. FIRE PROTECTION
Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/ alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2. You did not note this on Sheet #1, as per response list.
. GENERAL
Provide a partition legend on the floor plans distinguishing the new versus
existing walls. You did not do this on floor plans, as per response list.
. STRUCTURAL
Provide a copy of the project soil report. The report shall include foundation
design recommendations based on the engineer's findings and shall comply with
Section R401.4. City Policy requires soils reports for 2nd story additions. Not
provide .
The City Policy requires that their Special Inspection Form be completed for Epoxy
Anchors. Not done.
Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans. See the next two items as well.
Please provide evidence that the engineer-of-record (or architect) has reviewed
the truss calculation package prepared by others (i.e., a "review" stamp on the
truss calculations or a letter). CBC Section 107.3.4.1. See next item too.
List trusses on Sheet #1 as items that will be deferred as an alternative to the
previous two items.
Submit vertical & lateral calculations for the proposed addition to justify what is
submitted. Not done.

regulations enforced by the Building Department. You may have Other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,

. PLANS
Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil Corporation is complete.
2. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
Plans deviating from conventional wood frame construction shall have the
structural portions signed and sealed by the California state licensed engineer or
architect responsible for their preparation, along with structural calculations.
(California Business and Professions Code).
Specify the 2 n story deck addition on the cover sheet of plans. Section Ri 06.2.
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2013 California Residential Code, which adopts the 2012 IRC,
2012 UMC, 2012 UPC and the 2011 NEC. Section R106.1.
Dimension building setbacks from property lines on site plan. Sec R106.2.
On the cover sheet of plans, specify any items that will have a deferred submitta
(trusses, fire sprinklers/alarms, etc.). Additionally, provide the following note on
the plans: "Submittal documents for deferred submittal items shall be submitted
to the registered design professional in responsible charge, who shall review
them and forward them to the building official with a notation indicating that the
deferred documents have been reviewed and that they have been found to be in
general conformance with the design of the building. The deferred items shall
NOT be installed until their design and documents have been approved by the
building official."
. FIRE PROTECTION
Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2.

9. Show locations of smoke alarms, per Section R314:
Inside each existing bedroom.
Outside each separate sleeping area in the immediate vicinity of the new & existing

10. Show locations of carbon monoxide alarms, per Section R315:

11. The Sheet Index, as presented, do not match the content of the plans.
12. Specify the window types on plans, i.e., sliding, casement, S.H., etc.
13. Provide a legend on the floor plans for the new versus existing partitions.
14. Bathrooms and powder rooms must be mechanically ventilated (an openable
window won't suffice). Section R303.3.1 and CIVIC 403.7. This applies to the
MBR vanity compartment.
15. Openable windows shall be located a minimum of 10' from any plumbing vents,
chimneys, etc. Section R303.5. Please this note on plans.
16. Glazing in the following locations should be shown on the plans as safety glazing
material in accordance with Section R308.4:
Glazing in doors.
Glazing adjacent to a door where the nearest vertical edge of the glazing is within a 24" arc
of either vertical edge of the door in a closed position and where the bottom exposed edge
of the glazing is less than 60" above the walking surface.
C) Glazing in the walls/doors facing or containing bathtubs, showers, where the bottom
exposed edge of the glazing is less than 60" above the standing surface. Exception: Glazing
that is more than 60', measured horizontally, from the water's edge of a bathtub.
Glazing where the bottom exposed edge is less than 36" above the plane of the adjacent
walking surface of stairways, landings and ramps.
Glazing adjacent to the landing at the bottom of a stairway, where the glazing is less than
36" above the landing and within 60" horizontally of the bottom tread.
STAIRWAYS! RAILINGS
17. Guards (Section R312):
Shall have a height of 42" (may be 34" along the sides of stairs).
Openings between railings shall be less than 4".
C) Shall be detailed to show capability to resist a concentrated load of 200 pounds in any
direction along the top rail. Table R301.5.

18. A nosing (between 3/4" and 11h") shall be provided on stairways with solid risers.
Exception: No nosing is required if the tread depth is mm. 11". Sec. R311.7.5.3.
19. Show stairway & landing details. Sec. R311.7: Note if existing to remain:
Maximum rise is 7-3h" and minimum run is 10", measured from the nosing projection.
Where there is no nosing, the minimum run is 11".
Minimum headroom is 6'-8".
C) Minimum width is 36".
d) The greatest riser height within any flight of stairs shall not exceed the smallest by more
than 3/8". The greatest tread depth within any flight of stairs shall not exceed the smallest
by more than 3/8".
20. Handrails (Section R311.7.7):
Shall be provided on at least one side of each stairway with four or more risers.
Handrails and extensions shall be 34" to 38" above nosing of treads and be continuous.
C) The handgrip portion of all handrails shall be not less than 11/4 nor more than 2" in cross
sectional dimension. See Section R311.7.8.3 for alternatives.
Handrails projecting from walls shall have at least 11/2 between the wall and the handrail.
Ends of handrails shall be returned or shall have rounded terminations or bends.
21. The walls and soffits of the enclosed usable space under stairs shall be
protected on the enclosed side with ½" gypsum board. Section R302.7.
22. Within units, show that corridors and hallways have a min width of 36". Section
R31 1.6.
. ROOFING
23. Specify minimum 14 inch per deck roof slope for drainage. Section R905.9.1.
24. Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 40% (but not more
than 50%) of the required vent is located no more than 3' below the ridge). Show
on the plans the area required and area provided. Section R806.2.
25. Where eave vents are installed, insulation shall not block the free flow of air. A
minimum of 1" of air space shall be provided between the insulation and the roof
sheathing. To accommodate the thickness of insulation plus the required 1"
clearance, member sizes may have to be increased for rafter-ceiling joists.
Section R806.3.
26. Note on the plans: "Attic ventilation openings shall be covered with corrosion
resistant metal mesh with 1/16" minimum to 1%" max openings. Section R806.1.
27. Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area (if over 30 sq. ft.), shall be located in a
hallway or other readily accessible location and 30" headroom clearance is
required above the opening. Section R807.1.

STRUCTURAL
28. Provide a copy of the project soil report. The report shall include foundation
design recommendations based on the engineer's findings and shall comply with
Section R401.4. City Policy requires soils reports for 2nd story additions.
29. Foundation anchorage in Seismic Design Categories C, D0, D1 and D2. In
addition to the requirements of Section R403.1.6, the following requirements
shall apply to wood light-frame structures in Seismic Design Categories D0, D1
and D2. R403.1.6.1:
Plate washers conforming to Section R602.11.1, 0.229"x3"x3", shall be provided for all
anchor bolts over the full length of required braced wall lines. Properly sized cut washer shall
be permitted for anchor bolts in wall lines not containing braced wall panels.
Interior braced wall plates shall have anchor bolts spaced at not more than 6'o.c. and located
within 12' of the ends of each plate section when supported on a continuous foundation.
Interior bearing wall sole plates shall have anchor bolts spaced at not more than 6'o.c. and
located within 12" of the ends of each plate section when supported on a continuous
foundation.
30. The plans shall indicate that special inspection will be provided for the following
work. (CBC Chapter 17 and Section 107.2)
a) Epoxy Anchors. Periodic special inspection should be provided for anchors installed in
hardened concrete. Section 1705.3.
31. If special inspection is required, the City Special Inspection Form needs to be
completed at the building department.
32. Specify nail size and spacing for the floor diaphragms on the plans. Table
R602.3(1). Specify plywood and/or particle board thickness, grade and panel
span rating. Table R503.2.1(1)
33. Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans.
34. Please provide evidence that the engineer-of-record (or architect) has reviewed
the truss calculation package prepared by others (i.e., a "review" stamp on the
truss calculations or a letter). CBC Section 107.3.4.1.
35. Complete all structural plans & blank bubbles.
36. Submit vertical & lateral calculations for the proposed addition to justify what is
submitted.
MECHANICAL
37. Show on the plans the location, type and size (BTU's) of all heating and cooling
appliances or systems.
38. Show the minimum 30" deep unobstructed working space in front of the attic
installed furnace. Section CIVIC Section 904.10.3.

39. The access opening to attics must be large enough to remove the largestpiece
of mechanical equipment and be sized not less than 30" x 22". CIVIC Section
904.10.
40. Note that passageway to the mechanical equipment in the attic shall be
unobstructed, have continuous solid flooring not less than 24 inches wide, and
be not more than 20 feet in length from the access opening to the appliance.
CIVIC Section 904.10.
41. Detail the dryer exhaust duct to the exterior. CIVIC Section 504.3.
42. Show a permanent electrical receptacle outlet and lighting fixture controlled by a
switch located at the entrance for furnaces located in an attic. CIVIC Section
904.10.
. ELECTRICAL
43. Show on the plan the amperage and location of the electrical service.
44. Note on plans that receptacle outlet locations will comply with CEC Art. 210.52.
45. Per CEC Art. 210.11(C)3, note on plans that bathroom circuiting shall be either:
A 20 ampere circuit dedicated to each bathroom, or
At least one 20 ampere circuit supplying only bathroom receptacle outlets.
. PLUMBING
46. Show water heater size, type, and location on plans.
47. Note on the plans that "combustion air for fuel burning water heaters will be
provided in accordance with the Plumbing Code".
48. In the garage, provide an adequate barrier to protect the water heater from
vehicle damage. An 18" platform for the water heater does not satisfy this
requirement. CPC Section 507.13.
49. Show the T and P relief valve at the water heater and the discharge pipe size
and routing to the exterior. CPC Section 608.3.
50. An instantaneous water heater is shown on the plans. Please include a gas pipe
sizing design (isometric or pipe layout) for all gas loads:
a) The gas pipe sizing for a tank type water heater shall be based upon a minimum 199,000
Btu gas input rating. Energy Standards 150.0(n).
51. Dimension on the plans the 30" clear width required for the water closet
compartment and the 24" clearance required in front of the water closet. CPC
402.5.

INSTRUCTIONS: I
To address post-development pollutants that may be generated from development projects, the City requires that new development and
significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices (BMPs) into the project
design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards
(Volume 4, Chapter 2) at www.carlsbadca.gov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision,
discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that
must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to
Standard Stormwater Requirements' or be subject to additional criteria called Priority Development Project Requirements'. Many
aspects of project site design are dependent upon the storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has
responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire
was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return
of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the.questions, please
seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission. Only one
completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently.
In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction permits
for the project.
Please start by completing Step I and follow the instructions. When completed, sign the form at the end and submit this with your
application to the city.

The proposed project is a 2nd story addition over an existing 1 -story portion of the
residence. The addition is rectangular in shape and is 14"-6" wide x 38' long. The
existing structure is raised wood floor with floor framing parallel to the long dimension
and existing roof framing perpendicular to the long dimension. The only new loads to
the footings will be the new 2nd floor loads spanning perpendicular to the long dimension
and new 2 nd floor wood frame wall with stucco. Total design loads to the existing
foundations are projected to be 1000 pounds per lineal foot or less based on current
design.
USDA soil mapping identifies the soils for the area to be sands (see attached). Onsite
inspection confirms foundations are founded in sandy soil. 2-test holes adjacent to the
existing perimeter foundations and extending to a depth of approximately 2-feet below
the ground surface were observed and consistent with regards to classification as sand.
Existing foundations were visually inspected at the time of the site visit and no
significant distress is noted in either the area of the proposed addition or the rest of the
existing structure which underwent a 2''-story addition some years ago.
Based on review of proposed construction plans and site reconnaissance it is my
professional opinion that the existing 1-story foundations are adequate to support the
proposed construction.
