B. FIRE PROTECTION
Walls closer than 3 feet to property lines
"shall be one-hour rated construction, have no
openings, and shall have 30 inch parapets when
the building floor area exceeds 1,000 square
feet on any floor.
(Table 5. A. Section 1709 (a)).
21. Projections, including eaves, may not
extend more than 12 inches into the 3 foot
setback from the property line. Eaves over
required windows shall be not less than 30
inches from the side and rear property lines.

openings in such exterior wall are prohibited or

The following notes specifying mandatory requirements should be incor-

MANDATORY ENERGY CONSERvArIOM REQUIREMENTS
OF THE STATE OF CALIFORNIA
AlL heating, ventilating, air conditioning, and water hooting
equipment shall meet all of the requirements of the Appliance
Efficiency Standards and shall be certified by the California
Energy Commission.
A two stage thermostat, which controls the supplementary heat
on its second stage, shall b..; provided for heat pumps.
Thermostats shall be equipped with an automatic setback, which
the building occupant can program to automatically set back
the thermostat twice in 24 hours.
Equipment which requires preventive maintenance to maintain
efficient operation shall be furnished with complete necessary
maintenance information.
All gas-fired fan type central furnaces, gas-fired fan type
wall furnaces, and cooking appliances shall be equipped with
an intermittent ignition device.
All fan systems exhausting air to the outside shall be pro-
vided with backclraft dampers.

loss and shall be insulated to conform to the provisions of
Section 1005 of the UMC, 1982 Edition.
A vaper barrier is required in climate tone 1, 14, and 16.
All manufactured windows and sliding glass doors shall meet
the 1972 ANSI air infiltraticn standards and shall be certi-
fied and labeled.
All swinging doors and windows leading to unconditioned areas
shall be fully weather-stripped.
Storage type water heaters and storage and backup tanks for
solar systems shall be externally wrapped with R-12 insulation
or greater.
The five feet of pipe closest to the water heater, if outside

Lamps used in luminaries for general lighting in kitchens and

be equipped with tight-fitting closeable metal or glass doors

accessible control.
Insulation used shall comply with California Quality Standards.
The insulation installer shall post a signed certificate....
Section 276. Insulation Certificate (All Occupancies). After
installing insulation, the installer shall post in a conspicuous
location in the building a certificate signed by the installer
and the builder stating that the installation conforms with
the requirements of Title 24, Part 2, Chapter 2-53, and that
the materials installed conform with the requirements of
Title 20, Chapter 2, Subchapter 4, Article 3. The certificate
shall state the manufacturer's name and material identification,
the installed ,'R,' value, and (in applications of loose fill
insulation) the minimum installed weight per square fcot con-
sistent with the manufacturer's labeled density for the desired
"R" value.
For infiltration control all openings and penetrations must
be caulked and sealed, such as around windows, at sole plates, and openings for utility Pipes and wires.

STANDARD CONDITIONS:
Notice of Receipt and Acknowledgement. The permit is not valid and
development shall not commence until a copy of the permit, signed by the
permittee or authorized agent, acknowledging receipt of the permit and
acceptance of the terms and conditions, is returned to the Commission
office.
Expiration. If development has not commenced, the permit will expire two
years from the date on which the Commission voted on the application.
Development shall be pursued in a diligent manner and completed in a
reasonable period of time. Application for extension of the permit must
be made prior to the expiration date.
Compliance. All development must occur in strict compliance with the
proposal as set forth below. Any deviation from the approved plans must
be reviewed and approved by the staff and may require Commission approval.
Interpretation. Any questions of intent or interpretation of any
condition will be resolved by the Executive Director or the Commission.
Inspections. The Commission staff shall be allowed to inspect the site
and the development during construction, subject to 24—hour advance notice.
Assignment. The permit may be assigned to any qualified person, provided
assignee files with the Commission an affidavit accepting all terms and
conditions of the permit.
Terms and Conditions Run with the Land. These terms and conditions shall
be perpetual, and it is the intention of the Commission and the permittee
to bind all future owners and possessors of the subject property to the
terms and conditions.

Reference: Soil Investigation by Tri City Engineers, WP 254.7,
Dated July 10, 1985.
Gentlemen:
In accordance with your request, this report has been prepared
to present the results of the field observations and relative
compaction tests performed at the subject site by Ketchum Engi-
neering, Inc. These services were performed between April 1,
1986 and June 6, 1986.
SITE DESCRIPTION
The site is a nearly rectangular parcel that slopes gently towards
the west.
PROPOSED CONSTRUCTION
It is our understanding that one and two story, wood frame resi-
dential structures with slab-on-grade construction are proposed
for these properties.

SITE PREPARATION
Prior to grading, the existing structures were demolished and
the site was cleared of grass, brush, and debris.
The loose topsoils on all lots were removed to firm natural ground
and the soils replaced as a compacted engineered fill.
The fill material which consisted of silty sands obtained from
cuts made on the site was placed in six (6) to eight (8) inch
layers, watered to near optimum moisture requirements and was
compacted by means of a sheepsfoot roller and heavy construction
equipment.
The mass grading was performed by Southern Construction.
FIELD OBSERVATION AND TESTING
Observations and field density tests were performed by a repre-
sentative of Ketchum Engineering, Inc., during the mass grading
operations. The density tests were taken according to A.S.T.M.
Test 1556-74 and the results of those tests are shown on the
attached plates. The locations and elevations of the in-situ
tests were determined in accordance with their importance and
the accuracy and proximity of the survey control provided by
other than Ketchum Engineering, Inc., representatives. Unless
otherwise noted, their locations and elevations were determined
by pacing and hand level methods and should be considered accurate
only to the degree implied by the method used.
As used herein, the term "observation" implies only that we ob-
served the progress of work we agreed to be involved with, and
performed tests, on which, together, we based our opinion as to

whether the work essentially complies with the job requirements,
local grading ordinances and the Uniform Building Code.
LABORATORY TESTS.
Maximum dry density determinations were performed on representa-
tive samples of the soils used in the compacted fills according
to A.S.T.M. Test 1557-78, Method C. This method specifies that
a four (4) inch diameter cylindrical mold of 1/30 cubic foot
volume be used and that the soil tested be placed in five (5)
equal layers with each layer compacted by twenty-five (25) blows
of a 10 pound hammer with an 18 inch drop. The results of these
tests, as presented on Plate Numbers 3 and-4, were used in con-
junction with the field density tests to determine the percent
of relative compaction of the compacted fill.
CONCLUSIONS
Based on field observations and the density test results, it is
the opinion of Ketchum Engineering, Inc., that the grading was
performed basically in accordance with the recommendations con-
tained in the Geotechnical Report prepared by Tri City Engineer-
ing, dated July 10, 1985, and the recommendations contained there-
in do apply to the subject site.
This report covers only the work performed between April 1, 1986
and June 6, 1986. Additional testing may be required for utility
trench backfill or for retaining wall backfill.
Our opinions presented herein are based on our observations and
the relative compaction tests results. Due to possible variations
in the uniformity of compacted fills, we only warrant that our

work was performed in accordance with the currently accepted
standards of practice and in such a manner as to have reasonable
certainty that the mass grading complies with the job require-
ments. No other warranty, express or implied is given or in-
tended.
