City Council Legislative Subcommittee
Meeting Minutes
Dec. 14, 2021 — 9 a.m.
CALL TO ORDER & ROLL CALL
Mayor Hall called the meeting to order and all Subcommittee members (Mayor Matt Hall and Council
Member Teresa Acosta) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie
McMahon, Assistant City Attorney, were also present.
APPROVAL OF MINUTES
Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall seconded the motion.
The motion passed unanimously.
PUBLIC COMMENT
None.
NEW BUSINESS
Item 1. State & Federal Legislative Reports
Recommendation: Receive updates from representatives of U.S. Congressman Mike Levin, State Senator
Patricia Bates and State Assemblymember Tasha Boerner Horvath, and provide feedback.
Kyle Krahel from Congressman Levin's office gave an update on current priorities at the national level.
Cynthia Bryant from Senator Bates's office gave an update on next year's legislative package. Glenn
McDonnel from Assemblymember Boerner Horvath's office gave an update on the Assembly Member's
priorities leading into the 2022 session.
Item 2. Draft City of Carlsbad 2022 Legislative Platform
Recommendation: Discuss and determine proposed amendments to the City of Carlsbad Legislative
Platform to recommend to the City Council.
Subcommittee members discussed their requested amendments to the 2022 Legislative Platform with
Jason Haber, Intergovernmental Affairs Director. Subcommittee members directed staff to review the final
verbiage with the Communications department.
Item 3. 2022 State Budget Requests and Legislative Proposals
Recommendation: Discuss and determine proposed priority state budget requests and legislative
proposals to recommend to the City Council.
Sharon Gonsalves from Renne Public Policy Group, state lobbyist, Jason Haber and subcommittee members
discussed top priority projects when requesting state funding. Subcommittee members added El Camino
Real third lane expansion and highway-adjacent signal synchronization to their list of priorities.
Item 4. Legislative Update and Advocacy Report
Recommendation: Receive an update on state and federal legislative and budget activity and recent and
ongoing advocacy efforts, and provide feedback to staff.

Sharon Gonsalves from Renne Public Policy Group, state lobbyist, gave an update on 2022 Legislative
Calendar, the Assembly Budget Blueprint, the Senate Budget Plan, and new COVID-19 universal mask
mandates.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS
None.
ADJOURN
Mayor Hall adjourned the duly noticed meeting at 10:20 am.
