You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 2002 NEC. Plans should reflect 2002 NEC, which was just recently adopted. All bedroom branch circuits now require arc fault protection. Energy calculations to note whether radiant barrier required, owner/designer to sign the CF1-R forms and appears max 20% allowed is exceeded per the fenestration calculations? Could not determine why noting 220 GFCl between new shower and master tub. TV and outlet are not allowed as shown at master bath per NEC 410-57 (c). Recheck plans for tempered window locations i.e. within 2 ft of interior/exterior doors, shower/tub areas and stairwells if applicable. 2050's to be tempered as shown at master bedroom on sheet 3. Carlsbad 06-0143 01/27/06 Dimension on the plans 30" clear width for water closet compartments and 24" clearance in front of water closet. Section 2904. See master bath for example where generally requires a minimum of 4 1/2 to 5 ft to allow for minimum 24" clearance in front. Verify smoke detectors shown at vaulted ceilings when height is 24 inches or more above the ceiling height in the hallway. See master bedroom. Study with closet is considered a potential bedroom and must be shown with smoke detector inside and outside of room. If applies: Smoke detectors are required by their listing to be a minimum of 3 ft from any air producing device i.e. ceiling fans, supply and return air. Verfiy added smoke detectors will be a minimum of 3 ft away from ceiling fan for example. Note on plans if BBQ is a part or not a part of this permit. If a part then note on plans" Installation Guide to be provided to Building Inspector to verify all clearances to combustibles". (Generally not allowed to have roof overhead and wall/counter framing to be non combustible framing). Please verify that exterior fireplace is listed for this application (generally required to be stainless steel to resist corrosion). Could not determine what the size of windows are to be new living room wall on the right side. These windows to meet current U and SHGC values. Show or note that doors may open to the exterior only if the floor or landing is not more than one inch lower than the door threshold. Section 1003.3.1.6 See dining room for example on sheet 2. Show on the plans compliance with the residential energy lighting requirements. Electrical plan to reflect locations (not notes) of new T-24 requirements for all rooms i.e. photo control motion detectors, occupancy sensors, dimmers, verify plans reflect locations of required fluorescents/ high efficacy lighting etc. In bathrooms, garages, laundry rooms, and utility rooms all fixtures must be high efficacy style or be controlled by a manually-on occupancy sensor. All other rooms require any installed fixtures to be high efficacy or be controlled by a manually-on occupancy sensor or dimmer. (Closets under 70 square feet are exempt). Outdoor lighting fixtures are required to be high efficacy or controlled by a combination photocontrol/motion sensor. Note: Generally a high efficacy style of fixture is fluorescent complete with electronic ballasts. Regular incandescent, quartz halogen and halogen MR lamps do not comply. Carlsbad 06-0143 01/27/06 Provide heating/load calculations to shown that existing 75 k FAU with 75 efficiently is adequate for a 3500 sq ft house. Verify existing AC condenser adequate. For any alternation where replacement of mechanical equipment (air handler, condensing unit of an air conditioner or heat pump, cooling or heating coil, or the furnace heat exchanger) is made, special inspection for duct sealing is required. (If a total (new and existing) of more than 40' of duct is installed in unconditioned space) Note: Table 8-3 in the Energy Manual may be applicable. (Prescriptive requirement) Complete special inspection form for epoxy bolts and need to add duct testing per item above. Is existing electrical panel location unaffected by proposed addition(s) and is it adequate for the additional sq footage proposing? All bedroom branch circuits now require arc fault protection. Per City Policy listed below a soils report is required for this 2 story addition. Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this value in the soils report and on the plans. Section 1629.4.2. Investigate the potential for seismically induced soil liquefaction and soil instability in Seismic Zones 3 and 4. Section 1804.5 Note on the plan the soils classification, whether or not the soil is expansive and note the allowable bearing value. Section 106.3.3. If applies: The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: The building pad was prepared in accordance with the soils report, The utility trenches have been properly backfilled and compacted, and The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." Is this to occur at post below and 7/8" all thread to Strong Wall above? Detail and reference this connection and verify adequate connection shown at foundation below and that detail reflects any required squash blocks. What is maximum spacing of 4x's for detail 10/6? The calculations are using 4#'s a ft for tile. Please provide a listing number that will reflect 4#'s proposing. The ICBO report ER 4660 noting on sheet 2 states minimum is 5.5. Please follow these guidelines: If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W'. The irrigationservice should look like: STA 1+00 Install 2" service and 1.5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. Our investigation has found that the area of improvement is underlain by topsoil and compacted fill to a depth of approximately 3 feet below existing grade. The fill soil was underlain by medium dense to dense sandstone of the Santiago Formation to the explored depth of 4 feet. It is our opinion that the proposed development is feasible provided the recommendations herein are implemented in the design and construction. Respectfully submitted, Mamadou Saliou Diallo, P.E. RCE 54071, GE 2704 MSD/md YUAN/ PANG PROJECT NO. 06-1147F3 INTRODUCTION This is to present the findings and conclusions of a soil investigation for a proposed two-story addition to the existing residence located at 2207 Vista Chaparral, in the City of Carlsbad, California. The objectives of the investigation were to evaluate the existing soils conditions and provide recommendations for the proposed construction SCOPE OF SERVICES The following services were provided during this investigation: Site reconnaissance and review of published geologic, seismological and geotechnical reports and maps pertinent to the project area Excavation of two (2) exploratory boreholes within the limits of the proposed area of development. The boreholes were logged by our Staff Geologist. Collection of representative soil samples at selected depths. The obtained samples were sealed in moisture-resistant containers and transported to the laboratory for subsequent analysis. Laboratory testing of samples representative of the types of soils encountered during the field investigation Geologic and engineering analysis of the field and laboratory data, which provided the basis for our conclusions and recommendations Production of this report, which summarizes the results of the above analysis and presents our findings and recommendations for site development YUAN/ PANG PROJECT NO. 06-1147F3 SITE DESCRIPTION AND PROPOSED CONSTRUCTION The subject site is a rectangular-shaped residential lot located on the west side of Vista Chaparral, in the City of Carlsbad, California. A two-story house occupies the property. The site is a part of a previously graded subdivision. It is our understanding that the proposed construction will include a two-story, wood- framed addition to the north side of the existing house. The new structure will be founded on continuous footings with a slab-on- grade floor. FIELD INVESTIGATION AND LABORATORY TESTING On July 13, 2006, two (2) exploratory boreholes were drilled to a depth of approximately 4.0 •feet below existing grade with a hand auger. The approximate locations of the boreholes are shown on the attached Plate No. 1, entitled "Location of Exploratory Boreholes". A continuous log of the soils encountered was recorded at the time 6 f drilling and is shown on Plate No. 2 entitled "Summary Sheet". The soils were visually and texturally classified according to the filed identification procedures set forth on the attached Plate No. 3 entitled "USCS Soil Classification". Following the field exploration, laboratory testing was performed to evaluate the pertinent engineering properties of the foundation materials. The laboratory-testing program included moisture and density, particle size analysis, maximum dry density and optimum moisture content, and expansion index tests. These tests were performed in general accordance with ASTN standards and other approved methods. Page L-1 and Plate No. 2 provide a summary of the laboratory test results. SUBGRADE CONDITIONS Topsoil was encountered to a depth of approximately 8 to 12 inches below existing grade. These soils generally consisted of loose, silty sand with some rootlets. The topsoil was underlain by compacted fill soils to a depth of approximately 3 feet. The fill soils consisted of silty, fine-grained sand with a medium dense consistency. Medium dense to dense sandstone of the Santiago Formation was underlying the fill soils to the explored depth of approximately 4.0 feet. 3 YUAN/PANG PROJECT NO. 06-1147F3 EXPANSIVE SOILS An expansion index test was performed on a representative sample of the existing fill soils to determine volumetric change characteristics with change in moisture content. An expansion index of 0 indicates a very low expansion potential for the foundation soils. GROUNDWATER Static groundwater was not encountered during the course of our investigation. The site is located at an elevation of approximately 200 feet above Mean Sea Level. We do not expect. groundwater to affect the proposed development. Recommendations to prevent or mitigate the effects of seasonal perched water are presented in the Drainage section of this report. GEOLOGIC HAZARDS A review of the active fault maps pertaining to the site indicates the existence of the Rose Canyon Fault Zone approximately 8.5 Km to the west. Ground shaking from this fault or one of the major active faults in the region is the most likely happening to affect the site. With respect to this hazard, the site is comparable to others in the general area. This includes site reconnaissance; field investigation; laboratory testing and our general knowledge of the soils native to the site. The site is suitable for the proposed residential addition provided the recommendations set forth are implemented during construction. GRADING AND EARTHWORK Site grading should consist primarily of clearing and grubbing, i.e. the removal of vegetation, topsoil and deleterious materials. Based on our field investigation, medium dense to dense fill soils are underlying the proposed addition area to a depth of approximately 3 feet below existing grade. It is our opinion that these fill soils are adequate for the support of the residential addition. Foundation excavations should be observed by a representative of this firm to assure competent bearing soils. FOUNDATIONS AND SLABS Continuous and spread footings are suitable for use and should extend a minimum of 18 inches for the two-story addition into the medium dense to dense fill soils or sandstone of the Santiago Formation. Continuous footings should be at least 15 inches in width and reinforced with four #4 steel bars; two bars placed near the top of the footings and the other two bars placed near the bottom of the footings. New footings should be dowelled to the existing footings according to the structural engineer requirements. Interior concrete floor slabs should be a minimum of 4 inches thick. Reinforcement should consist of #3 bars placed at 16 inches on center each way within the middle third of the slabs by supporting the steel on chairs or concrete blocks "dobies". The slabs should be underlain by 2 inches of clean sand over a 10-mu visqueen moisture barrier. The effect of concrete shrinkage will result in cracks in virtually all concrete slabs. To reduce the extent of shrinkage, the concrete should be placed at a maximum of 4-inch slump. The minimum steel recommended is not intended to prevent shrinkage cracks. Where moisture sensitive floor coverings are anticipated over: the slab, the 10-mil plastic moisture barrier should be underlain by a capillary break at least 2 inches thick, consisting of coarse YUAN/PANG PROJECT NO. 06-1147F3 sand, gravel or crushed rock not exceeding 3/4 inch in size with no more than 5 percent passing the #200 sieve. An allowable soil bearing value of 1,725 pounds per square foot may be used for the design of the above footings founded into the existing fill soils or dense sandstone of the Santiago Formation. This value may be increased by 300 psf for each additional foot of width or depth to a maximum value of 4,500 lb/ft2 as set forth in the 1997 Edition of the Uniform Building Code, Table No. 18-I-A. Lateral resistance to horizontal movement may be provided by the soil passive pressure and friction of concrete to soil. An allowable passive pressure of 250 pounds per square foot per foot of depth may be used. A coefficient of friction of 0.35 is recommended. The soils passive pressure as well as the bearing value may be increased by 1/3 for wind and seismic loading. SETTLEMENT Settlement of compacted fill is normal and should be anticipated. Because of the minor thickness of the fill soils under the proposed footings and the light building loads, the total and differential settlement should be within tolerable limits. TRENCH EXCAVATION AND RACKFILL Excavations for foundation and on-site utility trenches may be made vertically for shallow depths and must be either shored or sloped at 1H: lv for depths greater than 4 feet. OSHA guidelines for trench excavation safety should be followed during construction. Utilities should be bedded and backfilled with clean sand or approved granular soil to a depth of at least one foot over the pipe. This backfill should be uniformly watered and compacted to a firm condition for pipe support. The remainder of the backfill may be on-site soils or non-expansive imported soils, which should be placed in thin lifts, moisture-conditioned and compacted to at least 90% relative compaction (ASTM D1557) DRAINAGE Adequate measures should be undertaken to properly finish grade the site after the addition and other improvements are in place, such that the drainage water within the site and adjacent properties is directed away from the foundations, footings, floor slabs and the tops of slopes via surface swales and subsurface drains towards the natural drainage for this area. A minimum gradient of 1 percent is recommended in hardscape areas. For earth YUAN/ PANG PROJECT NO. 06-1147F3 areas, a minimum gradient of 5 percent away from all structures for a distance of at least 5 feet should be provided. Earth swales should have a minimum gradient of 2 percent. Drainage should be directed to approved drainage facilities. Proper surface and subsurface drainage will be.-required to minimize the potential of water seeking the level of the bearing soils under the foundations, footings and floor slabs, which may otherwise result in undermining and differential settlement of the new addition and other improvements. FOUNDATION EXCAVATION OBSERVATION Foundation excavations should be observed by our representative prior to the placement of forms, reinforáement or concrete for conformance with the plans and specifications and the intent of the recommendations herein. LIMITS OF INVESTIGATION Our investigation was performed using the skill and degree of care ordinarily exercised, under similar circumstances, by reputable soils engineers and geologists practicing in this or similar localities. No other warranty, expressed or implied, is made as to the conclusions and professional advice included in this report. This report is prepared for the sole use of our client and may not be assigned to others without the written consent of the client and ECSC&E, Inc. The samples collected and used for testing, and the observations made, are believed representative of site conditions; however, soil and geologic conditions can vary significantly between exploration borings, test pits and surface exposures. As in most major projects, conditions revealed by construction excavations may vary with preliminary findings. If this occurs, the changed conditions must be evaluated by a representative of ECSCE and designs adjusted as required or alternate designs recommended. This report is issued with the understanding that it is the responsibility of the owner, or of his representative to ensure that the information and recommendations contained herein are brought to the attention of the project architect and engineer. Appropriate recommendations should be incorporated into the structural plans. The necessary steps should be taken to see that the contractor and subcontractors carry out such recommendations in the field. The findings of this report are valid as of this present date. However, changes in the conditions of a property can occur with the 7 YUAN/PANG PROJECT NO. 06-1147F3 passage of time, whether they are due to natural processes or the works of man on this or adjacent properties. In addition, changes in applicable or appropriate standards may occur from legislation or the broadening of knowledge. General Description. The intent of these specifications is to obtain uniformity and adequate strength in filled ground so that the proposed structures may be safely supported. The procedures include the clearing and preparation of the land to be filled, processing the fill soils, the spreading, and compaction of the filled areas to conform with the lines and grades as shown on the approved plans. The owner shall retain.a Civil Engineer qualified in soil mechanics (herein referred to as engineer) to inspect and test earthwork in accordance with these specifications. The engineer shall advise the owner and grading contractor immediately if any unsatisfactory conditions are observed to exist and shall have the authority to reject the compacted filled ground until such time that corrective measures are taken, necessary to comply with the specifications. It shall be the sole responsibility of the grading contractor to achieve the specified degree of compaction. . Preparing Areas to be Filled All brush, vegetation and any biodegradable refuse shall be removed or otherwise disposed of so as to leave the areas to be filled free of vegetation and debris. Any uncompacted filled ground or loose compressible natural ground shall be removed unless the report recommends otherwise. Any buried tanks or other structures shall be removed and the depression backfllled to the satisfaction of the engineer. The natural ground which is determined to be satisfactory for the support of the filled ground shall then be plowed or scarified to a depth of at least 12 inches (12"). After the natural ground has been prepared, it shall then be brought to the proper moisture content and compacted to not less than 90 percent of maximum dry density in accordance with ASTM D1557-91. Where fills are made on slopes greater than 20 percent, horizontal benches shall be cut into the firm natural ground. The initial bench at the toe of the fill shall be at least 15 feet in width on firm undisturbed natural ground The width of all succeeding benches shall be at least 6 feet. APPENDIX A 2 3. Fill Materials All material shall be approved by the engineer and shall consist of materials free from vegetable matter, and other lumps greater than 6 inches in diameter. If, during grading operations, soils are found which were not encountered and tested in the preliminary investigation, tests on these soils shall be performed to determine their physical characteristics. Any special treatment recommended in the preliminary or subsequent soils reports not covered herein shall become an addendum to these specifications. 4. Placing and Compacting Fill Materials When the moisture content of the fill material is below that specified, water shall be added until the moisture content is near optimum to assure uniform mixing and effective compaction. When the moisture content of the fill materials is above that specified, the fill material shall be aerated by blading and scarifying or other satisfactory methods until the moisture content is near optimum as specified. After processing, the suitable fill materials shall be placed in layers which, when compacted, shall not exceed six inches (6"). Each layer shall be spread evenly and shall be thoroughly mixed during the spreading insure uniformity of materials and moisture in each layer. After each layer has been placed, mixed and spread evenly, it shall be thoroughly compacted to not less than the density set forth in paragraph 2 (c) above. Compaction shall be accomplished with approval types of compaction equipment. Rolling shall be accomplished while the fill material is at the specified moisture content. In place density tests shall be performed in accordance with ASTM D1556-90. The surfaces of the fill slopes shall be compacted by means of sheepsfoot rollers or other suitable equipment. Compacting operations shall be continued until the slopes are stable and until there is no appreciable amount of loose soil on the slopes. 5. Inspection Sufficient inspection by our firm or the Soil's Engineer of record and/or his/her representative shall be maintained during the filling and compacting operations so that he/she can verify that the fill was constructed in accordance with the accepted specifications. 6. Seasonal Limits No fill material shall be placed, spread, or rolled if weather conditions increase the moisture content above permissible limits. When the work is interrupted by rain, fill operations shall not be resumed, until the moisture content and density of fill are as previously specified. Provide a elevation of rear wall reflecting how this will be addressed. Please verify that all hold down locations reflect an appropriate detail i.e. from floor to floor, floor to beams, floor to rim joist where applicable. The left side of strong wall does not reflect any resisting members or hold downs on the left side at 1st floor on sheet 5 i.e. post and adequate hold down. Plans are reflecting a PH2 to resist upper floor Strong wall and overturning from 1st floor 6 ft panel? Notes in ink and changes in ink to be on vellums or CAD drawings so as to be a permanent part of the plans. This occurs in various places. i.e. noting steel strong wall 24 x 9 on sheet 4.
