Recommended Action
Adopt a resolution approving revisions to City Council Policy No. 5 – Citizens of the Year Award
to reflect the current process for nominations and selection of Citizens of the Year.
Executive Summary
City Council Policy No. 5 was established in December 1970 to recognize citizens who volunteer
their time, energy and noteworthy community service in the City of Carlsbad or its sphere of
influence within a given calendar year. The policy was amended in 1980 to reflect changes in
the timing in designating the selection committeeand of the award presentation. In 1989 the
policy was amended again due to changes with the designation of the selection committee,
timing of the presentation of the award, and an increase in the number of committee
members.
The proposed revisions to City Council Policy No 5. reflect that two citizens are acknowledged
annually to receive this award, the Mayor is also a member of the selection committee, and
that the Mayor determines the date the awards are presented at a City Council meeting.
Discussion
When City Council Policy No. 5 was established in December 1970, the policy stated the Mayor
designated a selection committee in January of each year and nominees were to be presented
to the City Council by April 1. Adopted revisions to Council Policy No. 5 in May 1980 stated the
Mayor would designate the selection committee in November and the committee would
present the name of the award recipient to the Mayor for consideration in December of the
same year. The policy did not state when or how the award wouldbe presented to the
recipient; however, it was acknowledged in the May 20, 1980, staff report to City Council that
the award was to be presented to the recipient at an annual Chamber of Commerce dinner
meeting in January.
Revisions adopted to Council Policy No. 5 in October 1989 provided that the Mayor would
appoint a five member selection committee, the committee would recommend candidates to
the Mayor for the Citizen of the Year Award, the award recipient would be recognized with a

plaque and an awards ceremony would be held as the first order of business at a City Council
meeting held during the month of January.
The proposed revisions to City Council Policy No. 5 – Citizens of the Year Award will reflect
additional changes that have occurred over the years:
•Since 1994, two Carlsbad citizens have annually been recognized for their
outstanding community service
•The Mayor serves as a participating member of the selection committee
•The awards ceremony is held as the first order of business at a City Council
meeting, but the Mayor determines the date of the ceremony.
Revisions to City Council Policy No. 5 require a four-fifths vote for approval.
Options
Option 1: Adopt the resolution approving revised City Council Policy No. 5 – Citizens of
the Year Award to reflect the current process for nominations and selection of Citizens
of the Year.
Option 2: Provide direction to staff for alternative revisions to City Council Policy No. 5 –
Citizens of the Year Award.
Fiscal Analysis
There is no fiscal impact.
Next Steps
The City Clerk will post the revised City Council Policy on the city’s website
Environmental Evaluation
This action does not require environmental review because it does not constitute a “project”
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING REVISIONS TO CITY COUNCIL POLICY NO. 5 —CITIZENS OF THE YEAR
WHEREAS, in December 1970, the City Council established by motion Council Policy No. 5 —
Citizen of the Year as a way to recognize citizens who volunteer their time, energy and community
service in the City of Carlsbad or its sphere of influence within a given calendar year; and
WHEREAS, Council Policy No. 5 was revised in 1980 to reflect changes in the timing of
designating the selection committee and the timing of the award presentation; and
WHEREAS, Council Policy No. 5 was also revised in 1989 due to changes regarding the
designation of the selection committee and the timing of the award presentation, and to reflect an
increase in the number of selection committee members; and
WHEREAS, Council Policy No. 5 has been revised to reflect additional changes that have
occurred over the years that include two Carlsbad citizens being recognized for their outstanding
community service, the Mayor serving as a participating member of the selection committee, and the
Mayor determining the date of the ceremony to present the award_
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.The above recitations are true and correct.
2. Revised Council Policy No. 5 — Citizens of the Year (Attachment A) is adopted.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 15th day a February 2022, by the following vote, to wit:

Purpose
To recognize up to two dedicated citizens who, on a volunteer basis, have given unselfishly of
time, energy, and means to the cause of civic improvement, beautification and betterment of
the City of Carlsbad.
Background
Council Policy No. 5 was established in December 1970 to recognize citizens who volunteer
their time, energy and noteworthy community service in the City of Carlsbad or its sphere of
influence within a given calendar year. The policy was updated in 1980 and 1989 to reflect
changes with the selection committee and the presentation of the award.
From 1970 through 1993 only one citizen was annually recognized for his/her volunteerism.
Beginning in 1994 up to two citizens were annually acknowledged and presented the award.
Statement of policy
1.This award is given for noteworthy community service within a given calendar year.
2.The Mayor of the City of Carlsbad will appoint a selection committee of five, including
the Mayor, to recommend candidates for the Citizens of the Year Award. The names of
the members of the selection committee will be published on the City's website.
3.The committee will select up to two citizens who are residents of the City of Carlsbad, or
its sphere of influence, who it considers most deserving of the award for civic
contribution during the calendar year.
Procedure
A. Selection committee members shall serve at the pleasure of the Mayor with no set
terms.
B. When there is a vacancy on the selection committee, the City Clerk shall be notified.
The City Clerk will notify all members of the City Council to solicit recommendations to
fill the vacancy on the selection committee.
C. The selection committee will be guided by the following in making its selection:
1.Long and faithful service to the community.
2.Distinguished service in a position of responsibility.
3.Enterprise, initiative, diligence, and care in the performance of a specific volunteer
assignment.
4.Outstanding contribution to the development, growth, and welfare of the
community.
D. Citizens of the Year Award recipients will receive a plaque in recognition of their
outstanding efforts in the City of Carlsbad, or its sphere of influence.
