continuous footings are preferable to concrete slabs on grade in living areas where expansive
soil conditions exist.
In order to minimize possible detrimental effects caused by the potentially expansive soils, the
following special design and precautions are recommended'
1. Use continuous, interconnected reinforced concrete footings, where possible, and place these
at a minimumdépth of 2.0 feet below the lowest adjacent exterior final ground surface. If isolated
interior column footings are required, these should be placed at a depth of 2. 5 feet below the lowest
adjqcent ground surface. .

2. Reinforce and interconnect continuously with steel bars all interior and exterior footings with a
minimum of one 05 bar at 3 inches above the bottom of all footings and one 05 bar placed 1 1/2 inches
below the top of the stems of the footings. .
3 Use raised wood floor systems supported on continuous Footings except in garages. Concrete
floor stabs on grade would be at the owner's risk and responsibility. Af concrete slabs on grade are
4' used, these should be reinforced with a minimum of 6 x 6 - 10/10 welded wire fabric and a base
layer of at least 4 inches of 3/4 to 1 inch size crushed rock should be provided beneath all concrete
Slabs. A moisture barrier should be provided above the crushed rock and then 2 inches of sand should
be placed over the trQisture barrier and below the bottom of the slab under living areas.

This is to report the results of tests and observations made in order to inspect the compaction
of filled ground placed oh certain areas of Lots 1 to 5, inclusive, 9 to 15, inclusive, 23 to 53,
nclusive, 55 to 59, inclusive, 61, 64, 67 to 72, inclusive, 75 to 91, inclusive, 104 to 103,
inclusive, 112 to 119, inclusive, 121 to 154, inclusive, 160, 173 to 184, inclusive,186 to 189,
inclusive, 192 to 218, inclusive, 220, 221, 222, 224, 231, 232, 233, 237 to 247, inclusive,
and portions of Unicomlo Street, Alga Road, Luciemaga Street, Luciernago Place, Alisma
Street, Antilope Street, Abelorro Street, Grulla Street, Persa Street, Unicornio Way, Unicomo
Place, Unkornio Court, Unicornio Street, Ave Del Paraiso Street, Abedul Street, Abedul-Place,
and. Zodiac Street in La Costa Meadows Unit No. 1, San Diego County, California. Tests were
also taken in soils placed as backfill over utility lines in Unit No. 1 and in compacted filled
ground placed on Lots 466, 467, 468, 469, and 470 of La Costa Meadows Unit No. 3. Compac-
ting of filled ground has not been completed on Lot 185 and the results of final tests and jnspec-
lions on this lot will be included in our final report on this unit. The fills on Unit No. 1 reported
herein were placed during the period between November 9, 1970 and September 20, 1971.
The approximate areas and depths of filled ground placed under our inspection in accordance with
he approved specifications are shown on the attached Drawing No. 1, entitled "Location of
Compacted Filled Ground. The grading plan used for the placement of filled ground was
prepared by Rick Engineering Company and last revised January 29, 1971.
The approximate locations at which the tests were taken and the final test results are presented
01 pages 1-1 to T-43, inclusive, under the 'Table of Test Results." A group of tests taken
during the initial grading of Alga ibad are included on page T743 of the "Table of Test Results.

The final results of tests and observations indicate that the compacted filled ground has been lcced at 90 percent of the maximum dry density or greater. II has been determined that the
ll materials, can. to 90 percent of the maximum dry density, have a safe bearing value
of 1930 pounds per square Foot for one foot wide continuous footings founded at a minimum depth
OF one foot below Finish grade and placed Five feet or more inside the top of compacted filled
gr&rnd slopes. If footings are placed closer to the exposed slo than 5 feet inside the top of compacted filled ground slopes, these should be deepened one fool below a 1 1/2 horzóntal to
1 vertical line projected outward and downward From a point 5 feet horizontally inside the top
of compacted Filled ground slopes. Tests indicate that the compacted filled ground is adequate
to satisfactorily support the proposed wood frame dwellings without detrimental settlements.
Expansive clay, silty clay, and sandy clay soils were placed in the upper three feet in certain
compacted fill areas and also exist in '!.e upper three feet below finished grade in certain cut
creas. The final classifications of the soil conditions existing on each lot are presented as

The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be i talled by the Leucadia County Water
District. The service lateral is that part o he sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
