CALL TO ORDER: 9 a.m.
ROLL CALL: Hall, Blackburn, Bhat-Patel, Acosta, Norby.

PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance.
1.CITY COUNCIL STRATEGIC PLAN -Engage in a discussion, facilitated by Sommer Kehrli, Ph.D.
of The Centre for Organization Effectiveness, to begin the process of developing a City Council
Strategic Plan and provide direction to staff as appropriate. The following is an outline of the
schedule for the day:
City Manager Scott Chadwick gave opening remarks.
City Manager Chadwick declared a recess at 9:06 a.m.
City Manager Chadwick reconvened the meeting at 9:15 a.m.
Intergovernmental Affairs Director Jason Haber gave an update on City Council goals and
introduced The Center for Organization Effectiveness' Chief Executive Officer Sommer Kehrli.
Facilitator Kehrli presented and reviewed a PowerPoint presentation on the Strategic
Planning Process (on file in the Office of the City Clerk).
Council Member discussion ensued regarding prideful moments with the City of Carlsbad.
The following individuals called into the City Council Meeting and voiced their comment for
the record:
Paige DeCino spoke on updating the Climate Action Plan and requested the addition of a
sustainability commission.
Howard Kraus spoke on ways for the city to focus on sustainability.
Jen Neff Sinclair spoke on the priority level of the railroad trenching project.
Diane Nygard spoke on updating the Habitat Management Plan and sustainability.
Facilitator Kehrli presented and reviewed a PowerPoint presentation on Goal Setting Part 2:
Priority Goals (on file in the Office of the City Clerk).
