Please make all corrections, as requested in the correction list. Submit three new
complete sets of plans for commercial/industrial projects (two sets of plans for residential
projects). For expeditious processing, corrected sets can be submitted in one of two
ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning,
Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
NOTE: The items listed below are from the previous correction list. These items
have not been adequately addressed. The numbers of the items are from the
previous check list and may not necessarily be in sequence. The notes in bold are
current.
PLEASE NOTE: SITE PLAN NOW SHOWS A POOL. SPECIFY THAT IT IS
NOT A PART OF THIS PERMIT.
All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code). Current sets are
signed. This will be verified on final sets.
Plans deviating from conventional wood frame construction shall have the
structural portions signed and sealed by the California state licensed engineer or
architect responsible for their preparation, along with structural calculations..
(California Business and Professions Code). Applies only if calculations are
required due to #12 below.
10. Truss submitted does not match the plans (plans state 3:12 slope, while truss is
4:12 slope and floor plan states scissor trusses with internal ridge line, while
truss submitted is a standard truss). Please coordinate. It appears the longer
spanning truss is T2. Ti is shown on the framing plan. Also the truss
identification number for the shorter span trusses needs to be shown on
the framing plan.
12. Several interior walls are being removed. Are these bearing walls or shear
walls? If they are not, please specify this on the plans. If they are shear walls or
bearing walls, please provide a design by a California State licensed engineer or
architect with calculations showing how these elements will be replaced. The
question of whether these interior walls being removed are shear walls
was not answered. Note on sheet 4 is to verify they are not bearing walls.

Because openings are being added in the existing rear wall of the house, it must
be shown that the entire wall line meets the bracing requirements for
conventional construction unless lateral calculations are provided. Per table
2308.12.4, this would require 9'4" of plywood shear wall in each 25' (this building
is in seismic design category D with an SDS of .829). The total length of this wall
is 60', therefore 22 1/2 'of plywood shear wall would be required in this line with a
maximum 25' spacing of panels and a panel located within 8' of each end of the
wall. This may require an alternate braced panel per section 2308.9.3.1 at the
west end as the plate height is 8' and the wall between the sliding glass door and
the end is less than 4' wide. The plans show 18' of shear wall along this line.
22.5' is required as explained above.
Please provide evidence that the engineer-of-record (or architect) has reviewed
the truss calculation package prepared by others (i.e., a "review" stamp on the
truss calculations or a letter). Section A106.3.4.1. (Applies only if a licensed
engineer or architect is retained due to # 12 above).
16. The following design loads shall be clearly indicated on the construction
documents. (Section 1603.1) PLEASE NOTE: THOSE ITEMS WITH A *** MAY
BE OMITTED IF NO CALCULATIONS ARE REQUIRED Starred items from the
previous list will be required if calculations are required due to # 12 above.
Otherwise just provide the wind exposure.
Wind load. The following information should be provided, (Section 1603.1 .4)
a) Wind exposure
Special inspection for seismic resistance shall be noted on the plans for the
following conditions in accordance with Section 1707. This will apply to shear
walls with 4" nail spacing or less. I don't see this specified.

A Statement of Special Inspections, prepared by the design professional in
responsible charge, shall be submitted. This statement shall include a complete
list of materials and work requiring special inspection, the inspections to be
performed and an indication whether the special inspection will be continuous or

Show on the plans that countertop receptacle outlets comply with CEC Article
210.52(C): In kitchens a receptacle outlet shall be installed at each counter
space 12 inches or wider; Receptacles shall be installed so that no point along
the wall line is more than 24 inches; Island and peninsular countertops 12 inches
by 24" long (or greater) shall have at least one receptacle. (Counter top spaces
separated by range tops, refrigerators, or sinks shall be considered as separate
counter top spaces.) More are needed to make kitchen comply. Still need one
to the right of kitchen sink.
Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room. CEC Article 210.70(A); Dining room. Not shown for the dining
room.
If the water heater is new, specify its size in BTU per hour and verify existing gas
pipe sizing is adequate for the increased demand. The l/4" line is inadequate.
Provide a gas piping layout for the whole house.
28. Show on the plans compliance with the residential energy lighting requirements
(Mandatory requirement):
b) Outdoor lighting fixtures are required to be high efficacy or controlled by a
combination photocontrol/motion sensor. Note sheet 3 states photo
control or motion sensor.

FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that construction comply with the 2007 edition of the California
Building Code (Title 24), which adopts the following model codes: 2006 IBC, 2006 UPC, 2006
UMC and 2005 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2006 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections, as requested in the correction list. Submit three new
complete sets of plans for commercial/industrial projects (two sets of plans for residential
projects). For expeditious processing, corrected sets can be submitted in one of two
ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning,
Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
Indicate on the Title Sheet of the plans the name of the legal owner and name of
the person responsible for the preparation of the plans. Sec. A106.1.1.
All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
Plans deviating from conventional wood frame construction shall have the
structural portions signed and sealed by the California state licensed engineer or
architect responsible for their preparation, along with structural calculations..
(California Business and Professions Code). If applicable.
Please revise the section numbers and notes on the plans to match the 2006
IBC, as adopted by California. For example, seismic information and roof live
load in the design information box on sheet 1, code section at door note B, sheet
3 is from the previous code, electrical notes, sheet 3 reference the UBC, etc.
Please check all and revise.
Where an addition, alteration or repair to an individual dwelling unit or guestroom
in Group R requires a permit, battery-operated smoke alarms shall be installed in
the existing construction in accordance with the following. Show locations of
smoke alarms (Section 907.2.10.1.2 Section 907.2.10.5.2.):
a) On the ceiling or wall outside of each separate sleeping area in the
immediate vicinity of bedrooms.
At least 1/2 of the common wall must be open and have an opening not less than
25 sq. ft., nor 10% of the floor area of the interior room (8% for ventilation), if
light and ventilation is being supplied from an adjacent room. Sections
1203.4.1.1 and 1205.2.1. It does not appear that kitchen/living wall is 50%
open and kitchen has no windows. Please provide an interior elevation of
this wall. If mechanical ventilation is to be used, it must be a whole house
system with a 4" outside air duct.

Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30 inches. Access
must be provided to each separated attic area. Section 1209.2.
If tankless water heater is new, show that it will be mounted high enough to be
out of the path of vehicles. (This should also take care of the requirement for the
flame to be minimum 18" above the floor). CPC Section 508.14
Note on plans that surface water will drain away from building and show drainage
pattern. The grade shall fall a minimum of 5% within the first 10 feet (2% for
impervious surfaces). Section 1803.3.
Truss submitted does not match the plans (plans state 3:12 slope, while truss is
4:12 slope and floor plan states scissor trusses with internal ridge line, while
truss submitted is a standard truss). Please coordinate.
Sill plate size and anchorage. Anchor bolts shall be provided with square
washers in accordance with Section 2305.3.11. Show the 3" square X 0.229"
plate on the plans. This also applies to the existing walls being retrofitted as
shear walls. Please detail retrofitted plate anchorage at these locations.
Several interior walls are being removed. Are these bearing walls or shear
walls? If they are not, please specify this on the plans. If they are shear walls or
bearing walls, please provide a design by a California State licensed engineer or
architect with calculations showing how these elements will be replaced.
Because openings are being added in the existing rear wall of the house, it must
be shown that the entire wall line meets the bracing requirements for
conventional construction unless lateral calculations are provided. Per table
2308.12.4, this would require 9'4" of plywood shear wall in each 25' (this building
is in seismic design category D with an SDS of .829). The total length of this wall•
is 60', therefore 22 ½ 'of plywood shear wall would be required in this line with a
maximum 25' spacing of panels and a panel located within 8' of each end of the
wall. This may require an alternate braced panel per section 2308.9.3.1 at the
west end as the plate height is 8' and the wall between the sliding glass door and
the end is less than 4' wide.
Please provide a braced panel at the infilled wall at the south wall of bedroom 1.
Please provide evidence that the engineer-of-record (or architect) has reviewed
the truss calculation package prepared by others (i.e., a "review" stamp on the
truss calculations or a letter). Section Al 06.3.4.1. (If a licensed engineer or
architect is retained due to any of the above corrections).

A Statement of Special Inspections, prepared by the design professional in
responsible charge, shall be submitted. This statement shall include a complete
list of materials and work requiring special inspection, the inspections to be
performed and an indication whether the special inspection will be continuous or
periodic. Section 1705.2.
All chimneys attached to any appliance or fireplace that burns solid fuel shall be
equipped with an approved spark arrester. The net free area of the spark
arrester shall be not less than four times the net free area of the outlet of
the chimney. The spark arrester screen shall have heat and corrosion
resistance equivalent to twelve gauge wire, nineteen gauge galvanized wire or
twenty-four gauge stainless steel. Openings shall not permit the passage of
spheres having a diameter larger than one-half inch and shall not block the
passage of spheres having a diameter of less than three-eight inch. City
ordinance. Please specify bold information on the plans.
Show on the plan the amperage of the electrical service,the location of the
service panel and the location of any sub-panels. If the service is over 200
amperes, submit a single line diagram, panel schedules, and provide service
load calculations.
Show on the plans that receptacle outlet locations will comply with CEC Article
210.52(A). Show compliance for all rooms where walls are being altered.
(Openings filled in or added or new walls constructed).
Show on the plans that countertop receptacle outlets comply with CEC Article
210.52(C): In kitchens a receptacle outlet shall be installed at each counter
space 12 inches or wider; Receptacles shall be installed so that no point along
the wall line is more than 24 inches; Island and peninsular countertops 12 inches
by 24" long (or greater) shall have at least one receptacle. (Counter top spaces
separated by range tops, refrigerators, or sinks shall be considered as separate
counter top spaces.) More are needed to make kitchen comply.
Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room. CEC Article 210.70(A). Dining room.
If the water heater is new, specify its size in BTU per hour and verify existing gas
pipe sizing is adequate for the increased demand.
Show the T and P relief valve at the water heater and the discharge pipe size
and routing to the exterior. CPC Section 608.3. If new.
For gas piping under slabs that serve kitchen island cooktops, see Policy 91-46
(attached) for special sleeve and clean-out requirements.
Please specify all infilled exterior walls to have minimum Ri 3 insulation.

(Mandatory requirement):
In bathrooms, all fixtures must be high efficacy style or be controlled by a
manually-on occupancy sensor. Dimmers Cannot be used to satisfy
this.
Outdoor lighting fixtures are required to be high efficacy or controlled by a
combination photocontrol/motion sensor. Note sheet 3 states photo
control or motion sensor.

D U U 12a. Domestic (potable) Use
Ensure that the meter proposed by the owner/developer is not oversized.
Oversized meters are inaccurate during low-flow conditions. If it is oversized, for
the life of the meter, the City will not accurately bill the owner for the water used.
All single family dwelling units received "standard" 1" service with 5/8" service.
If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations, which
include total fixture counts and maximum water demand in gallons per minute
(gpm). A typical fixture count and water demand worksheet is attaáhed. Once
the gpm is provided, check against the "meter sizing schedule" to verify the
anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest. the installation of
multiple 2" services as needed to provide the anticipated demand. (manifolds
are considered on case by case basis to limit multiple trenching into the
street).
U U U 12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior to
approval. The developer must provide these calculations. Please follow these
guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

2. If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (wl a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:

.no HOA). As long as the project is located within the City recycled water
service boundary,.the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
0 12c. Irrigation Use (where recycled water is available)
Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWAforthis.

Instructions: Begin by reviewing the list of construction activities and checking the box to the left of any activity that will occur during the proposed construction. Add any other activity descriptions in the bionic
activity description boxes provided for that purpose and places check in the box immediately to the left of the added activity description. For each activity descmbed, pick one or more best management
practices (BMPs) from the list located alon the top of the form. Then place an X in the box at the place where the activity row intersects with the BMP column. Do this for each activity that was checked off and
for each of the selected BMPs selected from the list. For Example - If the project includes site access across dirt, then check the box to the left of "Site Access Across Dirt". Then review the list for something
that applies such as "Stabilized Construcion ingress/Egress" under Tracking Control. Follow along the "Site Access Across Dirt" row until you get to the "Stabilized Construction Ingress/Egress" column and
