Discussion The Carlsbad City Council directed staff to go beyond state requirements for engaging the community in the redistricting process. Some of these enhanced outreach activities have included: •4 informational meetings •2 mapping workshops •Flyer distribution via local schools and community organizations •Print advertisement for public hearing #1 •Social media •Digital advertising •An informational video To better reach community members who may not utilize digital communication channels, the Independent Redistricting Commission directed staff at its Oct. 28, 2021, meeting to place informational inserts into water bills distributed in the City of Carlsbad and place two ads in the Coast News. City staff will also dedicate the City Matters column in the January/February issue of Carlsbad Magazine to the topic of redistricting. As a result, community members will have an opportunity to see multiple pieces of information about redistricting in a print format over a two-month period of time. Status Three water districts operate in the City of Carlsbad. The Carlsbad Municipal Water District serves approximately 85% of the city. The other two districts are separate government agencies, not controlled by the City of Carlsbad. Nov. 18, 2021 Item #3 Page 1 of 2 City staff has designed the water bill insert and presented it for approval to the Vallecitos and Olivenhain Municipal water districts. The Olivenhain Municipal Water District declined to include the insert in its bills due to concern about creating confusion among customers because the district is also undergoing a redistricting process. Vallecitos has not yet decided. The insert is anticipated to be delivered to Carlsbad Municipal Water District customers at various dates primarily in December and January. City staff has reserved ad space with the Coast News for the Dec. 31, 2021 and Jan. 7, 2022 issues. Budget To accomplish this direction, staff has reallocated approximately $3,700 in funding from the redistricting public outreach budget that had previously been directed toward online and social media advertising and printing flyers for distribution at city facilities. Because of the COVID-19 pandemic, foot traffic at city facilities has been lower than normal, so reducing the number of fliers available is not expected to have a material effect on the overall effectiveness of the public outreach efforts. Likewise, the city will be able to continue digital advertising, just at a lower level of frequency than previously planned. Fiscal Analysis This action has no fiscal impact. Environmental Evaluation In keeping with California Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Public Notification and Outreach This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date.
