CALL TO ORDER: Chairperson John Nguyen-Cleary called the Meeting to order at
6:00 p.m.

APPROVAL OF MINUTES:
On a motion by Commissioner Manzano and seconded by Commissioner Cole the
minutes of the following meeting was unanimously approved:

PUBLIC HEARINGS:
1. HOUSING CREDITS -
APPROVAL OF AFFORDABLE HOUSING CREDITS TO SATISFY THE
AFFORDABLE HOUSING REQUIREMENT FOR THE OCEAN VIEW POINTE (CT
15-07)

Mandy Mills, Director of Housing & Homeless Services, gave a presentation. She
also introduced the Rincon Homes Developer, Cameron St. Clair.
The Commissioners discussed several issues:
• The voting is to allow them to purchase credits.
• Mr. St. Clair discussed the development background, the tentative map was
approved but not recorded, they are required to purchase two credits to
satisfy the affordable housing requirement. They could build ADU's but it
doesn't seem feasible and the credits would allow more affordable housing.
• Mr. St. Clair also mentioned the HOA dues are very high so building
affordable housing units on site would be cost prohibitive.
• The credits to be purchased would be from Tavarua, an existing affordable
senior complex. The credits are $75,000 per credit.
• A discussion ensued regarding the inequity of the cost of the homes, which
are in the millions, regarding the low cost of purchasing the credits.
• Ms. Mills did state there was a Nexus study and they are looking at updating
the fees in the master fee schedule.
Commissioner Cole said we are voting for the housing credit, but the Commissioners
think it is not addressing the low-cost housing as it was meant to be addressed.
There were concerns that there needs to be a priority to deal with the reparations or
cost factors to make it more balanced.
Ms. Mills said this could be put in a Staff Report for the City Council with an asterisk
as to why the vote was made.
Chairperson Nguyen-Cleary said Commissioner Cole could move to recommend
approval of the development as presented and recommended by staff with the
caveat the Commission expresses concern that the affordable housing credit
program provides an inadequate value in investment and affordable housing for this
development and pursue a policy that would rectify this policy.

On a motion by Commissioner Cole and seconded by
Commissioner Evans the Resolution of the Housing Commission
of the City of Carlsbad, California, recommends approval of a
Resolution of the Housing Commission of the City of Carlsbad,
California, recommending that the City Council approve a request
by Rincon Homes to purchase two affordable housing credits in the
Tavarua Apartments combined housing project in order to satisfy
the affordable housing obligation of its housing development under
the city's inclusionary housing ordinance, and amend the resolution
to reflect the Housing Commission recommendation that the City
Council consider amendments to policies implementing Chapter
21 .85 of the Carlsbad Municipal Code to address market rate
projects' varying ability to contribute to the provision of affordable
housing.

2. UPDATE ON HOTEL VOUCHER PILOT PROGRAM
Holly Nelson, Homeless Services Manager
Staff Recommendation: For information only.
Ms. Holly Nelson gave an update on the Carlsbad Hotel Voucher Pilot Program.
There was a discussion with the Housing Commission:
• The Chairperson asked if there were any hotels willing to participate in the
program.
• Ms. Mills commented there was more interest before the tourism picked back
up.
• Commissioner Evans questioned the ability to find hotels willing to participate.
• Commissioner Evans also suggested building shelters. Ms. Nelson saia that
building shelters takes time, plus some homeless individuals are resistant to
shelters. -
3. A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE TIME CHANGE OF THE HOUSING
COMMISSION MEETING CALENDAR.

Commissioner Manzano, the resolution of the Housing Commission
of the City of Carlsbad, California, approving the time change of the
Housing Commission meeting calendar from 4 pm to 6 pm.

NOMINATION OF A HOUSING COMMISSIONER TO PARTICIPATE ON THE
CDBG BOARD
Ms. Mills said one person will be nominated from the Housing Commission to participate
on the CDBG Board. The board meets two times a year plus one meeting for the
orientation.

Chairperson Nguyen-Cleary asked if the Commission could have a presentation about
affordable housing in the city and the inclusionary fees as well as what is the current
plan in the city to amend the fees.
Ms. Mills said that will be agendized.
Chairperson Nguyen-Cleary also asked that someone reach out to Ms. Rivera regarding
her concerns.
Ms. Mills did share with the help of our Housing Navigator and the Section 8 team, we
pulled ten names off of the waiting list for the Section 8 Program. So far four vouchers
have been issued and the team is working with the other six.
Regarding staff in Housing & Homeless Services, we are currently interviewing for the
Housing Manager and it may be six weeks before we bring someone on board.
The Section 8 Manager retires e>ctob-er 1, 2021, and Cllrrently that position is being -
advertised. Next week two Program Manager positions will open, one for Housing
Services and one for Homeless Services.
Chairperson Nguyen-Cleary did share he no longer has a conflict with the October 14,
2021, meeting and will be able to attend.
