The sq footages of the project still do not appear to match what is shown on the floor plan. Plans cannot be sent back till the city until sq footages match the plans. The cover sheets states dwelling total sq footage to be 650 sq ft. The energy calculations state 672 sq ft and what is- is 688 sq ft. 21. Show on the plans compliance with the residential energy lighting requirements. A light is required at 3 ft door leading to stairs and both this light and light at deck need to be either high efficacy or controlled by a combination photocontrol - motion sensor. Could not locate where this was noted. 25. (2008 Energy) Residential ventilation requirements: Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior. Note: CFM and noise rating ("Sone") must be specified on the plans. No sone level noted. . Mechanical whole house ventilation must be provided. Include the following information: Fan sizing (cfm), "Sone" specification, and the duct sizing and length. Note: The information must match or exceed the design found on CF- 6R-MECH energy forms. Minimum 2 20 amp circuits required for a kitchen and plans are only reflecting one GFCI outlet. Receptacles shall be installed so that no point along the wall line is more than 24 inches; Island and peninsular countertops 12 inches by 24" long (or greater) shall have at least one receptacle. Bee GFCI outlet at right side of stove as counter if counter is 1 ft or wider and at right side of kitchen sink as must start within 2 ft of sink. Still applies. 33. Could not locate where planc reflected minimum 18" platform for the water heater. The manufacturer of the proposed water heater has stated that a minimum of 750 cu ft of space be provided and bathroom is smaller than that and show the T and P relief valve at the water heater and the 3! 4 minimum discharge pipe size with routing to the exterior with a min of 6" and max 24" above grade. Still applies. 36. Detail and reference any exterior and interior guards required per Section 1013: Shall have a height of 42" (may be 34" along the sides of stairs). CBC Section 1013. Plans are noting 36". Could not locate where noted pony wall to be 42". Still applies. 38. Specify type of material at existing accessory units in common with proposed structure, dwelling exterior and interior finish and how the proposed structure will tie into existing accessory buildings. Plans to specify type of finish at exterior of proposed garage and dwelling and deck material with Class A rating and current ICC listing etc. The existing building need to reflect type of exterior finish and roofing material. If exterior to be T-1-11 then note this and if deck to beDEX-O-TEX then note this and ESR-1757, or if MIRACOTE then ESR-1714, EXCEL-COAT ER-4804 etc. 52. Show the required attic ventilation on the plans. Show "area required" and "area provided." The net free ventilating area shall not be less that 11150th of the area of the space ventilated. Further, 50% of the opening area must be provided with ventilators in the upper portion (at least 3' above eave or cornice) with the balance of ventilators provided by eave or cornice vents. No response and could not locate. Note on plans requirements for Special inspection as City of Carlsbad does not exempt R-3's: Could not locate where plans reflected the 3000 psi concrete required for the 5" slab or where noted 3000 psi concrete for special inspection. A foundation/soils investigation is required for all projects in Seismic Design Categories D and per City policy listed below. Section 1802.2. Not provided- items 55 thru 59 still apply. It is our understanding that the completed single- story accessory buildings and two-story second dwelling unit, utilized conventional continuous and spread footings with a concrete slab on-grade. As part of our investigation, we observed and evaluated the shallow soil conditions at two locations, the north and south sides of the existing second dwelling unit, which is located between the two metal accessory buildings. The field work, conducted on April 28, 2009, consisted of excavating two hand- excavated test pits adjacent to the north and south perimeter foundation of the second dwelling unit. The excavations revealed that the building site at the explored locations is underlain by medium dense to dense sandstone formational materials and covered by approximately 12 to 15 inches of medium dense fill. Based upon our observation and probing of the soil material, It Is our opinion that the new foundation for the accessory buildings and second dwelling unit was founded directly into the medium dense to dense formational materials with adequate soil bearing capacity. We understand that the building pad preparation consisted of minor cuts and placement of approximately 12 to 15 inches of compacted fill to create a level pad surface. Although we did not observe the footing excavations prior to concrete pouring, it is our opinion that the existing fill and formational soils provide adequate bearing strength for the accessory building and second dwelling unit foundations. The new footings placed in dense native materials or properly compacted fill soils may be designed for an allowable soil bearing capacity of 2,000 pounds per square foot (psf). We would have recommend that the footings and slabs contain at least a nominal amount of reinforcing steel to reduce the separation of cracks should they occur. Soil bearing capacity may be increased by one-third for structural design that Includes seismic or wind loading. We recommend that the new footings have a minimum depth of 12 Inches and a width of at least 12 inches, founded In the dense formational material or properly compacted fills. Isolated footings should be reinforced per the structural designer's recommendations. The proposed sifructure should be designed in accordance with Section 1613 of the 2007 CBC, which incorporates by reference the ASCE 7-05 for seismic design and the following parameters should be utilized. We have determined the mapped spectral acceleration values for the site based on a latitude of 33.1715 degrees and longitude of 117.3386 degrees, utilizing a program titled "Seismic Hazard Curves, Response Parameters and Design Parameters- v5.0.8," provided by the USGS, Which provides a solution for ASCE 7-05 (Section 1613 of the 2007 CBC) utilizing digitized files for the Spectral Acceleration maps. In addition, we have assigned a Site Classification of C. The response parameters for design are presented in the following table. The design spectrum acceleration vs. Period T Is attached. Liquefaction is the process by which soils are transformed into a viscous fluid that will flow as a liquid when unconfined. It occurs primarily in loose, saturated sands and silts when they are sufficiently shaken by an earthquake. On this site, the risk of liquefaction of foundation materials due to seismic shaking is considered to be remote due to the dense nature of the natural- dJI Osborne Accessory Buildings Job No. 09-9725 Carlsbad, California Page 4 ground material and the lack of a shallow static groundwater surface under the site. No soil liquefaction or soil strength loss is anticipated to occur due to a seismic event. Concrete slabs on-grade (on properly compacted fill or dense formational soils) should be a minimum of 4 inches actual thickness and be reinforced with at least No, 3 steel bars on 18-inch centers, In both directions, placed at mid-height in the slab. Interior slabs provided with a floor cover should be underlain by a 2-inch-thick layer of clean sand overlying a 10-mil vapor barrier over 2 inches of sand. Where soil moisture intrusion is not a concern and where there is no floor cover placed, the slab underlayment may be waived. The active earth pressure (for design of cantilever, non-restrained wails) should be based on an Equivalent Fluid Weight of 35 pounds per cubic foot (for level backfill only) if on-site soils are used. Additional loads applied within the potential failure block should be added to the active soil earth pressure by multiplying the vertical surcharge load by a 0.31 lateral earth pressure coefficient. For restrained wall conditions, we recommend an equivalent fluid weight of 59 pcf. Surcharge loads may be converted to lateral pressures by multiplying by a factor of 0.47. The passive earth pressure of the encountered formational soils (to be used for design of shallow foundations and footings to resist the lateral forces) should be based on an Equivalent Fluid Weight of 300 pounds per cubic foot. This passive earth pressure should only be considered valid for design if the ground adjacent to the foundation structure Is essentially level for a distance of at least three times the total depth of the foundation .and is properly Osborne Accessory Buildings Job No. 09-9725 Carlsbad, California Page 5 compacted or dense natural soil. An allowable Coefficient of Friction of 0.40 times the dead load may be used between the bearing soils and concrete foundations, walls or floor slabs. Adequate measures should be taken to properly finish-grade the site now that the building and other improvements are in place. Drainage waters from this site and adjacent properties are to be directed away from perimeter foundations, floor slabs, and footings, onto the natural drainage direction for this area or into properly designed and approved drainage facilities. Proper subsurface and surface drainage will help minimize the potential for waters to seek the level of the bearing soils under the foundations, footings, and floor slabs. Failure to observe this recommendation could result in undermining, differential settlement of the building foundation or other improvements on the site, or moisture-related problems. It is not within the scope of our services to provide quality control oversight for surface or subsurface drainage construction or retaining wail sealing and base of wall drain construction. It is the responsibility of the contractor and/or their retained construction inspection service provider to provide proper surface and subsurface drainage. Planter areas and planter boxes should be sloped to drain away from the foundations, footings, and floor slabs. Planter boxes should be constructed with a closed bottom and a subsurface drain, installed in gravel, with the direction of subsurface and surface flow away from the foundations, footings, and floorslabs, to an adequate drainage facility.
