisted of various
shades of brown, moist to wet, loose to very dense, silty and clayey sand and stiff to very stiff, sandy
clay. Further detail and descriptions of the earth units encountered are provided in the project
geotechnical evaluation (SCST, Inc., 2016) and supplemental data report (Ninyo & Moore, 2017).
SITE PREPARATION
Site preparation began with the removal of existing foundations, utility lines, vegetation, asphalt,
concrete, and other deleterious debris from areas to be graded. Clearing and grubbing extended
to the outside of the limits of grading and proposed improvements. The debris and unsuitable
material generated during clearing and grubbing was removed and disposed of offsite.
Remedial grading for the building pad included removal of existing fill and alluvium to a depth of
approximately 5 feet below existing grade or deeper. The limits of the removals were extended
5 feet or more beyond the footprint of the building pad. Prior to placing fill, a layer of Tensar TX5
geogrid was placed at the base of the excavation. Some areas of the excavation were found to
be wet and yielding to construction equipment traffic. Prior to placement of the geogrid, these
areas of the excavation bottom were stabilized using ¾ inch crushed rock wrapped in a layer of
nonwoven filter fabric. The approximate limits and depths of the soil removals for the building
pad over excavation are shown on Figure 2.
SUMMARY OF EARTHWORK OPERATIONS
Our field representatives were on-site periodically as requested during earthwork operations for
the preparation of the building pad and site improvements that occurred from February 26, 2019
to August 5, 2020. Removals for the remedial grading of the building pad and exterior
improvement areas were performed in general accordance with the recommendations
presented in the project geotechnical evaluation (SCST, Inc., 2016) and the grading plans
(IEC, 2018). Removal bottoms were observed by a Ninyo & Moore representative prior to

placement of fill and were found to be in general accordance with the conditions anticipated in
the project geotechnical evaluation (SCST, Inc., 2016).
Subsequent to the soil removals, the onsite soils were stockpiled for reuse as engineered fill. To
raise the site elevations import soils were utilized to attain finish grade elevations. The
excavated soils, imported fill materials, and aggregate base were placed in thin lifts, moisture
conditioned to near optimum moisture content, and compacted. Utility trench backfill operations
generally consisted of moisture conditioning the trench spoils to near optimum moisture content,
placing in thin lifts, and compacting.
To perform the noted earthwork operations, the contractor utilized a combination of various
equipment including dozers, excavators, loaders, sheep’s foot roller compactors, and water
trucks. Various combinations of construction equipment were used to perform the
overexcavations, removals, and fill placement and compaction operations. Asphalt paving
operations were performed with a combination of a skip loader, paver, smooth drum roller and
rubber tired roller.
LABORATORY TESTING
Laboratory testing was performed on the soils utilized by the contractor during the earthwork
operations. Testing included the evaluation of modified Proctor density/moisture content
relationships for the soils and aggregate base, expansion index, pH and resistivity, and chloride
and sulfate content, and R-value. The Proctor density/moisture content tests were performed in
general accordance with the ASTM International (ASTM) Test Method D 1557, and the results are
presented in Table 1. The Hveem density tests of the asphalt concrete AC materials used on the
project were performed in general conformance with ASTM Test Method D1560 and those values
are presented in Table 2. The soil material placed as compacted fill was tested for expansion
index in accordance with ASTM D4829. The results of these tests are presented on Table 3.
Corrosivity testing was performed on representative samples of the on-site soils to evaluate pH
and electrical resistivity, as well as chloride and sulfate contents. The pH and electrical resistivity
tests were performed in accordance with California Test (CT) Method 643 and the sulfate and
chloride content tests were performed in accordance with CT 417 and CT 422, respectively.
These laboratory test results are presented in Table 4. R-value testing was performed in
accordance with CT 301 on subgrade soils for paved areas and the laboratory results are
presented in Table 5.

FIELD TESTING
In-place density and moisture content testing was performed by our field representative to
evaluate the relative compaction of the placement of general compacted fill; trench backfill for
utilities, storm drains, sewer lines, waters lines; and subgrade and placement of aggregate base
materials. In-place density and moisture content testing of these materials was performed by
our field representative in general accordance with ASTM D 6938 (Nuclear Gauge Method).
In-place testing of the AC materials was performed in general accordance with ASTM D 2950
(Nuclear Gauge Method).
The specified compaction for general trench backfill and fill soils was 90 percent relative
compaction. The specified compaction for curb and gutter subgrade, pavement subgrade and
aggregate base, and trench backfill beneath flexible pavements was 95 percent relative
compaction. The specified relative compaction for AC materials was 95 percent relative
compaction. During the earthwork operations, when a field density test was performed that
resulted in less than the specified allowable relative compaction, the area was generally
reworked and a retest was taken. A summary of our field density test results are presented in
Attachment A. The locations of the field density tests are presented on Figures 3 through 6.
CONCLUSIONS
Based on our observations and the results of our field and laboratory tests, it is the opinion of
Ninyo & Moore that the earthwork operations observed were performed in general accordance
with the project plans and specifications, and the referenced geotechnical evaluation. The site is
considered suitable for the intended use and the compacted fill as placed is suitable for the
support of planned structure. Additionally, based on the services performed by Ninyo & Moore
during earthwork operations, the soil engineering and engineering geologic aspects of the work
observed are in compliance with the approved geotechnical report and the grading plans
(Permit No. GP2017-0019).
LIMITATIONS
The observation and testing services outlined in this report have been conducted in accordance with
current practice and the standard of care exercised by geotechnical consultants performing similar
tasks in this area. No warranty, expressed or implied, is made regarding the observations and
conclusions expressed in this report. The reported test results represent the relative compaction and

moisture content at the locations tested. It is important to note that the precision of field density tests
and the modified Proctor tests is not exact and variations should be expected.
