THE DURATION OF THE CONSTRUCT/ON WORK (YEAR ROUND):
1. IN CASE EMERGENCY WORK IS REQUIRED, CONTACT ERIC CARR AT CELL PHONE #:
(760) 434-9270.
2. D£V/CES SHOWN ON C/1Y APPROVED SHALL NOT BE MOVED OR MODIFIED
WITHOUT THE APPROVAL OF THE ENGINEERING INSPECTOR.
J. THE CONTRACTOR SHALL RESTORE ALL EROSION CONTROL DE:VICES TO WORKING
ORDER TO THE SAT/SFACTTON OF THE CITY ENGINEER AFT£R E:ACH RUN-OFF
PRODUCING RAINFALL
4. THE CONTRACTOR SHALL INSTALL ADDITIONAL EROSION CONTROL ME:ASURES AS
MAY BE REQUIRED BY THE C/1Y ENGINEER DUE TO UNCOMPLETED GRADING
OPERATIONS OR UNFORESEEN CIRCUMSTANCES WHICH MAY ARISE.
5. THE CONTRACTOR SHALL BE RESPONSIBLE AND SHALL TAKE NECESSARY
PRECAUTIONS TO PRE:VENT PUBLIC TRESPASS ONTO ARl::AS WHERE IMPOUNDED
WATERS CRE:A1f A HAZARDOUS CONDITION.
6, GRADED ARE:AS AROUND THE PROJECT PER/MErrR MUST DRAIN AWAY FROM THE
FACE OF THE SLOPE AT THE CONCLUSION OF l::ACH WORKING DAY.
7. ALL REMOVABLE DETECTIVE D£VICES SHALL BE IN PLACE AT THE END OF l::ACH
WORKING DAY WHEN THE FIVE (5) DAY RAIN PROBABILITY FORECAST EXCEEDS
FORTY PERCENT (40%). SILT AND OTHER DEBRIS SHALL BE REMOVED AFTER
l::ACH RAINFALL.
B. ALL GRAVEL BAGS SHALL CONTAIN 3/4 INCH MINIMUM AGGREGA1f.
9. ALL EXPOSED DISTURBED ARfAS MUST HAVE EROSION PR01FCTION BMPs PROPERLY
JNSTALL£D, THIS INCLUDES ALL BUILDING PADS, UNFINISHED ROADS, AND SLOP£S,
10. ADEQUA1f PERIMErrR PROTECTION BMPs MUST BE INSTALLED AND MAINTAINED AND WILL BE
UPGRADED, IF NECESSARY, TO PROVIDE sumCIENT PR01fCTION FROM RUNOFF DURING RAIN
EVENTS.
11. ADEQUA1f SEDIMENT CONTROL BMPs MUST BE INSTALLED AND MAINTAINED.
12. ADEQUATE BMPs TO CONTROL OFFS/TE SEDIMENT TRACKING MUST BE INSTALLED AND MAINTAINED.
13. A MINIMUM OF 125% OF THE MATERIAL NEEDED TO INSTALL STANDBY BMPs TO PROTECT THE
EXPOSED ARl::AS FROM EROSION AND PREVENT SEDIMENT DISCHARGES, MUST BE STORED ONSITE.
AREAS ALRE:ADY PR01fCTED FROM EROSION USING PHYSICAL STAB/LIZA TION OR
ESTABLISHED VEGETATION STABILIZATION BMPs ARE NOT CONSIDERED TO BE •EXPOSED" FOR
PURPOSES OF THIS REQUIREMENT.
14. THE OWNER/DEVELOPER/CONTRACTOR Musr FOLLOW 'WE:ATHER TRIGGERED" ACTION PLAN AND BE
ABLE TO DEPLOY STANDBY BMPs TO PROTECT THE EXPOSED PORTIONS OF THE SITE WITHIN 48
HOURS OF PREDICTED STORM EVENT (A PREDICTED STORM EVENT IS DEFINED AS A 40% CHANCE
OF RAIN WITHIN A 5-DAY NATIONAL WfATHER SERVICE FORECAST), ON REQUEST, THE
OWNER/DEVELOPER/CONTRACTOR MUST PROVIDE PROOF OF THIS CAPABILITY.
15. DEPLOYMENT OF PHYSICAL OR VEGETATION EROSION CONTROL BMPs MUST
COMMENCE AS SOON AS SLOPES ARE COMPIEED. THE OWNER/DEVELOPER/CONTRACTOR MAY
NOT RELY ON THE ABIL/1Y TO DEPLOY STANDBY BMP MATERIALS TO PREVENT EROSION OF SLOPfS
THAT HAVE BEEN COMPLETED.
16. THE ARl::A THAT CAN BE CLE:ARED, GRADED, AND LEFT EXPOSED AT ONE TIME IS LIMITED TO THE
AMOUNT OF ACRl::AGE THAT THE CONTRACTOR CAN ADEQUATELY PROTECT PRIOR TO A PREDICTED
RAIN E:VENT. FOR LARGER SITES, GRADING SHOULD BE· PHASED. /T MAY BE NECESSARY TO DEPLOY
EROSION AND SEDIMENT CONTROL BMPs IN AREAS THAT ARE NOT COMPLETED, BUT ARE NOT
ACTTVELY BEING WORKED BEFORE AOOITTONAL GRADING IS ALLOWED TO PROCEED, AT THE
DISCRETION OF THE CITY INSPECTOR.
17. ALL DISTURBED AREAS THAT ARE NOT COMPLErrD AND/OR NOT BEING ACTIVELY GRADED MUST BE
FULLY PROTECTED FROM EROSION IF LEFT FOR 14 OR MORE DAYS. THE ABILITY TO INSTALL BMP
MATERIALS IN A PROMPT MANNER IS t!QLSUFFICIENT. BMPs NEED TO BE INSTALLED IN THESE
ARl::AS.
18. BMPs MUST BE STOCKPILED AT VARIOUS LOCATION THROUGHOUT THE PROJECT SITE: THROUGHOUT
THE YEAR. WHENE:VER THERE 15 A 40% CHANCE OR GRE:ATER OF A RAIN WITHIN A THREE (J) DAY
FORECAST, THE INSPECTOR WILL VERIFY THAT BMPs ARE ADEQUATELY STOCKPILED. BMPs MUST BE
STOCKPILED ANO RE:ADY FOR DEPLOYMENT WHEN THERE IS 50% CHANCE OF RAIN WITHIN 48 HOUR
FORECAST. FAILURE TO COMPLY WITH THIS REQUIREMENT COULD RESULT IN THE ISSUANCE OF A
STOP WORK NOTICE' OR OTHER ENFORCEMENT ACTION.
19. ALL TREATMENT AND EROSION CONTROL BMPs MUST BE INSPECTED WEEKLY AND PRIOR TO A
FORECASrrO RAIN EVENT OF GREATER THAN 50%, AND AFTER A RAIN EVENT. IN ADDITION,
TRE:A TM ENT CONTROL BMPs MUST BE SERVICED AS NEEDED THROUGHOUT THE YEAR.
20. IF SELECTED BMP FAILS DURING A RAIN EVENT, /T MUST BE REPAIRED OR IMPROVED OR REPLACED
WITH AN ACCEPTABLE ALTERNA1f AS SOON AS IT IS SAFE TO 00 SO. THE FAILURE OF A BMP
INDICATfS IT WAS NOT ADEQUA1f FOR THE CIRCUMSTANCES IN WHICH /T WAS USED. REPAIRS ANO
REPLACEMENT MUST THEREFORE PUT A MORE ROBUST BMP MEASURE IN PLACE.
21. ALL CONSTRUCTION EMPLOYEES MUST BE TRAINED ON THE IMPORTANCE OF STORM WATER
POLLUTION PREVENTION ANO BMP MAINTENANCE.
WEA1HE'R TRIGGERED ACTION PlAN
THE DEVELOPER SHALL DEPLOY STANDBY BEST MANAGEMENT PRACTTCE ME:ASURES TO COMPLETELY
PROTECT THE EXPOSED PORTIONS OF THE SITE WITHIN 48 HOURS OF A PREDICTED STORM E:VENT (A
