Subject:Adoption of Ordinance No. CS-414 –Adjusting Annual City Council
Compensation
Districts:All
Recommended Action
Adopt Ordinance No. CS-414 adjusting City Council compensation by the amount established by
the San Diego Regional Consumer Price Index.
Executive Summary/Discussion
Ordinance No. CS-414 was introduced and first read at the City Council meeting held on Jan. 25,
2022. On a motion by Mayor Pro Tem Blackburn, seconded by Council Member Acosta, the City
Council voted 5-0 to introduce Ordinance No. CS-414. The second reading allows the City
Council to adopt the ordinance, which will become effective 30 days after its adoption.
Fiscal Analysis
If the City Council were to adopt an ordinance adjusting City Council members’ compensation
to reflect changes in the San Diego Regional Consumer Price Index for 2021, the City Council
members’ monthly compensation would increase from approximately $2,052 to approximately
$2,187 and the mayor’s monthly compensation would increase from approximately $2,152 to
approximately $2,287. (The mayor receives additional monthly compensation of $100 under
Carlsbad Municipal Code Section 2.04.020.) There is sufficient funding in the remaining General
Fund budget for fiscal year 2021-22 to absorb the proposed increase.
Next Steps
The City Clerk’s Office will have the ordinance, or a summary of the ordinance, published in a
newspaper of general circulation within 15 days following adoption of the ordinance.
Environmental Evaluation
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment.
