Subject: Public engagement in the redistricting process
Recommended Action
Receive and discuss recent public input received from Oct. 23 to Nov. 14.
Discussion
As part of the redistricting process, staff is actively seeking input from the community to assist
the Independent Redistricting Commission in understanding the community’s needs, values and
priorities related to communities of interest and district boundaries.
Since Oct. 16, the city received one additional response to the community survey about
communities of interest, which are communities that should stay together for the purpose of
electing a City Council member, starting with the November 2022 election. The response is
included in Exhibit 1.
The city also received feedback via some of the communication channels the city has
established, including the project’s email address, redistricting@carlsbadca.gov, and on the
city’s social media channels.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment. Therefore, it does not require
environmental review.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

The current boundary seems to cut off the more affluent homes from District 1, placing them instead in District 2. Specifically the
jagged boundary from Agua Hedionda to Chestnut. It’s just odd- one side of a street is District 1 and your neighbors on the other side

Hello my friends and neighbors:
Thank you so much for giving your free-time to be involved in a redistricting effort for Carlsbad. As I
sit back and reflect, there are really two things we, as a community can do:
1. Status Quo – Keep 4 districts and “mess-around-with” boundaries
2. Wholesale change – I submit the Bonafide version of this Change.
a. Stop kidding ourselves that this is a 4 district town. It is NOT. It is a 6 district city
b. Stop kidding ourselves that every district needs a piece of the coast. – NO! a
coastal district is WAAAAY different than an inland district. Stop trying to homogenize
what is naturally heterogenous.
Please see my “sloppy boundary” plan submitted: "Bonafide Districting 75058"
I am not going to waste your time with a bunch of words. The current districts are West:to:East and

should be South:to:North and they are too small – we need six.

I was hoping that you might be able to help me with the following. While I understand the
concept of "communities of like interest" and how that might apply to folks with a common language, ethnicity, and of a socio-economic class. I also think there are certain core interests

like faith practice, medical autonomy, and family directed education (i.e homeschooling families) that really draw people groups from every culture and socio-economic class together.
I believe that the latter three may be underrepresented due to the traditional methods used to draw boundaries when redistricting and I would like to know if the City of Carlsbad has a census that measures the densities of these interests. I was unable to find filters for these on the interactive mapping tool, but would like to know if you could provide me with information about these or point me in the right direction.

The attached is Carlsbad Housing Element Advisory Committee Map showing Potential Housing Sites and the number of expected housing units. Total housing units shown is 2,828. All but 325 unit are located North of Palomar Airport Rd in current district 1 & 2 with rough balance.
The 325 unit are located just South of Palomar Airport Rd.
There are No units shown for current District 4. Using a factor of 2 would yield an additional population of 5,656. Using a factor of 3 would yield an additional population of 8,484.
The expected population growth needs to be taken into account when sizing each district.
To aid in maintaining a nearer balance in district size for the next 10 years, based upon the Census the Northern districts of Carlsbad should have lower population count then the Southern
districts of Carlsbad and the Southern districts of Carlsbad should have a higher population count
than the Northern districts with all being within the 10% rule. John Greenwald

Good Morning Mr. Greenwald,
As has been shared with the Commission, we are in unprecedented times in terms of Census Data this
year. Data that should have been released in April 2021 did not come out until August. Then, the State of
California did its new prisoner adjustments of the data. That was not finalized until September 27, 2021. In
an effort to help the Carlsbad Independent Redistricting Commission get started and engage the public, we
decided to elevate the first available redistricting tools as soon as possible with estimated population
data. The demographic elements from the American Community Survey are actuals. We were pleased that
the paper mapping kits have been updated with final population data already and expect to have District R
updated shortly. Under this plan, members of the public have been able to engage in the process with both
tools without delay. Any maps created on District R can be updated once final California-adjusted population
data is uploaded.
