Recommended Action
Receive and discuss correspondence received from Jan. 13, 2022 to Jan. 19, 2022 and additional
survey results received from Dec. 8, 2021 to Jan. 19, 2022.
Discussion
As part of the redistricting process, staff is actively seeking input from the community to assist
the Independent Redistricting Commission in understanding the community’s needs, values and
priorities related to communities of interest and district boundaries.
Since Dec. 8, the city received two additional responses to the community survey about
communities of interest, which are communities that should stay together for the purpose of
electing a City Council member, starting with the November 2022 election. To date, the city
received a total of 158 responses from the public. The two new responses are included in
Exhibit 1.
The city also received feedback via established city communication channels, including the
project’s email address, redistricting@carlsbadca.gov.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

Current boundaries do not represent coastal vs inland parts of Carlsbad ... mixed interests in a single district. The small (purple)
isthmus of district 4 seems silly and not to cohesively represent a well defined geography and set of common interests.

Good afternoon,
Thank you so much for fielding input on this. I’ve been working for around eight years in Carlsbad and I feel like
I’m still so young when it comes to developing into my best in serving the community.
The current district mapping has only existed since 2018 in comparison to my tenure here and, even just for data
collection’s sake, I feel this is too soon to take that all away. From what I’ve gathered regarding the more drastic
plans for redistricting, I feel it will be a step back from all that the council has accomplished in regards to
developing an inclusive approach to municipal governance. It will highlight inequities here rather than give a fair
voice to those who suffer from it.
By keeping our fairer district maps, or at least having minute updates, we will all benefit from people of diverse
socio-economic backgrounds so we can continue to grow upon what we have instead of let all that we’ve been
accomplishing slowly fall through the cracks.

remain intact.

My home at has a relationship to District 1 by the way the roadways connect to my
neighborhood. My neighborhood does not have that type of relationship with District 2. It appears
that my neighborhood has been deliberately carved out of District 1.

Yes, the Public Maps should be included in your review. They were maps submitted by the public
through Maptitude.
2. I would like to submit a two or three page spreadsheet to be included in the agenda packet
materials so other commissioners can see it and use it as a reference if they wish. When do I need
to submit it to make sure it is included?
This would have to be submitted to me by end of day Thursday.
3. Fyi, In the draft maps we received in the 1/13 agenda packet, it appears we received one non
compliant map #89654 and one withdrawn map #96872, even though we were told by NDC that
they were not included for our consideration.
The two maps that you mention were inadvertently included in the Additional Materials
Memorandum. The full set of maps for consideration are in the Draft Map PowerPoint that was
shared by the demographer on January 15th and are also attached as exhibits to the staff report
provided for the meeting.

I have completed a review of all maps except a look at the neighborhood map reference as it relates
to California requirement item 2. While I continue working, please provide the following
information:
1. Please remind me of the purpose of the Public Maps so I know whether to include them in my

Their action was just to provide their preferences so far, there was no elimination of maps.
It’s not too late to submit a draft map, however:
¥ Maps submitted between Jan. 3 and 14 will be evaluated by the demographer in
time for the Jan. 27 Independent Redistricting Commission meeting.
¥ Maps submitted between Jan. 15 and 31 will be evaluated by the demographer in
time for the final public hearing, Feb. 17.

I have 49365 by her name but I have a question mark next to it? I looked up 49365
but I can't decide

Let's just include it, can't hurt to study one more map.

I would like to request that NDC consider the Carlsbad neighborhood map and try to keep the
neighborhoods whole when tweaking the maps that I identified. Attached is a tweak that I have
been working on to show an example.
Also, I would like to see the school zone overlay and the neighborhood overlay on all the maps
that have been "shortlisted" if possible. The school zone overlay by NDC on the current districts
is attached.
