Executive Summary/Discussion Carlsbad Municipal Code Section 2.15.020 (C) requires that each board, or commission provide to the City Council for its approval an annual work plan of activities to be undertaken. The Historic Preservation Commission, the Library Board of Trustees and the Arts Commission have accepted their work plans for fiscal year 2021-22, as detailed below, and recommend that the City Council approve them. The purpose of these work plans is to encourage increased dialogue between boards and commissions and the City Council. They are also intended to ensure that boards and commissions are working in line with the priorities of the City Council. Historic Preservation Commission At the Historic Preservation Commission’s July 2021 meeting, Library staff assisted commission members with the preparation of an updated work plan that is consistent with the duties described in CMC Chapter 2.42. The FY 2021-22 work plan includes three updates to the previous plan: 1.Continue to educate the community about its history through the City website and/or other electronic opportunities 2.Continue to educate the community about its history through the Citizen’s Academy CA Review __AF__ Jan. 18, 2022 Item #6 Page 1 of 20 3. Mills Act1 On July 12, 2021, the commission voted unanimously to accept these additions to its work plan and is recommending that the City Council approve the plan (See Attachment A to Exhibit 1. Minutes of the meeting are provided as Exhibit 4.) Library Board of Trustees At the Library Board of Trustees’ October 2021 meeting, Library staff assisted board members with the preparation of an updated work plan that is consistent with the duties described in CMC Chapter 2.16. There were no updates or changes made to FY 2021-22 work plan from the previous plan. On Oct. 27, 2021, the board voted unanimously to accept its work plan for FY 2021-22, and is recommending that the City Council approve the work plan (Attachment A to Exhibit 2. The meeting’s minutes are provided as Exhibit 5). Arts Commission At the Arts Commission’s November 2021 meeting, Cultural Arts staff assisted commission members with the preparation of an updated work plan that is consistent with the duties described in CMC Chapter 2.18. The FY 2021-22 work plan includes six updates to the previous plan: 1. Review and approve staff suggestions for updating the Arts Commission ordinance in the municipal code (Chapter 2.18). 2. Receive a presentation from the city’s new diversity, equity and inclusion manager. 3. Dedicate one Arts Commission per quarter (once every three months) to a single topic, inviting the community to participate through attendance and soliciting input. Potential topics include the new Village & Barrio creative sector and arts district, the planning and development of new or augmented arts facilities as may be needed, sustainability in the arts and arts education in schools. 4. Develop an arts advocacy plan with guidelines providing resources on best practices such as acquiring community input by each Arts Commissioner, encouraging attendance by Arts Commissioners at city and community arts events and exploring the possibility of regular reports at Arts Commission meetings by the Carlsbad Library & Arts Foundation and the Carlsbad Friends of the Arts. 5. Additions to service on relevant committees, to include a new focus on cultural tourism. 6. Additions to their role in the Community Arts Grants process to include recommending potential panelists to be vetted by city staff and, when possible, conducting site visits by attending grantee events and programs. On Nov. 4, 2021, the commission voted (5-0-0-2 with commissioners Jadhav and Snyder absent) to accept these additions to its work plan for FY 2021-22 and is recommending that the City Council approve the work plan (Attachment A to Exhibit 3. Minutes of this meeting are provided as Exhibit 6.) 1 California’s Mills Act allows cities to enter into contracts to provide property tax relief to owners of qualified historic properties who actively participate in the restoration and maintenance of the properties. Jan. 18, 2022 Item #6 Page 2 of 20 Next Steps Agendas for the Historic Preservation Commission, the Library Board of Trustees and the Arts Commission meetings will be developed consistent with the approved work plans. Fiscal Analysis There is no direct fiscal impact associated with approving these work plans. Environmental Evaluation This action does not require environmental review because it does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change or a reasonably foreseeable indirect physical change in the environment. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. Exhibit 1. None. None. .. City of Carlsbad Historic Preservation Commission Work Plan Fiscal Year 2021-2022 I. Mission Statement The mission of the Historic Preservation Commission shall be to advise the City Council, Planning Commission, and Housing Commission in all matters relating to the identification, protection, retention and preservation of historic resources in the City of Carlsbad and inform the public of all matters pertaining to the preservation of historic resources within the guidelines and codes that govern the Commission. II. Composition The Historic Preservation Commission shall consist of five regular members appointed by the City Council, and one ex officio representative appointed by the Planning Commission. All members of the Commission shall be Carlsbad residents and registered voters. The Planning Commission Representative shall be a non-voting member. III. II.Composition The board of library trustees shall consist of five members, appointed by the mayor with the approval of the city council. Ill. This mission is accomplished through the Arts Commission’s focus on the presentation of a diverse range of arts and cultural experiences, which showcase the full spectrum of artistic styles and traditions, and appeal to and represent the interests of the greater community. II.Composition The Arts Commission shall consist of seven members, appointed by the Mayor with the approval of the City Council. III.FY 2021-22 Goals & Tasks The Arts Commission has selected to focus on the following goals and tasks: •Provide to the City Council for its approval an annual work plan of activities to be undertaken and a subsequent report of its accomplishments. •Monitor and report to the City Council on the progress of the initiatives detailed in the Arts & Culture Master Plan, including adapting to current community needs and reassessing the current status of the ten-year timeline. •Provide community perspective on issues and interests related to arts and culture in Carlsbad, as well as the delivery of programming by the Cultural Arts Office. •Review and approve staff suggestions for updating the Arts Commission ordinance in the municipal code (Chapter 2.18). •Commit to diversity, equity and inclusion, while fostering mutual respect for the beliefs and values of all individuals and groups in the arts including hosting an arts town hall meeting and a presentation from the city’s new diversity, equity and inclusion manager. •Dedicate one Arts Commission per quarter (once every three months) to a single topic, inviting the community to participate through attendance and soliciting input. COMMISSION WORKPLAN DISCUSSION: The commissioners discussed progress on FY 2020-21 Commission Work Plan. The commission discussed, finalized, and approved the FY 2021-22 Commission Work Plan. COMMISSIONER COMMENTS: Commissioner Diaz shared with commissioners the Village and Barrio Master Plan is in the process of hiring a consultant for objective design standards, and requested staff find out how the Historic Preservation Commission can be involved in the process. Commissioner Schreibman appreciated Commissioner Diaz's comments on the Village and Barrio Master Plan and agreed there is opportunity for Historic Preservation Commission input. Ex-Officio Planning Commissioner Lafferty commented on the Village and Barrio Master Plan objective design standards and the Planning Commission's involvement. Ex-Officio Planning Commissioner Lafferty expressed an interest in Carlsbad Historical Society events and joining Commissioner Prosser. LIBRARY SERVICES DURING COVID-19: The board received an update and presentation from Deputy Library Directors Sheila Crosby and Katie Nye on library services during COVID-19. This included mask guidelines for staff and the public; continuation of curbside services and virtual programs; community rentals now allowed; limited in- person programming; re-opening of the Carlsbad Friends of the Library book store at the Carlsbad City Library and the future re-opening of the Friends' book store at the Georgina Cole Library; inviting more volunteers back to the library; and some study rooms to re-open. 4. SUMMER READING ADVENTURE FINAL REPORT: The board received an update and presentation from Interim Senior Librarians for Children's Services Allyson Goodwin and Andrea Hilliard. 5. FY 2020 -21 CALIFORNIA PUBLIC LIBRARY SURVEY: Associate Analyst Debbie Jo McCool presented to the board the FY 2020-21 California Public Library Survey data and responded to questions. FOUNDATION REPORT: Representative Schatt reported the Carlsbad Library & Arts Foundation have two concert events planned_ for Nov. 6 and Dec. 11. FRIENDS OF THE LIBRARY REPORT: Library & Cultural Arts Director Suzanne Smithson reported that the Friend's bookstore will re-open at the Georgina Cole Library on Dec. 1, from Tuesday to Friday. Online sales are currently suspended. NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT: Board Liaison Mary Millet reported on a successful Fall Seminar; officer elections and committee leadership is underway Jan. 18, 2022 Item #6 Page 17 of 20 Page 3 of 3 Library Board of Trustees Minutes of the October 27, 2021 Meeting and leadership will be in installed at their December 7 annual meeting; the society will vote in November to continue Spring programs virtually, in person, or a hybrid; the April seminar will be held virtually with members of the society presenting; a scholarship from the Shirley Borden Estate was presented to a North San Diego Genealogical Society member to attend the Salt Lake Institute of Genealogy and be a future presenter to the society; and membership is currently at 340 members. Motion by Commissioner Barker, seconded by Commissioner Nassiri, to approve the Minutes of the regular meeting held on September 2, 2021. NOMINATE A PRIMARY AND ALTERNATE MEMBER TO THE GROWTH MANAGEMENT COMMITTEE: Senior Planner Jennifer Jesser gave the commissioners a brief presentation that reviewed the city's Growth Management Plan and why the commission was being asked to nominate a primary and alternate member to the Growth Management Committee. Motion to nominate Commissioner Nassiri as primary and Commissioner George as alternate to the Growth Management Committee made by Vice Chair Miringoff, seconded by Commissioner Barker. Motion carried, 5/0/2 (Jadhav and Snyder -Absent) REVIEW OF THE ARTS COMMISSION WORKPLAN FOR FISCAL YEAR 2021-22: Cultural Arts Manger Schultz presented the work plan to the commissioners in a PowerPoint presentation that reviewed each initiative as either established, edited, or new, per slide. Motion by Commissioner Barker, seconded by Commissioner Chung, to discuss, edit and approve the Arts Commission Work Plan for FY 2021-22. Motion carried, 5/0/2 (Jadhav and Snyder -Absent) Jan. 18, 2022 Item #6 Page 19 of 20 Nov. 4, 2021 Arts Commission Page 2 of 2 DISCUSSION: COMMUNITY ARTS GRANTS: Cultural Arts Manager Schultz gave the commissioners a brief presentation as an overview of the Community Arts Grants, their current structure, and overall process. He then introduced Mrs. Mimi Kim, who briefly reviewed the two articles that were included with the staff report and staff recommendations for updating the grantmaking process. Lastly, Mr. Schultz presented a timeline for this discussion on arts grants, over the next two meetings. CULTUAL ARTS MANAGER REPORT: Mr. Schultz welcomed Commissioner George and thanked Vice Chair Miringoff for stepping in to run the meeting when the Chair was absent. He provided an update on the available funds for the Calavera Hills Community Park Gateway Project of $11,500 as requested at the September meeting. He explained that for smaller park projects the funds are often not enough to support a public art installation. The public art ordinance allows the city to pool these monies for a future park in the same quadrant. The next update was the launch of the new, on line Artist Registry for temporary public art, which will be used by the Cultural Arts Office to develop a pool of artists that are pre-qualified for temporary public art projects. Mr. Schultz shared that the first Permanent Public Art Advisory Subcommittee meeting for Fire Station 2 will be live streamed on Nov. 10 at 12 p.m. on the city's website. ARTS COMMISSION CHAIR REPORT: Vice Chair Miringoff stated she had no updates but enjoyed the opportunity to facilitate the meeting. ARTS COMMISSIONER COMMENTS: Commissioners shared the highlights of their participation and attendance at local arts events and programs.
