RESOLUTION NO. 2022-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE LIBRARY BOARD OF TRUSTEES WORK PLAN
FOR FISCAL YEAR 2021-22

WHEREAS, Chapter 2.15.020 (C) of the Carlsbad Municipal Code (CMC) requires that each board
or commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission; and
WHEREAS, at the October 2021 Library Board of Trustees meetings, Library staff assisted with
the preparation of a work plan for fiscal year 2021-22 that is consistent with the duties of the Library
Board of Trustees under Chapter 2.16 of the Carlsbad Municipal Code; and
WHEREAS, the mission of the Library Board of Trustees is to advise the City Council in matters
pertaining to library services, as well as the rules and regulations necessary to operate the library; and
WHEREAS, on Oct. 27, 2021, the Library Board of Trustees unanimously accepted and
recommended City Council approval of the Library Board of Trustees Work Plan for FY 2021-22.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:

That the above recitations are true and correct.
That the City Council of the City of Carlsbad approves the Library Board of Trustees Work
Plan for FY 2021-22, attached hereto as Attachment A.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 18th day of January 2022, by the following vote, to wit:

Library Board of Trustees Work Plan
Fiscal Year 2021-2022
I.Mission Statement
The mission of the board of library trustees is to advise the city council in matters pertaining to library
services, as well as the rules and regulations necessary to operate the library.
II.Composition
The board of library trustees shall consist of five members, appointed by the mayor with the approval
of the city council.
Ill. FY 2021-2022 Goals & Tasks
The City of Carlsbad Library Board of Trustees has selected to focus on the following goals and tasks:
•Review and approve rules and regulations of the library as developed and revised from time
to time
•Review and approve the library's response to the California Public Library survey submitted
annually to the California State Library
•Receive reports on and maintain knowledge of library services and programs:
o Serve as a liaison from the community on its needs and interests
o Serve as an ambassador to the community in promoting library services
•Receive an annual report on safety and security of library facilities
•Provide community perspective on issues and interests related to library service delivery and
facilities
•Provide recommendations on the proposed budget and use of community contributions for
the delivery of library services
•Maintain awareness of and promote community support of the library, and of opportunities
to collaborate with other community partners
•Promote progressive and innovative delivery of services to ensure the library remains in the
forefront of community life
•Advise the city council on resource sharing among library jurisdictions, as needed
•Provide community perspective in the strategic planning of library services
•Participate in relevant events, community meetings and conversations on behalf of the board
of library trustees
•Serve on relevant city committees as a representative of the board of library trustees asrequested (e.g. review website, Carlsbad Reads Together, etc.)
