Subject: Public Hearing Regarding Draft Maps of the City’s Proposed Voting
Districts
Recommended Action
That the Independent Redistricting Commission hold a public hearing and receive public
comment regarding draft maps of the city’s proposed voting districts. Following the close of
the public hearing, the Commission will:
1.Discuss and vote on which map groupings should be eliminated from consideration
2.Discuss and vote on which maps to move forward in each grouping for consideration at
a subsequent meeting of the Commission
3.Provide direction to the demographer regarding any maps the Commission would like to
have adjusted, drawn and analyzed at a future meeting
Discussion
Pursuant to California Elections Code Section 21627.1, before adopting a final map in the
redistricting process, the commission must hold at least four public hearings at which the public
is invited to provide input regarding the composition of one or more districts. At least one
public hearing must be held before the commission draws a draft map or maps of the proposed
City Council district boundaries. The first public hearing held on Sept. 23, 2021, satisfied this
requirement.
Additionally, at least one public hearing or public workshop must be held on a Saturday, on a
Sunday, or after 6 p.m. on a weekday Monday through Friday. The second public hearing held
on Nov. 13, 2021, satisfied this requirement. This third public hearing also satisfies this
requirement.1
Based on public input and other legally required criteria, the City’s redistricting
consultant/demographer has now prepared proposed draft district maps for public review and
comment. These maps, along with maps drawn by members of the public are publicly available
on the City’s website: https://www.carlsbadca.gov/city-hall/city-council/redistricting/maps.

The intention of this public hearing is to receive public comment regarding draft maps of the
city’s proposed voting districts. While all public input concerning the composition of the city's
districts should be considered, all maps must meet the following federal requirements:
1. Population equality across districts.
2. Race cannot be the predominant factor or criteria when drawing districts.
3. Compliance with the federal Voting Rights Act of 1965, which, among other things,
prohibits districts that dilute minority voting rights and encourages a majority-minority
district if the minority group is sufficiently large and such a district can be drawn without
race being the predominant factor.
Additionally, the maps must also meet the following state requirements:
1. Maps must be drawn using the following criteria in prioritized order:
• District boundaries must be geographically contiguous
• Districts boundaries must minimize the division of neighborhoods and
communities of interest
• Districts boundaries must be easily identifiable and understandable by residents
• District boundaries must be geographically compact
2. Maps must not favor or discriminate against a political party
3. Maps must be accompanied by information on the total population, citizen voting age
population, and racial and ethnic characteristics of the citizen voting age population.
4. Maps prepared by the city or city contractors may not be released earlier than three
weeks after the state redistricting database is publicly available.
Following the close of the public hearing, the Commission will:
1. Discuss and vote on which map groupings should be eliminated from consideration
2. Discuss and vote on which maps to move forward in each grouping for consideration at
a subsequent meeting of the Commission
3. Provide direction to the demographer regarding any maps the Commission would like to
have adjusted, drawn and analyzed at a future meeting
Fiscal Analysis
This action has no fiscal impact.
Next Steps
The next commission meeting will be held on Jan. 27, 2022, at which the commission will have a
further opportunity to review draft maps. Although all maps will be available to the
commission, only maps received before Jan. 14, 2022 will be analyzed by the demographer for
the Jan. 27 meeting.
The last scheduled public hearing concerning the proposed city district boundaries will be held
on Feb. 17, 2022. Although all maps will be available to the commission, only maps received
before Feb. 1, 2022 will be analyzed by the demographer. At the conclusion of the public
hearing on Feb. 17, 2022, the Independent Redistricting Commission may adopt a resolution
approving the final map.

Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and California Elections Code
Section 21628(c) and it was available for public viewing and review at least 5 days before the
scheduled public hearing date.
Prior to this public hearing, the city conducted outreach in both English and Spanish to
encourage public participation in both the redistricting process in general, and this public
hearing in particular. A notice of this public hearing was published in English and in Spanish in
the Jan. 7, 2022, edition of the San Diego Union-Tribune.

In response to your questions, the demographer provided the following responses:
1. Since I used District R, did I hear correctly that this methodology did not include the results of
the new census?
District R is currently up on the the City of Carlsbad website with the new census data. The earlier
version used an estimate that was slightly different. However, we don't anticipate there being a
material difference in population balance for maps submitted in District R before the final census
data was loaded.
2. If #1 is correct, do I need to submit a new map using Maptitude?
While you are welcome to create a map using the Maptitude program, you do not need to resubmit
your map in Maptitude. All the District R maps will be pulled into Maptitude and analyzed by the
Demographer. Given the low population deviation in District R map 94249, there will be no problem
with the map meeting population balance once it is updated in Maptitude.
3. How will the maps submitted via District R be adjusted to incorporate the new census?
This will be done by the Demographer, NDC, before being presented to the Commission.

Greetings Commissioners,
I spoke at today's meeting on agenda item #2. I submitted my map today via the District R
methodology. I also understand that it will be "analyzed" prior to the Jan. 27th meeting. I'd
like to clarify and correct my comment. While the map was given a number 89058 while in
the "work in progress-draft" category, it was assigned a new number when I submitted it
today. That number is 94249 "Our #1 Plan". I wanted to point out that all council
members remain in their respective districts, the % deviation is 0.16% and has 4 coastal
districts. Although new voters (that reach the legal voting age) and new developments are
in progress over the 10 year period until the next census, I feel that a low % standard
deviation will incorporate any additions to the voting districts for those of us who used
District R map programming.
In addition, when our first maps were drawn and the current one selected, two residents of
south Carlsbad submitted the map that was chosen for the City, As I live in North
Carlsbad, the lines drawn were grossly divisive-people across a neighborhood street were
in two different districts and entire communities were divided. I was one of those. Parents
of kids in our local elementary school district (and who lived across the street from each
other) were in different voting districts. When we objected at the City Council meeting,
many of us were told "we don't have enough time but will consider your request for the new
redistricting after the census."
Although I can say the same for my knowledge of south Carlsbad, I would really like for the
Commission to omit the. NDC 101 with minimum changes since it repeats the mistakes of
the first map. If at all possible, please take a look at my map which does incorporate
communities in Carlsbad, and (mostly) uses El Camino Real and Cannon Road to divide
districts. As the voting districts are unevenly numbered, it was impossible to exactly draw
the lines down El Camino Real but I was able to incorporate Cannon Road as a marker.
As I have done my best to keep Bressi Ranch and Rancho Carrillo intact in D2, I've tried
my best to keep all other communities together as well.
I hope that you do consider my map.
I did have a couple of questions.

In response to your question, the demographer has provided the following response:
The geographic areas shown in the public participation kits are "population units" created by NDC,
not official Census Blocks. If the map included every Census Block, it would be impossible to print
and read on a piece of paper. So where the current lines may split a population unit, the lines still
follow Census Block lines and we are able to calculate official population counts from the Census
Block lines.
If you are interested in similarly dividing a Population Unit along one or more Census Block lines
within that Population Unit, you can do so. To get the relevant population numbers, please go to the
Interactive Review Map and turn on the "Population Unit" and "Census Block" layers -- when you
zoom in, the individual population counts for each Census Block will appear.

Subject: Questions about population data in mapping spreadsheet
I have a couple of questions for NDC regarding census units 20 and 82.
Questions about census unit 20:
In the current districting, census unit 20 (just east of El Camino Real) seems to have been divided,
with people north of Chestnut placed in District 1 and people south of Chestnut placed in District 2.
- How did that happen? E.g., was it previously two separate census units?
- Can we divide census unit 20 the same way this time around?
- If we divided census unit 20 at Chestnut, how many people would be attributed to the two parts?
- In the current calculated imbalances, how was Census unit 20 treated?
Questions about census unit 82:
It appears that part of census unit 82 north of Poinsettia is currently in District 3, whereas the part
south of Poinsettia is in District 4. I recall seeing something about making such a change at the last
minute, to keep Terramar together.
- Can we divide it up the same way this time around?
- If we divided census unit 82 at Poinsettia, how many people would be attributed to the two parts?
- In the current calculated imbalances, how was Census unit 82 treated?
General question:
There seems to be a disconnect in the spreadsheet between the Citizen Voting Age Population vs.
the Nov 2020 Registration totals. (E.g., see census units 79, 82, and 90, where the registrations are
greater than the voting age population.) Please explain or update.
I remain confused about the population we're supposed to balance. The FAQ page says Federal law
requires it be based on total population of voting age residents, but the spreadsheet allots
population to districts based on Total Est. Population (Column C), not Citizen Voting Age
Population total (Column D). And the NDC presentations use the Total Est. Population to
calculate the Ideal Population Per District. Please clarify/reconcile.

In response to your email, the demographer has provided the following:
The description of the calculation on the paper mapping kit is correct. DistrictR reports a different
deviation, which is from the ideal of the largest-deviation district, not the plan overall deviation.
DistrictR is a simple, easy-to-use tool. Thus it does not include more complicated functions like
calculating the deviation from the ideal of all the districts and then calculating the difference
between the largest and the smallest. We have found that most of the mapping software being
used this redistricting cycle also has issues with the calculations of deviation. But, as the
Demographer has stated in Commission meetings and Public Hearings, all of the maps provided by
the public, through any tool, are being run through their software with the correct calculations being
applied to the maps and presented to the Commission.

Per the “Paper Map” sheet “Public Participation “ :
The population of each of the four districts must be close to 28,738, with no more
than a 2,874 difference between the largest and smallest. Which is no more than 10%
However the District R Map appears to be making a different calculation.
District R Map in calculating what is label “Max Population Deviation”.In percent, It appears to be the value of the district will the largest difference from the
ideal population value compared to the ideal population value.
These two values will not be the same and mean different things.

How to submit maps
Online: Residents can draw maps using DistrictR or Maptitude, online mapping
tools that let you draw just your community or all four districts. Both tools havethe final, adjusted census data. They be found on the City of Carlsbad website.
Please note, you'll be prompted to make an account when you start to use
Maptitude. This allows you to save your work and draw your map over multiplesessions.
Paper: Maps can also be created using a paper mapping kit and an excel
spreadsheet.

Why do we have districts?We were threatened with the expectation of litigation as some groups were unable to get
representation.
Our current boundaries are subject to the same problem. Deliberately drawn to haverepresentation from each type of citizen, coastal and inland, newer resident and long term
resident. Seems nice and as homogeneous as possible but exactly what districts were intendentto minimize.
The only district that currently has only one geographic area and mostly old Carlsbad residentsis District One. District one has a chance of a minority district representative.
Other districts are an attempt at being homogeneous and therefore no one is expert at the
beach problems, or the inland traffic problems, or a lack of parks in a quadrant.
It is obvious we were resistant to district formation in the first place and I suggest the quadrantmap approach submitted by Joe Sardina.

Since the coastline of Carlsbad, is the accepted jewel of the City, and it is being sought after,
for so much intensive development, from now until the end of time, I suggest that, as a
conservation- minded person, that the map selected, not give a large block of absentee
owners of short and long-term rentals, sway over council seats, as they become available.
That is why I oppose linking the entire coastline into one council district (No 1). That would
make District 1 the most highly valued in terms of property values and where the absentee
owners will throw their money and influence the most---to elect their pro-development
candidates. I hope some of you on the Commission see my point.

Map retains the same 4 districts coaster boundaries as exiting districts.Do to some limitation in the Mapping Software districts 2 and 4 colors bleed into district 3 at the coast.District 3 goes to the ocean as it currently does. Also district 2 color bleed into district 3 at its East boundary. Based upon the data there is no know reason to change the boundaries of districts 3 and 4 for they are within the permitteddeviation. Therefore existing districts 3 and 4 boundaries are retained
Current District 1 population is to small to meet requirements.Current District 2 population is to large to meet requirements.
Therefore the Eastern boundary of current district 1 needs to be moved East in to what is currently district 2 such as shown inbelow map. Deviation Calculation:Per instructions in the Paper Map (Public Participation Kit), the population of each of the four districts must be close to 28,738
with no more than a 2,874 (10% of average district size) difference between the largest and smallest. Largest population is District 3 with 30,379
Smallest population is District 1 with 27,749Difference between largest & smallest 2,6302,630/28,738= 9.15%
Based upon the limited information on expected new housing units it is understood that Northern Carlsbad is expected to havemore housing grow than Southern Carlsbad. In other words, districts1 and 2 are expected to have more new housing units thendistricts 3 and 4. In other. Therefore with the Northern Districts being smaller than the Southern Districts, district balance wouldbe expected to be maintained for a longer time.

Dear Independent Redistricting Commissioners:
Thank you for the work you are doing on this important project. Please
consider my two opinions as stated below prior to your final Redistricting
decision:
1) I would be in favor of having just one district citywide, but if that is not
allowed under current law, then, I support the current four District boundaries
with slight modifications such as the boundary that currently divides an older
planned development in the North East quadrant of the City. I believe this area,
or a portion of it, is part of what is referred to as “Census Unit 20”. I am
referring specifically to the single-family homes that were built on the
following streets:
Oxford Street, Athens Avenue, York Road, Lyons Court, Ames Place, Naples
Court, Chestnut Avenue from just west of Oxford Street up to where it
terminates at Pontiac Drive, and Pontiac Drive between Spokane Way and
Victoria Avenue.
My opinion is that all homes that were built as a planned community back in
the late 70’s, when this particular development was planned, constructed, and
sold as a “community”, should all be part of the same voting District. With the
current boundaries, the homes on one side of the street on Oxford Street, York
Road, and Lyons Court belong to a different District than their neighbors
directly across the street from them. This does not appear to coincide with the
City’s “Communities of Interest” definition.
2) I oppose creating a separate district all along the coastline. Every
homeowner, taxpayer and legal voting resident of Carlsbad is part of the
Carlsbad coastal community. Each district, no matter how many there are,
should touch the beach, as it currently stands. It does not matter if you use the
beach everyday or never go to the beach. We all live in a coastal community
because we want to, and we pay dearly for it, regardless of whether we live on
the coast or 4 miles inland. By creating a separate “Coastal District” from the
northern to southern limits of the City, and East to I-5, you would be creating a
segregated socio-economic “community” based on income, as we are all well
aware of the higher salaries and incomes necessary as we move closer to the
coast. For purposes of fair and effective representation, each district should be
equally represented by all income levels.

Please note that not all supervisorial districts have a piece of the coast in the article below. The same
is true for every city, assembly and senate seat in SD County. Why must it be so in Carlsbad?
Should each District have a piece of the airport? We all have an interest in its future. What about a
each District sharing a boundary with Oceanside, Encinitas, Vista or San Marcos? Your logic about
the coast would work for each question … and a lack of respect for council members by assuming
that they need “a piece” to be fair. If that’s the case, we need new electeds who remember they
actually serve the entire community.
Please try and keep the coast with the residents living closest to the coast and not following the
current ones made with an agenda.

you mentioned core interest groups like faith practice, medical autonomy and family directed
education as potential communities of interest in Carlsbad. Unfortunately, you have identified three
areas that are not tracked by the US Census or American Community Survey. That means that
information about concentrations of these types of groups can't be programmed into our mapping
tools and will need to come from the community. If you know of any groups that collect this type of
information, please share that with us. You and others in Carlsbad are encouraged to use our
redistricting survey and mapping tools to communicate this information, as well as to provide public
comment and the upcoming Public Hearings and Independent Redistricting Commission meetings.

I was hoping that you might be able to help me with the following. While I understand theconcept of "communities of like interest" and how that might apply to folks with a common
language, ethnicity, and of a socio-economic class. I also think there are certain core interestslike faith practice, medical autonomy, and family directed education (i.e homeschooling
families) that really draw people groups from every culture and socio-economic class together.I believe that the latter three may be underrepresented due to the traditional methods used to
draw boundaries when redistricting and I would like to know if the City of Carlsbad has acensus that measures the densities of these interests. I was unable to find filters for these on

and the city’s Independent Redistricting Commission is
preparing to review the draft maps that were submitted prior to

district maps for consideration. Several mapping tools are

stay together in the same City Council district and tell us
why.
An excel spreadsheet with population information by

All maps submitted to the city will be posted on the city’s

My name is Keyrollos Ibrahim. I am writing today regarding the ongoing redistricting process here in
the City of Carlsbad. The current districts have served the Carlsbad community well and should be
left intact as much as possible. The current districts have several advantages that should be
protected. First, as can be shown by election data, these districts are politically competitive.
Competitive districts result in better candidates and promote a higher level of civil discourse. In
connection with this, the current layout of each of the districts makes them fairly representative of
the entire population of Carlsbad. In other words, no district currently grants significantly outsized
representation to any one socio-economic or political group. This is largely because each district
generally runs West-East meaning every City council member must represent both the coastal and
inland populations of Carlsbad. This regional representation also largely translates into socio-
economic representation as well, given that in many ways the relative wealth of Carlsbad
citizens/business is also stratified west to east.
It is well worth noting that the current make-up of the electoral districts have resulted in the most
diverse city council in Carlsbad's history by every metric. In addition, this discussion of redistricting
was spurred by the census. However, the current districts were put in place too recently in time for
significant changes in Carlsbad's makeup to have occurred by the time of the census. For this and the
reason's listed above I am asking the City of Carlsbad to make minimal, if any, changes to its current
electoral districts.
