This is to report the results of tests to determine the moisture contents of the soils in
the upper three feet below finished grade in the proposed building area at the subject
site in Carlsbad, California.
The soil samples were obtained on February 9, 1982 and the results of the moisture
determinations are presented as follows:

It is concluded from the field observations of the various soil types and the final results of
the moisture determinations that the soils in the upper 2.2 to 3.0 feet below finished grade
at the locations sampled have been sufficiently moistened to minimize the potential expansion
of the soils, as recommended in our report under Project No. 70-10-28D dated October 12,
1971.
It is recommended that positive drainage, 6 inches of vertical fall in 6 feet horizontally,
should be provided around the perimeter of the house in landscaped areas. Drainage systems

should be provided to collect all runoff from roofs and conduct the water in watertight pipes
either into the streets or storm drains. All surface drainageshould be prevented from ponding
adjacent to or running over the tops of slopes. Inlet boxes and watertight pipes should be
installed when necessary to comply with the above requirements.

The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicdnt's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually commences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.

Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself
as the builder of the property improvements specified. For your protection you should be
aware that as "owner-builder" you are the responsible party of record on such a permit.
Building permits are not required to be signed by the property owners unless they are
personally performing their own work. If your work is being perform by sareone other
than yourself, you may protect yourself from possible liability if that person applies for
the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and
to have a business license from the City of Carlsbad. They are also required by law to
put their license number on all permits for which they apply..
If you plan to do your own work, with the exception of various trades that you plan to
subcontract, you should be aware of the following information for your benefit and pro-
tection. If you employ or otherwise engage any persons other than your immediate family,
and the work (including material and other costs) is $200 or more for the entire project,
and such persons are not licensed as contractors or subcontractors, then you may be an em-
ployer. If you are an employer, you must register with the state and federal goiernment
as an employer and you are subject to several obligations including state and federal
inccme withholding, federal social security taxes, workers' compensation insurance, dis-
ability insurance costs, and unemployment contributions. There may be financial risks
for you if you do not carry out these obligations, and these risks are especially serious
with respect to workers' compensation insurance.
For specific information about your obligations under federal law, contact the Internal
Revenue Service (and, if you wish, the U. S. Small Business Administration). For more
specific inforiration about your obligations under state law, contact the Department of
Benefit Payments and the Division of Industrial Accidents.
If the strctre ± intended for sale, property owners who are not licensed contractors
are allowed to cerform their work personally or through their own employees, without
a licensed contractor or subcontractor, only under limited conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure an
"owner-builder" building permit, erroneously implying that the property owner is providing
his or her own labor and material personally. Building permits are not required to be
signed by property owners unless they are performing their own work personally. Informa-
tion about licensed contractors may be obtained by contacting the Contractors State
License Board in your community or at 1020 N Street, Sacramento, CA. 95814.

Dear Carter:
Mr. Pregler was terminated on March 8, 1982 as ind-icated
on the enclosed letter. He was paid for the permit for
our electrical power as we agreed upon. His attempt to
claim otherwise is false and basically dishonorable on
his part since he was personally at San Clemente Savings
today to collect his voucher. He showed the enclosed
letter to San Clemente Savings, whereupon they contacted
us for approval. We approved it and he was paid. He
thereafter approached the building department for a
refund.
