PLEDGE OF ALLEGIANCE: Commission Member Stanley led the Pledge of Allegiance. APPROVAL OF MINUTES: PUBLIC COMMENT: None. PUBLIC HEARING: 1. PUBLIC HEARING REGARDING THE COMPOSITION AND BOUNDARIES OF THE CITY'S DISTRICTS — That the Independent Redistricting Commission hold a public hearing and receive public comment regarding the composition and boundaries of the city's districts. (Staff Contact: Faviola Medina, City Clerk's Office) National Demographics Corporation (NDC) representative Shannon Kelly reviewed a PowerPoint Presentation (on file in the Office of the City Clerk). Chair Fabiano opened the duly noticed public hearing at 10:19 a.m. The following members of the public called into the Independent Redistricting Commission meeting to voice their comments: Jeanette C. explained that she was in District 1 and that it has a low population. She added that District 1 is a unique district in Carlsbad because it includes a wide variety of interests, populations and demographics. She added that District 1 has the beach, the village, the mall area, and it's the barrio, the broadest category of that could be what is referred to as old Carlsbad. She expressed that more population must be found for District 1. She further expressed that her idea for the commission for District 1, is to include the southern lagoon (Agua Hedionda Lagoon), follow the creek up all the way back in the backwaters to El Camino Real, and come north to the northern boundary of Carlsbad at the mall area. She added that she did not know what that did to population numbers, but that there is a community of interest that is called the old Carlsbad. Seeing no one else wishing to speak, Chair Fabiano closed the duly noticed public hearing at 10:23 p.m. Nov. 13, 2021 Independent Redistricting Commission Regular Meeting Page 2 DEPARTMENT REPORT: 2. COMMISSION WORKSHOP ITEM TO ALLOW MEMBERS OF THE PUBLIC TO OFFER INPUT ON THE 2017 COUNCIL ADOPTED DISTRICT MAP AND SUGGESTIONS FOR THE FUTURE DISTRICT MAP — Provide an opportunity for members of the public to offer input on the 2017 City Council adopted district map and suggestions for the future district map. The Commission will discuss and determine the amount of time allotted to each speaker prior to commencement of the item. (Staff Contact: Sheila Cobian, City Manager's Office) Arnie Cohen, representing a group (Brian Flock, George Corales, Terri Cohen, Lawrence Posner, and Katheryn Miller), reviewed a PowerPoint Presentation that highlighted suggestions for commission consideration to use during the process and reviewed recently created maps (on file in the Office of the City Clerk). Mr. Cohen addressed the city's Growth Management Plan explaining that the population does not line up as there are 70,000 people south of Palomar Airport Road and using Palomar Airport Road as a boundary would be difficult. Mr. Cohen expressed his concern with the coast being in all one district and added that it was important to have a variety of council members representing different areas. Mr. Cohen spoke on how Maptitude is more complicated to use. He inquired on what happens when a District R map is updated by NDC that is currently under 10% and goes over 10% following the update. He further inquired if the preparers of the map would get an opportunity to make the changes. Jeanette C. expanded on her previous comment pertaining to District 1. She explained that her boundary line does not follow a road and that it follows the topography and added that perhaps by using this as a divider there would not be so many people divided. She expressed her support for Mr. Cohen's statement that each council member should have a foothold on the coast. She also addressed potential growth, adding that no one knows if the proposed housing will be built in District 1. She further added that residents don't always attend the school near where they live. Council discussion ensued following public comments. ANNOUNCEMENTS: None. CITY ATTORNEY COMMENTS: None.
