the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil and the Carlsbad Planning, Engineering and
Fire Departments.
Bring TWO corrected set of plans and calculations/reports to EsGil, 9320 Chesapeake
Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of
plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil is complete.

DISABLED ACCESS REVIEW LIST

The following disabled access items are taken from the 2016 edition of California Building
Code, Title 24. Per Section 1.9.1, all publicly and privately funded public accommodations
and commercial facilities shall be accessible to persons with disabilities.
REMODELS, ADDITIONS AND REPAIRS
When alterations, structural repairs or additions are made to an existing building,
that building, or portion of the building affected, is required to comply with all of the
following requirements, per Section 11 B-202.4:
The area of specific alteration, repair or addition must comply as "new"
construction.
A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
The path of travel shall include the existing parking.
Existing toilet and bathing facilities that serve the remodeled area must be
shown to comply with all accessibility features.
Existing drinking fountains (if any) must be shown to comply with all
accessibility features.

i) When the adjusted construction cost is less than the current
valuation threshold (currently $161,298), the cost of compliance shall
be limited to 20% of the adjusted construction cost. Section 1113-
202.4, Exception 8. If this exception is chosen, please provide
documentation to show how the money will be spent. Priority should
be given to those elements that will provide the greatest access. The
order of priority shown below should be followed:
An accessible entrance.
An accessible route to the altered area.
At least one accessible restroom for each sex.
Accessible telephones.
Accessible drinking fountains.
When possible, additional accessible elements such as parking, storage
and alarms.

2. Revise plans, or door schedules, to show that every required passage door has
~32" clear width, per Section 11 B-404.2.3.
3. Show or note that all hand-activated door opening, hardware meets the following
requirements, per Section 11 B-404.2.7:
Latching, or locking, doors in a path of travel are operated with a single
effort by lever type hardware, by panic bars, push-pull activating bars, or
other hardware designed to provide passage without requiring the ability to
grasp the opening hardware.
Is to be centered ~34" but 544" above floor.
4. Show or note that the maximum effort to operate doors shall not exceed 5 pounds,
with such pull or push effort being applied at right angles to hinged doors and at
the center plane of sliding or folding doors. When fire doors 'are utilized, the
maximum effort to operate the door may be increased to not exceed 15 pounds.

ACCESSIBLE MEANS OF EGRESS (CBC Section 1009)
5. All required accessible spaces shall be provided with accessible means of
egress equal in number to the number of exits required by Sections 1006.2 and
1006.3. CBC Section 1009.1.
6. Accessible means of egress shall be continuous to the public way and shall
consist of the following components, per CBC Section 1009.2, as applicable:

a) Stairs. Section 1009.3.
i) In order to be considered part of an accessible means of egress, exit
stairways shall have a clear width of not less than 48" between
handrails (not 48" between walls). This is not required in buildings
protected throughout by an approved automatic sprinkler system.
Exit stairways that are part of an accessible means of egress shall incorporate
either an area of refuge within the stairway with an enlarged story-level landing, or
shall be accessed from an area of refuge or a horizontal exit (see figures below).

MULTIPLE ACCOMMODATION SANITARY FACILITIES
Show that the accessible rest room is to be provided with a 60" minimum diameter
clear space measured from the floor to a height of 27 inches. Section 11 B-304.3.
NOTE: Doors (other than the door to the accessible toilet compartment) in any
position may encroach into this space by not more than 12 inches, per Section
11 B-603.2.3.
Doors shall not swing into the clear floor space required for any fixture within the
toilet facility. Section 11 B-603.2.3.
Show that at least one water closet fixture, located in a compartment, shall provide
the following, per Section 11 B-604:
The compartment shall be a minimum of 60" wide. Also, there shall be
provided a clearance of at least 59" in front of the water closet for floor-
mounted water closets (56" for wall-mounted water closets).
One side of the water closet shall provide 17" - 18" from the centerline of
the water closet to the adjacent compartment wall.
For water closet compartments having side-opening doors, compliance with
the following figure must, be shown on the plans. The door shall be in the
partition farthest from the water closet and shall be 4" maximum from the
front partition. Please address the following specific concerns:
