The following notes specifying mandatory requirements should be incor-
porated on plan sheets, or contained within job specification documents.
MANDATORY ENERGY CONSERVATION REQUIREMENTS
OF rHIi STATE OF CALIFORNIA
(I) All heating, ventilating, air conditioning, and water heating
equipment shall meet all of the requirements of the Appliance
Efficiency Standards and shall be certified by the California
Enerav Commission.
A two stage thermostat, which controls the supplementary heat
on its second stage, shall b. providCd• for heat pumps.
Thermostats shall be equippad with an automatic setback, which
the building occupant can program to automatically set back
the thermostat twice in 24 hours.
Equipment which requires preventive maintenance to maintain
efficient operation shall be furnished with complete necessary
maintenance information.
All gas-fired fan type central furnaces, gas-fired fan type
wall furnaces, and cooking appliances shall be equipped with
an intermittent ignition device.
All fan systems exhausting air to the outside shall be pro-
vided with backdraft dampers.
All transverse duct, plenum, and fitting joints shall be
sealed with pressure sensitive tape or mastic to prevent air
loss and shall be insulated to conform to the provisions of
Section 1005 of the UMC, 1982 Edition.
A vaper barrier is required in climate zone 1, 14, and 16.
All manufactured windows and sliding glass doors shall meet
the 1972 ANSI air infiltraticn standards and shall be certi-
fied and labeled.
All swinging doors and windows leading to unconditioned areas
shall be fully weather-stripped.
Storage type water heaters and storage and backup tanks for
solar systems shall be externally wrapped with R-12 insulation
or greater.
The five feet of pipe closest to the water heater, if outside
conditioned space, shall be insulated with a minimum of R-3.
Steam and steam condensation return piping and recirculating
hot water piping outside the building envelope shall be
insulated in accordance with T20-1406(d).
Lamps used in luminaries for general lighting in kitchens and
bathrooms shall have an efficiency of not less than 25 lumens
per watt.
Showerheads and faucets shall be equipped with flow restrictors
as outlined in the appliance efficiency standards and shall be
certified to the Energy Commission.
Masonry and factory-built fireplaces on exterior walls, shall
be equipped with tight-fitting closeable metal or glass doors
covering the entire opening of the firebox; a combustion air
intake equipped with a readily accessible, operable, and
tight fitting damper to draw air from the outside of the
building; and a tight fitting flue damper with a readily
accessible control.
Insulation used shall comply with California Quality Standards.
The insulation installer shall post a signed certificate....
Section 276. Insulation Certificate (All Occupancies). After
installing insulation, the installer shall post in a conspicuous
location in the building a certificate signed by the installer
and the builder stating that the installation conforms with
the requirements of Title 24, Part 2, Chapter 2-53, and that
the materials installed conform with the requirements of
Title 20, Chapter 2, Subchapter 4, Article 3. The certificate
shall state the manufacturers name and material identification,
the installed "R" value, and (in applications of loose fill
insulation) the minimum installed weight per square foot con-
sistent with the manufacturer's labeled density for the desired
"R" value.
For infiltration control all openings and penetrations must
be caulked and sealed, such as around windows, at sole plates,
and openings for utility pipes and wires.

Dear Mr. Gaitaud:
The following report has been prepared to present the
results of the investigation of soil conditions for the
subject property.
PROJECT DESCRIPTION AND SCOPE OF WORK
This investigation was undertaken at your request to
determine the supporting capacities and engineering charac-
teristics of the existing bearing soils and to provide infor-
mation for site preparation and subsequent foundation designs
for your proposed.residential buildings with wood-frame and
slab-on-grade construction.
The subject property has 50 feet fronting on Walnut
Avenue and a depth of 100 feet. The site contains an exist-
ing single-story, wood-framed apartment building, to be
razed for future construction, in the front half and a two-
story apartment building in the rear which is proposed to be
incorporated into the new construction. The site is essenti-
ally level with a minimal fall toward Walnut Avenue.
GEOLOGY AND SEISMICITY
The earth materials immediately underlying the site are
poorly cemented, medium to finely grained sands. Lithologi-
cal].y, they resemble the Pleistocene Linda Vista Formation
which crops out to the south near San Diego. No recent
faulting or major earthquake epicenters (greater than Richter
5.0 M) have been reported in the immediate area. Seismic
risks for the site stem principally from the Elsinore Fault

Zone, located approximately forty miles to the northeast, and
the postulated off-shore projection of the Rose Canyon Fault
(Legg and Kennedy, 1979) situated about six miles west of
Oceanside. Both faults are considered active or potentially
active. From empirical correlations (Housner, 1970) and the
seismic history of these zones, it is considered that a
maximum probable earthquake of 6.0 to 6.5 should be antici-
pated for planning and design purposes.
SITE INVESTIGATION
Four trenches were excavated on January 6, 1986 to
provide access for examination of subsurface conditions and
sampling of the underlying soils for testing. Representa-
tive samples of the soils encountered were classified in the
field and tested in the laboratory to determine selected
engineering properties.
In order to provide more direct correlation between
field and laboratory testing and to aid in evaluating allow-
able bearing values, in-place density tests and dynamic cone
penetration tests were made at representative locations in
the trenches and boring. Results of these tests and field
descriptions are shown on the attached trench logs.
LABORATORY TESTING
The on-site soils were determined to be nonexpansive.
Moisture-density curves were prepared on representative
samples of the soil types encountered in accordance with ASTM
D-1557-78 with the following results:

FINDINGS AND RECOMMENDATIONS
The following summarized findings and recommendations
are based on analysis of all the data and information obtain-
ed from our soil investigation conducted on this site. This
includes our visual inspections of the site, field investiga-
tion, review of published soils and geological data and
existing reports on adjacent properties, and our general
knowledge and experience with the area and the encountered
soil types.
There were no obvious geologic hazards detected during
the investigation which would preclude the development of the
site as described herein. However, unusual soil conditions
were encountered (loose surf icial soils to depths of three to
five feet and man-made subsurface structures of unknown
extent) which will require significant remedial
reconstruction.
The existing two-story building which is to be incorpo-
rated into the proposed project is supported on conventional
shallow foundations based in the loose surface soils. In our
opinion, the soils beneath the building were inadequately
prepared prior to the construction of the foundations. Also,
there is evidence of old buried concrete structures which
should have been removed. For these reasons, we recommend
that the proposal to physically include the existing building
into the larger structure to be constructed around it be
changed. Either the existing building should be demolished,
or the project design should be changed to isolate it physi-
cally from any new structures, or a new foundation to replace
the existing foundation should be designed and constructed.
It has been suggested that a grade beam and pier foundation
might be feasible to accomplish this last alternative.
Preliminary recommendations and soil design parameters for
such a foundation system are presented later in this report.
Any such design should be prepared by the project structural
engineer.
It is our opinion that the site is suitable for develop-
ment with respect to soil conditions, provided the recommen-
dations contained in this report are incorporated into the
project planning, design, and grading considerations.
General Soil Conditions and Site Preparation
The relatively uniform natural soil profile
for the site shows three to five feet of loose,
brown, silty, fine to medium SAND (SM) over a dense
orange-brown, silty, fine to medium SAND. These

soils are not detrimentally expansive and, there-
fore, no special consideration need be given this
aspect of the foundation design or construction.
In addition to loose natural soils, loose
fills and an improperly prepared subgrade were
encountered beneath the existing structures.
Trench No. 2 disclosed the presence of an old,
loosely backfilled, concrete structure beneath pier
and slab foundations. Restricted access prevented
the determination of actual depth and dimensions of
the old structure at this time. Past experience
suggests that the structure may be related to an
old sewage disposal system (i.e. septic tank,
seepage pits, etc.). Because of the past improper
site preparation, the potential for encountering
additional subsurface structures should be
anticipated.
The loose surficial soils (to a depth of
approximately three feet) having an in-situ rela-
tive compaction of less than 83% are potentially
subject to large rapid settlement upon wetting
and/or loading. These soils, as well as loose man-
made fills, require recompaction. All loose soils
located under proposed structures and for a minimum
distance of five feet beyond, in plan view, should
be removed and recompacted to a relative compaction
of at least 90% ASTM D-1557-78. The depth to which
the recompaction operation will be taken will
depend on the depth at which the dense natural
soils are encountered. This depth is expected to
be between three and five feet below the existing
surface. Recompaction operations should not be
performed within five feet of any existing
foundations unless provision are made to protect
the structure from probable settlement.
All grading, clearing, and recompaction opera-
tions should be performed in accordance with the
applicable grading specifications appended to this
report and the City of Carlsbad Grading Ordinance
and should be observed by a qualified soils engi-
neer at the time the work is performed.
Foundations
Considering the proximity of active and poten-
tially active seismic zones, designs for structures
which are required to resist lateral earthquake

loads should anticipate potential bedrock ground
accelerations of up to 0.2 g.
Conventional concentrically loaded spread
footings are recommended for foundation support.
All footings should extend a minimum of 12 inches
into the dense natural marine sands or properly
compacted on-site marine sands. Building code
standards may require greater footing depths.
Continuous and square footings should have
minimum widths of 12 and .24 inches, respectively.
Actual footing dimensions will, of course, depend
on the structural characteristics of the building
program.
Bearing Capacity
Footings founded in the properly recompacted
surficial sands or underlying dense sands may be
designed for vertical bearing pressures of 2,000
pounds per square foot.
Lateral Loads--Dense, Compacted On-site Sands
Lateral Load resistance for the building
supported on footing foundations may be developed
in friction between the foundation bottoms and the
supporting subgrade. An allowable concrete to soil
friction coefficient of 0.5 is considered applica-
ble. An additional allowable passive pressure
equal toan equivalent fluid weight of 350 pounds
per cubic foot acting against the foundations may
be used in design.
Lateral Loads--Existing Loose Surficial Sands
In the event that some portion of the founda-
tion system (see Alternate Recommendations below)
is built in the existing soils which are not com-
pacted, an allowable concrete to soil friction
coefficient of 0.35 is considered applicable. An
additional allowable passive pressure equal to an
equivalent fluid weight of 260 pounds per cubic
foot acting against the foundations may be used in
design in this case.
Foundation Reinforcement
Foundation reinforcement should be determined
by the project structural engineer. However,

minimal reinforcement should consist of at least
one No. 4 bar at the top and bottom of all continu-
ous footings. The steel should be positioned to
provide the maximum depth of reinforced concrete
acting as a continuous beam.
Alternate Recommendations for Pier Foundations
You have suggested the possibility of support-
ing the existing building on a foundation utilizing
continuous grade beams on piers. In order to
assist your structural engineer in his initial
design feasibility, we are providing the following
soil strength parameters.
Piers 18 inches in diameter and at least seven
feet in depth founded in the dense, native sands
(anticipated at the six-foot depth) may be designed
for a total allowable base load of 25.5 KIPS.
This recommendation is intended to provide a start-
ing point for the structural design of the project.
The project structural engineer, upon selecting a
final design, should contact us for specific soil
parameters to be utilized therein.
Foundation/Pier Construction Observations
Variations in subsurface conditions will be
encountered during construction of the final de-
sign. In order to permit correlation between the
preliminary subsurface data and the actual condi-
tions encountered during construction, it is essen-
tial that our soils engineer observe drilling
and/or excavation operations and the completed
excavations so that he may verify the adequacy of
the bearing soils and the applicability of the
recommendations contained in this report.
Drainage
Adequate measures should be undertaken to
properly finish-grade each building pad after the
structural and other improvements are in place so
that the drainage waters from the improved site and
the adjacent properties will be directed away from
the foundations, footings, and-floor-slabs via
surface swales and/or subsurface drains toward the
street or the natural drainage direction for this
area. Proper drainage will ensure that no waters
will seek the level of the bearing soils under the
foundations, footings, and floor slabs which could

result in undermining and differential settlement
or uplift to the structures and other improvements.
FINAL COMMENT
Because of the presence of loose surficial soils and
subsurface structures, grading and recompaction work will be
necessary to provide a suitable surface to receive the anti-
cipated new slab-on-grade foundations. In addition, excava-
tions and bearing surfaces for remedial designs for retained
structures must be observed in order to determine the ade-
quacy of the bearing soils. Procedures for this have been
addressed in this report. Arrangements for the above testing
must be made with us prior to the beginning of actual con-
struction or reconstruction.
Additional tests will be required on any imported fill
and on any soils encountered during grading other than those
described in this report.
In order for our engineers to evaluate the prepared
site, all earthwork, compaction operations, and excavation of
foundations must be performed under the observation of our
soils engineer so that he may have sufficient information for
preparation of a report which will include his opinion re-
garding conformance of the completed earthwork to the recom-
mended grading specifications and compaction requirements
found in this report.
LIMITATIONS
The recommendations of this report pertain only to the
site investigated and are based on the assumption that the
soil conditions do not deviate substantially from those
disclosed in the borings.
If any variations or undesirable conditions are encoun-
tered during construction or if the proposed construction
will differ from that planned at the present time, TRI CITY
ENGINEERS should be notified so that supplemental recommenda-
tions can be given.
The findings of this report are valid as of the present
date. However, changes in the conditions of a property can
occur with the passage of time. In addition, changes in
engineering or construction standards may occur as a result
of legislation or broadened knowledge. Accordingly, the
findings of this report may be invalidated wholly or in party
by changes outside our control. Therefore, this report
should be reviewed after a period of one year to verify
whether our recommendations remain applicable to the site.
