The site is located immediately east of the existing SDG&E Encina Power Plant and west of Interstate 5 (I-5) as shown on Figure 1. The primary purpose of this report is to provide a professional opinion that the geotechnical engineering aspects of the project have been constructed according to the intent of the design specified in the geotechnical report and the project plans and specifications. 1.1 PROJECT DESCRIPTION The substation site is shown on Figure 2. The modified substation includes structures such as bus supports, disconnect switch stands, circuit breakers, transformers, metal enclosed switchgear, a masonry control house and “A” Frame or “H” Frame deadend structures. Foundations for such equipment and structures are primarily shallow continuous footings or pads. The “A” Frame and “H” Frame deadend structures are supported on drilled pier foundations. The project was constructed in two phases to maintain functionality of the substation during construction. The majority of the improvements were constructed during Phase 1. The Phase 1 and 2 areas are shown on Figure 2. 1.2 BACKGROUND URS completed the geotechnical investigation for the project and prepared a report titled, “Geotechnical Investigation, Cannon Substation Modification, Carlsbad, California, URS Project No. 276661308.50000” and dated July 18, 2013. URS also reviewed following additional reports:  “Preliminary Geotechnical Investigation, Proposed Cannon Substation, Carlsbad, California, prepared by Leighton and Associates, dated July 16, 1982.  “Report on Compacted Filled Ground, Cannon Substation, East Side of Railway and North of Cannon Road, Carlsbad, California, prepared by Benton Engineering, Inc., dated September 14, 1982. The grading plan approved by the City of Carlsbad Engineering Department is titled Cannon Substation Modification (Drawing No. 478-6A), revised date October 8, 2013. Foundation drawings were released in various stages, with the latest Foundation Layout drawing (CAN-S-661) dated April 5, 2014. 1.3 SCOPE OF SERVICES URS provided geotechnical observation and testing services during construction to evaluate the quality and compliance of the contractor’s work relative to requirements specified in the geotechnical report and URS SECTIONONE Introduction \\s082nas03\wpdata\27661308\10000-b-r.docx 1-2 the geotechnical aspects of the plans and specifications. For this project, our scope of services consisted of:  Performing laboratory testing of on-site and import soils to evaluate the physical characteristics and the relationship between dry unit weight and optimum moisture content (referred to as “compaction curves”);  Observing and performing field density tests during general site grading;  Observing and testing soil placed to backfill local excavations, foundation removals, around new foundations, trenches, etc.;  Observing and testing the Class 2 Base and Asphalt placement and compaction within roadways;  Observing the bottom of footing and pad excavations;  Observing drilled shaft excavations;  Consulting regarding geotechnical aspects of the construction; and  Preparing this as-graded geotechnical report. URS did not supervise, direct, or lay out the work performed by the contractor. Over the course of the project, both AM Ortega and Suffolk Construction Company performed grading, trenching, roadway construction, and foundation excavation. URS SECTIONTWO Observation and Testing \\s082nas03\wpdata\27661308\10000-b-r.docx 2-1 SECTION 2 OBSERVATION AND TESTING 2.1 GEOTECHNICAL OBSERVATION AND TESTING URS provided observation and field density tests during foundation excavation, earthwork and paving. Our field representatives prepared daily field reports; copies of these reports are contained in our project files. These daily field reports contain summaries of our observations and compaction testing. 2.1.1 Foundation Excavation Observation A representative from our firm intermittently observed excavations for shallow foundations from October 1, 2013 through October 28, 2014, as footing bottoms and pads were exposed. Drilled shaft excavations were observed between December 19, 2013 and October 2, 2014. At the design elevations, the shallow foundations were founded in competent native material. Drilled shafts were observed to be excavated to adequate dimensions per project plans, and excavation bottoms were cleaned of loose material. 2.1.2 Earthwork and Paving Observation and Testing Earthwork consisted of mass grading including overexcavation and recompaction of existing soil, utility trench backfill, and localized backfill. A cap of Class 2 Aggregate Base (AB) was placed in and around the substation. Substation roads and the main access road were paved with Asphalt Concrete (AC). A URS technician observed the earthwork and road paving on an intermittent basis between September 12, 2013 and January 6, 2015. Field density tests were performed in accordance with the latest version of ASTM Test Method D6938 (In-Place Density and Water Content of Soil and Soil-Aggregate at Shallow Depths by Nuclear Methods). The field compaction test results are presented in Appendix A. It is noted that a small area of subgrade material along the northwest fence line of the Phase 2 area probed soft following site grading. The owner was made aware of this observation and the soft material was left in place as non-structural fill. Field densities of the asphalt were evaluated using a combination of maximum density estimates from Vulcan Materials Company and laboratory test results (See Section 2.2). While some asphalt density tests resulted in calculated compactions slightly below the specified requirement of 95 percent, the contractor’s placement and compaction methodology was observed to be appropriate and the asphalt compaction is considered adequate. 2.2 GEOTECHNICAL LABORATORY TESTING Laboratory compaction tests were completed on representative samples of the on-site and imported soils (sample Nos. 1, 2, 3, 5 and 6) to evaluate the optimum dry unit weight and moisture content relationships (referred to as compaction curves) in accordance with the latest version of ASTM Test Method D1557. Laboratory compaction curve No. 6 was performed for an on-site stockpile of recycled material consisting of aggregated base and crushed asphalt. Additional laboratory testing (referred to as sample #4) was URS SECTIONTWO Observation and Testing \\s082nas03\wpdata\27661308\10000-b-r.docx 2-2 performed on this material; the additional testing consisted of particle size analysis, sand equivalent, R- Value and durability tests performed in accordance with the latest version of ASTM Test Method D422 and California Test Methods (CTM) 229 and 301. This data was used to form a basis for evaluating the suitability of the material for reuse as Class 2 Aggregate Base. The recycled material was ultimately used as aggregate base below the paved portions of the project. Graphical laboratory test reports are presented in Appendix B. URS SECTIONTHREE Conclusions \\s082nas03\wpdata\27661308\10000-b-r.docx 3-1 SECTION 3 CONCLUSIONS It is our professional opinion that the geotechnical engineering aspects of the project observed by URS are in compliance with the recommendations contained in the approved geotechnical report, and the referenced project plans and specifications. We provide the following specific conclusions:  The geotechnical engineering aspects of the grading and foundation excavations are in compliance with the approved geotechnical report and geotechnical aspects of the project plans.  Shallow and deep foundations bottoms were observed to be in suitable bearing strata and were satisfactorily cleaned of loose material. The excavations were measured to have at least the minimum dimensions required by the project plans and the minimum embedment into bearing materials.  The results of our field testing performed indicate the placement and compaction of fill and subgrade achieved at least 90 percent relative compaction (95 percent where required, except where noted in Section 2.1.2), as determined in accordance with the latest version of ASTM D1557 at the test locations. URS SECTIONFOUR Limitations \\s082nas03\wpdata\27661308\10000-b-r.docx 4-1 SECTION 4 LIMITATIONS The conclusions and opinions drawn from the test results and site observations apply only to the improvements described in this report. We accept no responsibility for any subsequent changes made by others, by uncontrolled action of water, or by failure of others to properly repair damages by uncontrolled action of water. The reported tests represent the relative compaction and water content at the locations tested. The observations of construction and field density testing procedures used followed normally accepted procedures, which are inexact. Variations in relative compaction should be expected laterally and vertically. Professional judgments represented in this report are based partly on our evaluation of the technical information gathered, and partly on our general experience in the geotechnical field. Our monitoring does not imply a guarantee or warranty of the contractor’s work. URS warrants that our services were performed with the usual thoroughness and competence of the engineering profession. No other warranty or representation, expressed or implied, is included or intended in this report.
