CALL TO ORDER: Chairman John Nguyen-Cleary called the Meeting to order at 6:00
p.m.

APPROVAL OF MINUTES:
Accidentally the Minutes were left off the agenda packet that was published. Although it
was noticed before the meeting, not in time to be compliant with the Brown Act. The
approval of September minutes will be tabled until the next commission meeting.
PUBLIC COMMENT:
An email was read into the record from Diane Rivera, Carlsbad resident.
PUBLIC HEARINGS:
1. NOMINATION OF A HOUSING COMMISIONER TO PARTICIPATE IN GROWTH
MANAGEMENT COMMITEE
Senior Planner, Jennifer Jesser presented what the growth management committee will
do for the community. She asked the board to nominate two Housing Commission
Members to be a part of the new committee. one to serve as primary, one to serve as
an alternative member. The commissioners requested one more member be present
before voting. Commissioner Manzano joined commission meeting at 6:44pm. Because
a Commissioner joined late, Senior Planner, Jennifer Jesser repeated the presentation.

Joy Evans nominated Chairperson John Nguyen-Cleary as the
primary member. Chairperson accepted. Commissioner Marissa
Cortes-Torres nominated Commissioner Allen Manzano as the
alternate. Commissioner Allen Manzano also accepted. Chairman
Nguyen-Cleary will be the primary member and Commissioner
Manzano will be the alternative member.

2. HOUSING CREDITS APPROVAL OF AFFORDABLE HOUSING CREDITS TO
SATISFY THE AFFORDABLE HOUSING REQUIREMENT FOR LA COSTA VILLAS
NORTH
Mandy Mills, Director of Housing & Homeless Services, gave a presentation regarding
the request to p--rircmrs-e-affordable housing credits to satisfy the-affordal:rle houstng ---
requirement for La Costa Villas North. Chairman introduced developers to the meeting.
Ana Walsh and Ali Vatani join the meeting. Also, in attendance was architect Ricardo
Ferguson.
The Commissioners asked questions of staff and applicant, then discussed the request.
The commissioners thanked the developers for their time and lengthy explanation of the
project and why credits make more sense. Chairperson Nguyen-Cleary brought up how
sensitive this topic is and explained they don't feel the housing credit has kept up with
the increased cost of housing. Chairman Nguyen -Cleary asked Ms. Mills to provide
feedback on the movement happening on the housing credit policy.
Ms. Mills explained that herself, the Community Development Director, and the Deputy
City Manager have been working on revising the policy. Realistically the revised policy
will not be coming before the commission until January or February. The revisions on
the policy would be going to the industry, the building industry association and the
nonprofit housing federation for feedback.
Staff Recommendation: Approve.

ACTION: On a motion by Commissioner Manzano and seconded by
Commissioner Evans the Resolution of the Housing Commission of
the City of Carlsbad, California, recommending City Council
approve the request by Ana Walsh and Ali Vatani to purchase
affordable housing credits in the La Costa Villas North housing
project in order to satisfy the affordable housing obligation of its

housing development under the city's inclusionary housing
ordinance.

3. APPROVAL OF $1.5 MILLION DOLLAR LOAN FROM THE HOUSING TRUST
FUND FOR WEST OAKS AFFORDABLE HOUSING PROJECT
Mandy Mills, Director of Housing & Homeless Services, gave a presentation.
Chairperson introduced developers to the meeting. Gil Miltenberger and Greg Waite
from Integral Communities talked about the project. Cheri Hoffman with Chelsea
Investment Corporation went into further detail why the city's participation is important.
This project is in a high resource area and in high demand for affordable housing to
meet the states goals.
The Commissioners asked questions of staff and the applicant, then discussed the
reqrrest.
Staff Recommendation: Approve.

Nguyen -Cleary to approve a Resolution of the Housing
Commission of the City of Carlsbad, California, recommending that
the City Council approve a request for the approval of the $1.5
million dollar loan from the housing trust fund for the West Oaks
affordable housing program.

COMMITTEE/DIRECTOR REPORTS:
Ms. Mills, made the following announcements:
The December meeting may be cancelled.
January the Commission will start to discuss the 2022 work program. Every thirty days
the City Council makes a determination of the next month's meetings, whether they will
be in person or virtual. I will keep you posted regarding January meetings.

By proper motion, the Regular Meeting of The Housing Commission was adjourned at
8:38 p.m.
