RESOLUTION NO. 2022-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE HISTORIC PRESERVATION COMMISSION
WORK PLAN FOR FISCAL YEAR 2021-22
EXHIBIT 1
WHEREAS, Chapter 2.15.020 (C) ~f the Carlsbad Municipal Code (CMC) requires that each board
or commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission; and
WHEREAS, at the July 2021 Historic Preservation Commission meeting, Library staff assisted
with the preparation of a work plan for fiscal year 2021-22 that is consistent with the duties of the
Historic Preservation Commission under Chapter 2.42 of the Carlsbad Municipal Code; and
WHEREAS, the mission of the Historic Preservation Commission is to advise the City Council,
Planning Commission and Housing Commission in all matters relating to the identification, protection,
retention and preservation of historic resources in the City of Carlsbad and inform the public of all
matters pertaining to the preservation of historic resources within the guidelines and codes that govern
the Commission; and
WHEREAS, on July 12, 2021, the Historic Preservation Commission unanimously accepted and
recommended City Council approval of the Historic Preservation Commission Work Plan for FY 2021-
22.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad approves the Historic Preservation
Commission Work Plan for FY 2021-22, attached hereto as Attachment A.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 18th day of January 2022, by the following vote, to wit:

Historic Preservation Commission Work Plan
Fiscal Year 2021-2022
I. Mission Statement
The mission of the Historic Preservation Commission shall be to advise the City Council,
Planning Commission, and Housing Commission in all matters relating to the identification,
protection, retention and preservation of historic resources in the City of Carlsbad and inform
the public of all matters pertaining to the preservation of historic resources within the
guidelines and codes that govern the Commission.
II. Composition
The Historic Preservation Commission shall consist of five regular members appointed by the
City Council, and one ex officio representative appointed by the Planning Commission. All
members of the Commission shall be Carlsbad residents and registered voters. The Planning
Commission Representative shall be a non-voting member.
III. FY 2021-2022 Goals & Tasks
The City of Carlsbad Historic Preservation Commission has selected to focus on the following
goals and tasks:
• Bring forth to City Council suggested revisions to the Carlsbad Municipal Code governing
the Historic Preservation Commission
• Confirm clarified historic site inventory via City Council
• Further educate commissioners through tours of historic sites
• Develop a Plaque Program for historic locations and other opportunities
• Explore additional ways of sharing information about historic site recognition
• Continue to educate the community about its history
o through support of school curriculum; 3rd grade historic art program
o through an oral history collection project in cooperation with Library’s Carlsbad
History Collection
o through recorded interviews of local long-time residents
o through creating brief biographies about the City’s past mayors to accompany
photos in Council Chamber
o through City website and/or other electronic opportunities
o through Citizen’s Academy

• Seek opportunities to further share and promote the city’s history with the
community
• Mill’s Act
