PIPES FOR THE TANKLESS WATER HEATER. Applicant to clarify if the new

Plumbing Code, Mechanical Code, Electrical Code and state laws regulating energy
conservation, noise attenuation and disabled access. This plan review is based on regulations
enforced by the Building Department. You may have other corrections based on laws and
ordinances enforced by the Planning Department, Engineering Department or other
departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. The approval of
the plans does not permit the violation of any state, county or city law.
Please make all corrections on the original tracings and submit new complete sets of
prints to:

which each correction on this sheet has been made and return this sheet with the
revised plans.
The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of

Please make all corrections, as requested in the correction list. Submit three new complete
sets of plans for commercial/industrial projects (two sets of plans for residential projects). For
expeditious processing, corrected sets can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad
Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City
will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire
Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil Corporation is complete.
All sheets of plans must be signed by the person responsible for their preparation.
(California Business and Professions Code. PLEASE HAVE THE DESIGNER SIGN
EACH SHEET OF THE PLANS.
Show mechanical ventilation in the toilet room and shower/bathtub area. Bathrooms shall
be mechanically ventilated in accordance with the mechanical code (openable windows
are no longer acceptable). CBC Section 1203.4.2.1. THE FAN SHOULD ALSO BE IN
THE BATH ROOM. NOT JUST THE TOILET.
Glazing in the following locations should be of safety glazing material in accordance with
Section 2406.3 (see exceptions):
Doors and enclosures for bathtubs and showers and in any portion of a building wall
enclosing these compartments where the bottom exposed edge of the glazing is less than
60 inches above a standing surface. PLEASE SHOW TEMPERED FOR THE SHOWER
DOOR IF GLASS.
The skylight shown on the floor plan must be shown on the roof framing plans and
elevations. Provide skylight details to show compliance with Sections 2404 and 2606.5,
or specify on the plans the following information for the skylight(s):
Manufacturer's name.
Model name/number.
ICC approval number, or equal. PLEASE SHOW ON THE PLANS THE ICC
APPROVAL NUMBER OF THE SKYLITE.
14. The garage shall be separated from the residence and its attic area by not less than 1/2"
gypsum board applied to the garage side (at walls). Garages beneath habitable rooms
shall be separated by not less than 5/8" Type X gypsum board. Section 406.1.4. THE
FIRE RATED DOOR FROM THE STORAGE SHOULD BE SELF CLOSING.
18. Sleepers and sills on a concrete or masonry slab that is in direct contract with earth shall
be of naturally durable or preservative-treated wood. 113C, Section 2304.11.2.3. IT

FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that construction comply with the 2007 edition of the California
Building Code (Title 24), which adopts the following model codes: 2006 IBC, 2006 UPC, 2006
UMC and 2005 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2006 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.
Please make all corrections, as requested in the correction list. Submit three new
complete sets of plans for commercial/industrial projects (two sets of plans for residential
projects). For expeditious processing, corrected sets can be submitted in one of two
ways:
Deliver all corrected sets of plans and calculations/reports directly.to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
Plans deviating from conventional wood-frame construction shall have the
structural portions signed and sealed by the California state licensed engineer or
architect responsible for their preparation, along with structural calculations..
(California Business and Professions Code).
The dimensions from plans to elevations do not match. Please coordinate.
Provide a statement on the Title Sheet of the plans, stating that this project shall
comply with the 2007 California Building Code, which adopts the 2006 IBC, 2006
UMC, 2006 UPC and the 2005 NEC.
Please revise the section numbers and notes on the plans to match the 2006
IBC, as adopted by California.
Show locations of permanently wired smoke alarms with battery backup as
follows (Section 907.2.10.1.2):
Inside each bedroom.
On the ceiling or wall outside of each separate sleeping area in the
immediate vicinity of bedrooms.
In each story within a dwelling unit, including basements.
NOTE: Where more than one smoke alarm is required to be installed within a
unit, the smoke alarms shall be interconnected in such a manner that the
activation of one alarm will activate all of the alarms in the unit. Section
907.2.10.3.
Where an addition, alteration or repair to an individual, dwelling unit or guestroom
in Group R requires a permit, battery-operated smoke alarms shall be installed in
the existing construction in accordance with the preceding item. Section
907.2.10.5.2.
Show mechanical ventilation in the toilet room and shower/bathtub area.
Bathrooms shall be mechanically ventilated in accordance with the mechanical
code (openable windows are no longer acceptable). CBC Section 1203.4.2.1.
Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.3 (see exceptions):
a) Doors and enclosures for bathtubs and showers and in any portion of a
building wall enclosing these compartments where the bottom exposed
edge of the glazing is less than 60 inches above a standing surface.
The skylight shown on the floor plan must be shown on the roof framing plans
and elevations. Provide skylight details to show compliance with Sections 2404
and 2606.5, or specify on the plans the following information for the skylight(s):
Manufacturer's name.
Model name/number.
ICC approval number, or equal.
Draftstopping shall be installed in attics, such that any horizontal area does not
exceed 3,000 square feet. Please show the location on the roof framing plan and
the construction of this draft stop. Section 717.4.3.
Show the required attic ventilation or each draft stopped area on the plans.
Show "area required" and "area provided." The net free ventilating area shall not
be less that 11150th of the area of the space ventilated. Further, 50% of the
opening area must be provided with ventilators in the upper portion (at least 3'
above eave or cornice) with the balance of ventilators provided by eave or
cornice vents. Exception: 11300th ventilation area is permitted where, in addition
to the requirementsabove, a vapor retarder is installed on the warm side of the
attic insulation. Section 1203.2.
Show location of attic access to each draft stopped area with a minimum size of
22"x30", unless the maximum vertical headroom height in the attic is less than
30 inches. Access must be provided to each separated attic area. Section
1209.2.
The garage shall be separated from the residence and its attic area by not less
than 1/2" gypsum board applied to the garage side (at walls). Garages beneath
habitable rooms shall be separated by not less than 5/8" Type X gypsum board.
Section 406.1.4.
Garages are not permitted to open into a room used for sleeping purposes.
Section 406.1.4.
Show distance from foundation to edge of cut or fill slopes ("distance-to-
daylight") and show slope and heights of cuts and fills. Figure 1805.3.1.
Note on plans that surface water will drain away from building and show drainage
pattern. The grade shall fall a minimum of 5% within the first 10 feet (2% for
impervious surfaces). Section 1803.3.
Sleepers and sills on a concrete or masonry slab that is in direct contract with
earth shall be of naturally durable or preservative-treated wood. IBC, Section
2304.11.2.3.
Show foundation bolt size and spacing. Foundation bolt size and spacing for
braced walls must be clearly shown on the foundation plan.
Sill plate size and anchorage. 1I Anchor bolts shall be provided with
square washers in accordance withSection 2305.3.11. Show the 3" square x
0.229" plate on the plans.
Show size, embedment and location of hold down anchors on foundation plan.
Section A106.1.1.
. FRAMING
Provide complete structural -details on the plans with cross referencing as
needed to show the structural framing will comply with the design calculations
and building code requirements. Section A106.1.1.
Provide minimum structural specifications on the plans to show that all structural
materials will comply with the design calculations and building code
requirements. Section A106.1.1.
Provide truss details and truss calculations for this project OR provide a
prominent note on the title sheet, cover sheet, of the plans stating that trusses
are deferred. If provided, specify on the plans the truss identification numbers.
Provide roof framing plan and floor framing plan. Section A106.i.1.
At valleys and hips, there shall be a single valley of hip rafter not less than 2-inch
nominal thickness and not less in depth than the cut end of the rafter. Section
2308.10.4.
Provide framing sections in both the N/S and E/W direction. A section is called
out on sheet I and is reference to sheet 3. Please provide sheet 3 or correct the
reference. Section A106.1.1.
Provide vertical load calculations for framing members and footings. Show all
loads and the load path from the roof to the foundation. Section A106.1.1.
The calculations should use a roof live load of 20 psf. This may be reduced for
pitch, but for 4:12 roofs the roof live load may not be reduced below 20 psf. This
differs from previous codes. Section 1607.11.2.1.
Provide lateral load calculations for shear panels, shear transfer and related.

The following design loads shall be clearly indicated on the construction

Special Inspection for Seismic Resistance
Special inspection for seismic resistance shall be noted on the plans for the
following conditions in accordance with Section 1707.

professional in responsible charge, shall be submitted. This statement shall
include a complete list of materials and work requiring special inspection, the
inspections to be performed and an indication whether the special inspection will
be continuous or periodic. Section 1705.2.
Additional requirements for MINbi (Conventional construction).
Structures of conventional light-frame construction in SDC D and E, as
determined in Section 1616, should conform to Sections 2308.12.1 through
2308.12.9, in addition to the requirements for SDC B and C in Section 2308.11.
Braced wall line spacing. Spacing between interior and exterior braced
wall lines shall not exceed 25 feet. (Section 2308.12.3)
Braced wall line sheathing. Braced wall panels should be clearly
indicated on the plans. Braced wall lines should consist of braced wall
panels that meet the requirements for location, type, and amount of
bracing specified in Table 2308.12.4. Braced wall panels should be in line
or offset from each other by not more than 4 feet. Braced wall panels
should start at not more than 8 feet from each end of a braced wall line. A
designed collector should be provided if the bracing begins more than 8
feet from an end of a braced wall line in. Construction of braced wall
panels should be by one of the methods prescribed by this section.
Steel plate washers. Steel plate washers shall be placed between the
foundation sill plate and the nut. Such washers shall be a minimum of
0.229" by 3" by 3" in size. (Section 2308.12.8)
MECHANICAL
35. Show on the plans the location, type and size (BTU's) of all heating and cooling
appliances or systems.
. ELECTRICAL
36. Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels: If the service is over 200
amperes, submit a single line diagram, panel schedules, and provide service
load calculations.
37. Note on the plans that receptacle outlet locations will comply with CEC Article
210.52(A).
38. Per CEC Article 210.11(C)3, note on the plans that bathroom circuiting shall be
either:
A 20 ampere circuit dedicated to each bathroom, or
At least one 20 ampere circuit supplying only bathroom receptacle outlets.
39. Show on the plans a wall receptacle adjacent to each lavatory in the bathroom.
CEC Article 210.52(D).
40. Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room; in bathrooms with electric power;' and at the exterior side of
outdoor entrances or exits. CEC Article 210.70(A).
41. Provide GFCI protection to all 125-volt, single-phase, 15- and 20- ampere
receptacles installed in bathrooms, laundries, and outdoors. CEC Article 210.8.

43. Provide a, note on the plans: The control valves in bathtubs, whirlpool bathtubs,
showers and tub-shower combinations must be pressure balanced or
thermostatic mixing valves. CPC Section 414.5 and 418.0.
44. Specify on the plans: Water conserving fixtures: New water closets shall use no
more than 1.6 gallons of water per flush, lavatories and kitchen faucets may not
exceed 2.2 GPM, and showers may not exceed 2.5 GPM of -flow. CPC Section
402.0.

Ensure that. the meter proposed by the owner/developer is not oversized.
Oversized meters are inaccurate during low-flow conditions. If it is oversized, for
the life of the meter, the City will not accurately bill the owner for the water used.
All single family dwelling units received "standard" 1" service with 5/8" service.
If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations, which
include total fixture counts and maximum water demand in gallons per-minute
(gpm). A typical fixture count and water demand worksheet is attached. Once
the gpm is provided, check against the "meter sizing schedule" to verify the
anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the installation of
multiple 2" services as needed to provide the anticipated demand. manifolds
are considered on case by case basis to limit multiple trenching into the
street).

All irrigation meters must be sized via irrigation calculations in gpm) prior to
approval. The developer must provide these calculations. Please follow these
guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

If the improvement plans do not list . the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans wI a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case

Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:

In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water
service boundary, the City intends on switching these, irrigation
services/meters to a new recycled water line in the future.

Recycled water meters are sized the same as the irrigation meter above.
. If a project fronts a street with recycled wateri then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. .Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, .but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
• Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

Gentlemen:
This letter has been prepared to update the status and applicability of the referenced getechnical
report. In order to prepare this update letter, we have reviewed the referenced report, performed a site
visit, and discussed site details with you. We understand that proposed improvements will consist of
constructing additions to the existing residence.
Based on review of the referenced report and the site visit, the proposed residence is underlain by
Torrey Sandstone consisting of dense silty sand. We understand that the proposed improvements will
consist of additions to the north and west side of the existing residence. The area is currently covered
by hardscape. The additions will be supported on a conventional shallow foundation system with a
concrete slab-on-grade floor system.
The recommendations in the project soils report (Reference 1) remain applicable to the proposed
addition. The foundation recommendations are reiterated here with updated seismic design
parameters.

The following table summarizes site-specific seismic design criteria obtained from the 1997 Uniform
Building Code (UBC). The values listed in Table 1 are for the Rose Canyon Fault (located
approximately 7 miles west of the site), which is identified as a Type B fault.

Shallow foundations for the structure addition should consist of continuous strip footings and/or
isolated spread footings. Continuous footings should be at least 12 inches wide and extend at least 12
inches below lowest adjacent grade into competent compacted fill or undisturbed formational
material. Isolated spread footings should have a minimum width of 2 feet and should extend at least
12 inches below lowest adjacent grade. Steel reinforcement for continuous footings should consist of
at least two No. 4 steel reinforcing bars placed horizontally in the footings; one near the top and one
near the bottom. Steel reinforcement for the spread footings should be designed by the project
structural engineer.
The recommended allowable bearing capacity for foundations bearing in properly compacted fill or
formational materials is 2,000 pounds per square foot (psf). The value presented above is for dead
plus live loads and may be increased by one-third when considering transient loads due to wind or
seismic forces.
Concrete slabs-on-grade should be designed in accordance with the project soils report referenced
above.
Project foundation plans should be reviewed to evaluate whether the recommendations of the
referenced soils report and this update report are incorporated into design. Foundation excavations
should be observed by the Geotechnical Engineer (a representative of Geocon Incorporated) prior to
the placement of reinforcing steel and concrete to verify that the exposed soil conditions are
consistent with those anticipated.
