HomeMy WebLinkAbout2021-11-23; City Council Legislative Subcommittee; MinutesCity Manager’s Office – Intergovernmental Affairs City Hall 1200 Carlsbad Village Drive  Carlsbad, CA 92008  760-434-2820 t City Council Legislative Subcommittee Meeting Minutes Nov. 23, 2021 – 9 a.m. CALL TO ORDER & ROLL CALL Mayor Hall called the meeting to order and all Subcommittee members (Mayor Matt Hall and Council Member Teresa Acosta) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie McMahon, Assistant City Attorney, were also present. PUBLIC COMMENT None. NEW BUSINESS Item 1. Approval of Minutes Recommendation: Approve the minutes of the Oct. 12, 2021, Subcommittee meeting. Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall seconded the motion. The item passed unanimously. Item 2. State & Federal Legislative Reports Recommendation: Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Patricia Bates and State Assemblymember Tasha Boerner Horvath, and provide feedback. Kyle Krahel from Congressman Levin’s office gave an update on current priorities at the national level. Cynthia Bryant from Senator Bates’s office gave an update on next year’s legislative package. Glenn McDonnel from Assemblymember Boerner Horvath’s office gave an update on her legislative bills that were chaptered this past session, as well as ideas for the 2022 session. Item 3. Draft City of Carlsbad 2022 Legislative Platform Recommendation: Discuss and determine proposed amendments to the City of Carlsbad Legislative Platform, including Legislative Priorities, to recommend to the City Council. Subcommittee members discussed and proposed amendments to the 2022 Legislative Platform with Jason Haber, Intergovernmental Affairs Director, and Nancy Magpusao Burke, Senior Program Manager for Diversity, Equity and Inclusion. Item 4. 2022 State Budget Requests and Legislative Proposals Recommendation: Discuss and determine proposed priority state budget requests and legislative proposals to recommend to the City Council. Sharon Gonsalves from Renne Public Policy Group, state lobbyist, encouraged Subcommittee Members to request state funding while funding is available in the budget surplus. Subcommittee Members specifically discussed funding for an additional fire station, homeless services reimbursement and railroad trenching, as previously discussed as priorities with the City Council. Sharon Gonsalves discussed two potential Legislative Proposals: 1) to allow lifeguards certified by the United States Lifeguarding Association to perform lifeguard services at public pools, and 2) to clarify the requirements for operating city-owned ocean rescue watercraft. Item 5. Legislative Update and Advocacy Report Recommendation: Receive an update on state and federal legislative and budget activity and recent and ongoing advocacy efforts, and provide feedback to staff. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS None. ADJOURN Mayor Hall adjourned the duly noticed meeting at 11 am.
