Public engagement in the redistricting process

Receive a staff presentation regarding plans to engage the public in the redistricting process
and provide feedback as desired.
Discussion
The Carlsbad City Council directed staff via a motion March 9, 2021, to exceed minimum state
requirements for public engagement in the redistricting process, including two mapping
workshops and virtual meetings for each of the existing City Council districts. This also included
direction to include a multi-cultural component to the outreach program.
City staff developed a public engagement plan (Exhibit 1) based on this direction and best
practices for communication programs. The City Council approved the plan May 11, 2021,
through Resolution No. 2021-110. City staff then retained the services of consultants to assist in
the plan's implementation.
Implementation of the plan has begun, and outreach materials created to date are included
with this staff report (Exhibit 2).
Commission input sought
To ensure the Independent Redistricting Commission receives the feedback it needs from the
public to assist in the City Council redistricting decision-making process, staff is seeking input in
three main areas, as well as any other feedback the commission would like to provide on the
public engagement plan:
1. Specific topics or questions of the public that might not otherwise be included in the
planned engagement and would assist the commission in its decisions.
2. Specific groups that should be added to the project stakeholder list (Exhibit 3) for direct
outreach.
3. Information the city can provide to the public beyond what is included in Exhibit 2 or
already outlined in the public engagement plan.

Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a "project" within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment. Therefore, it does not require
environmental review.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

The Carlsbad City Council voted in July 2017 to change the way City Council members are
elected, creating four districts that were to be phased in during the 2018 and 2020 elections.
The districts were drawn based on the 2010 census data. Now that the 2020 census has been
conducted and the data will soon be released, the City of Carlsbad must initiate the proceedings
to reevaluate and redraw its districts.
The state has established detailed requirements for public engagement to support redistricting,
and the City Council has indicated interest in going beyond required outreach to ensure the
broadest possible input. The City Council has also decided to form an independent commission
to oversee and make the final decision about district boundaries.
Communication goal
Provide the redistricting commission with input from a broad cross section of Carlsbad
residents for use in determining new City Council district boundaries.
Communication objectives
• Meet all public engagement and noticing requirements.
• Provide a variety of methods for the public to provide input, including in person (COVID-
19 health restrictions permitting), online, verbally and in writing.
• Create opportunities that will encourage traditionally underrepresented groups to
provide input.
• Show the public how their input influenced decisions about district boundaries.
Audiences
All residents in Carlsbad have an interest in and are affected by decisions about City Council
district boundaries. The following subgroups may have a particular interest, require tailored
engagement approaches or help the city engage others in the process.
• Residents who work during the week
• Residents with small children or other care giving commitments
• Residents with access and functional needs
• Older adult residents
• New and future voters
• Residents who prefer to communicate in a language other than English
• Civic and community groups
• Local media
• Other public agencies within city limits that are also redistricting

place in September and October.

citywide enews, social media, NextDoor and printed information available at city

dedicated webform or email address and a physical address.*

Communities of interest input
• Gather input from the public about communities of interest, including neighborhood
boundaries. This could include an on line survey with a mapping tool to draw the
boundaries of communities they think should be in the same district and explain why.
• A paper map option will also be available.

interest. The demographer provided mapping tool that includes census data will be
available at a later stage of the process.

Ordinance updating
Seven days or more after the final map is published, City Council holds a meeting to introduce
an ordinance amending the Carlsbad Municipal Code to reflect the final map selected by the
commission. At the next meeting, City Council adopts the ordinance. Ordinance goes into effect
30 days after adoption.
General activities
To ensure compliance with public engagement requirements and to help ensure a broad cross
section of residents participate in the process, the city will do the following throughout the
redistricting process:
• Hold at least one public hearing on a weekend or after 6 p.m. on a weekday.*
• Hold an informational meeting tailored to each City Council district.
• Maintain and update a calendar of hearing dates on the redistricting web page.*

• Post hearing materials online, including notices, agendas, calendars,
recordings/summaries, draft maps considered and final map. Maintain and update a

About Calendar Commission Maps
Redistricting is the process of redrawing the boundaries of election
districts, including local election districts such as city councils, school
boards, county boards of supervisors, and more. Local governments must
redistrict at least once every 10 years, based on federal census data, to
reflect changes in population and to ensure that all districts have about
the same number of residents.

We've just launched our first redistricting survey and are asking you to help us
define the communities that should stay together for the purposes of electing a
City Council member, starting with next November's election.
The goal of the survey is to identify communities that share common social and
economic interests, called communities of interest, that should be kept in the
same City Council distri ct. Some examples of elements that define
communities of interest are:
• Shared interests in schools, housing, community safety, health
conditions, transit and/or other issues
• Common social and civic networks, including churches, homeowner
associations and community centers
• Racial and ethnic compositions and cultural identities
• Socio-economic status, including but not limited to homeownership and
education levels

Carlsbad is going beyond state requirements for public input and providing
multiple ways to learn about the process and share your feedback.
