laws regulating energy conservation, noise attenuation and disabled access. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,-
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

or hotel occupancies, draft stop the area between the ceiling and roof above so that no
concealed space exceeds 3,000 s.f. and no horizontal dimension exceeds 60 L.F. (if space has
sprinklers, then 9,000 s.f. and 100 L.F.). Section 708. Please show on the floor plan the
location of the draft stops. No horizontal space can exceed 100 L.F. between draft stops.
Please add draft stop as needed at the tenant space above room 324.
Item # 13. The maximum number of required exits and their required separation must be
maintained until egress is provided from the structure. Section 1003.1. Do the existing exit
stair enclosures when they reach the ground level extend separately to the public way or
yard and do not converge into one exit? The reduced Architectural floor plan is not
attached.
Item # 16. Once a person enters a corridor it must be fire rated to the point of exit from the
building for the tenant improvement shown. This includes any reception areas. When a room
does not exit through an adjoining room as prescribed by the code and into a hallway, that
hallway must be a rated corridor or conform to the non rated corridor requirements of the UBC
when the occupant load exceeds 30 in the Office spaces and does not meet one of the
exceptions listed below. Please consider this in the fire rating of all hallways in the path of
travel for egress. Also, in corridors that are only twice as long as their width and no more the
local Chapter of ICBO has made this an exception to the fire rated corridor requirement. The
hallways and reception area must be made into rated corridors for egress.
Item # 18. Elevators opening into a corridor (in buildings having more than two levels) shall be
provided with an elevator lobby at each floor containing such a corridor. The lobby shall
completely separate the elevator(s) from the corridor by the construction prescribed in
Section 1005.10. Please show the elevator fire rated separation.
Item # 19. One-hour fire-rated corridors shall have interior door openings protected by tight--
fitting smoke and draft control assemblies rated 20 minutes, except openings in interior walls of
exterior exit balconies. Doors shall be maintained self-closing or be automatic closing by action
of a smoke detector per Section 713.2. Doors shall be gasketed to provide a smoke and draft
seal where the door meets the stop on sides and top. Section 1005.8.1. Please create a door
schedule or show on the plans all doors required to be fire rated.
Item # 20. Show rated corridors, lobbies, reception or foyers cross-hatched on the floor plans.
Item # 21. Provide a complete architectural section of the corridor, or exterior exit balcony,
showing all fire-resistive materials and details of construction for all floors, walls, ceiling and all
penetrations. Section 1005.7.
Item # 22. If a room with an exhaust fan has a door opening into a rated corridor, show how
makeup air will be provided to the room. The door cannot be undercut, nor can a louver in the
door be provided. Section 1005.8.1. This applies to the created fire rated corridors.

Item # 23. If building exceeds two stories and has an elevator opening into a rated corridor,
show how the smoke and draft control provision of Section 1005.8.1 will be met. Either provide
a separated elevator lobby or a second door at the elevator entry meeting the provision.
Section 1005.10. Note if the Elevator Lobby is protected by the doors at each end of the
corridor, the fire rated corridors must not exit through this area.
Because of the created fire corridors please show the protection of all duct openings
with fire and smoke dampers on the mechanical sheets.

Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009,
(619) 438-1161. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619) 560-
1468. Deliver all remaining sets of plans and calculations/reports directly to the City
of Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.

2. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
Provide a statement on the Title Sheet of the plans that this project shall comply
with Title 24 and. 1994 UBC, UMC and UPC and 1993 NEC.
Is the existing building construction classified as v-I hr with sprinklers in lieu of the
1 h protection or is the building protected as 1 h and sprinklered as well?

6. Glazing in the following locations should be of safety glazing material in accordance
with Section 2406.4 (see exceptions):
Fixed or operable panels adjacent to a door where the nearest exposed edge of the
glazing is within a 24-inch arc of either vertical edge of the door in a closed position and
where the bottom exposed edge of the glazing is less than 60 inches above the walking
surface. Please revise note of TS sheet of plans to show this statement Label
glazing to be tempered on the floor plan or create a glazing table and identify.

7. Individual fixed or operable panels, other than those locations described above, that
meet all of the following conditions:
Exposed area of an individual pane is greater than 9 square feet, and:
Exposed bottom edge is less than 18 inches above the floor, and:
Exposed top edge is greater than 36 inches above the floor, and:
One or more walking surfaces are within 36 inches horizontally of the plane of the
glazing.
Provide notes and/or details to show that the floor and wall finish in toilet rooms are
surfaced with a smooth hard non-absorbent material extending five inches up the
wall. Similar surfacing shall be provided on the walls from the floor to a height of 4
feet around urinals and within water closet compartments. Section 807.
Note on plan that suspended ceilings shall comply with UBC Tables 25-A, 16-0 and
16-B.
In buildings having floors and roofs of wood frame construction, other than dwelling•

Show that exits are lighted with at least one foot candle at floor level. Section
1012.1.
Corridors must provide continuous protection to the exterior of the building.
Interruptions by an intervening room is not permitted. Foyers, lobbies or reception
rooms constructed as required for corridors are not considered intervening rooms.
Section 1005.1.
Once a person enters a corridor it must be fire rated to the point of exit from the
building for the tenant improvement shown. This includes any reception areas.

space is located is equipped with an automatic sprinkler system throughout and an
automatic smoke-detection system is installed within the corridor. The actuation of
any detector shall activate alarms audible in all areas served by the corridor.
Within office spaces occupied by a single tenant, partial height partitions which form
corridors and which do not exceed 6 feet in height need not be fire resistive,
provided they are constructed in accordance with Section 601.5 and are not more
than three fourths of the floor-to-ceiling height. Section 1005.7.
Corridor walls and ceilings need not be of fire-resistive construction within office
spaces having an occupant load of 100 or less when the building in which the space
is located is equipped with an automatic sprinkler system throughout. Section
1005.7.

penetrations protected with through-penetration fire stops having an F-rating,
T-rating or complying with UBC Standard 7-1, depending on their locations, sizes
and combustibility.
Fire resistive floor/ceiling assemblies shall have penetrations protected with
through-penetration fire stops having and F-rating, T-rating or complying with UBC
Standard 7-1, depending on their sizes, combustibility and whether the penetrations
are in walls above.

MEMBRANE-PENETRATIONS (through only one side of an assembly):
Fire-resistive walls (whether bearing or not and whether requiring fire protected
openings or not) shall have penetrations protected with membrane-penetration fire
stops having an F-rating or complying with UBC Standard 7-1, depending on their
size and combustibility. Limited steel electrical outlet boxes (not exceeding 16 sq.
in., nor more than 100 sq. in. for any 100 sq. ft. of wall) require no protection.
Fire-resistive ceilings shall have no penetrations, except for noncombustible
sprinkler pipes and steel electrical outlet boxes as described above.
NOTE: The plans should indicate the various fire-stop ratings required for all
penetrations.
Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor--
ceilings and roof-ceilings shall be protected as required in UBC Sections 709 and
710."

TITLE24 DISABLED ACCESS REQUIREMENTS
51.The following disabled access items are taken from the 1995 edition of California
Building Code, Title 24. Per Section 101.17.11, all publicly and privately funded
public accommodations and commercial facilities shall be accessible to persons
with disabilities as follows:
Any building, structure, facility, complex, or improved area, or portions thereof,
which are used by the general public.
Any sanitary facilities which are made available for the public, clients, or employees
in such accommodations or facilities.
Any curb or sidewalk intended for public use that is constructed with private funds.
All existing accommodations when alterations, structural repairs or additions are
made to such accommodations.
